YOU SAW THE RESULTS ARE MOST OF OUR STAFF DOES NOT LIKE TO START SCHOOL ON A MONDAY. UM AND HERE'S THE RESULTS THAT WE GOT SURPRISINGLY , OUR PARENTS DID LIKE THE IDEA OF STARTING ON A MONDAY, HOWEVER. 34% SAID. UM PEOPLE SAY OH, BUT WE HAVE SO MANY PEOPLE THAT LIVE IN FOUR OR ROCKWALL OR WHATEVER. THIS IS HOW MANY REALLY LIVE IN THOSE OTHER PLACES. MOST OF OUR EMPLOYEES ACTUALLY LIVE IN MESQUITE, BALCH SPRINGS. UM DALLAS. ONLY UM, A VERY SMALL NUMBER ACTUALLY LIVE IN THESE OUT OUTLYING COMMUNITIES. AND ONLY 16% OF THE PEOPLE WHO RESPONDED TO THE SURVEY HAVE STUDENTS THAT LIVE IN OTHER DISTRICTS. SO I'M NOT SURE THAT THAT'S AS LARGE AND NOW IF IT IF IT IS YOUR FAMILY, AND THAT'S WHO'S AFFECTED. YEAH, THAT'S A BIG DEAL. UM BUT IT'S IT. THE NUMBERS WISE, IT IS, IS PROBABLY A LITTLE BIT MISLEADING IN TERMS OF HOW MANY PEOPLE ARE AFFECTED BY THAT. UM THIS IS ONE OF OUR LEVERS. IF YOU REMEMBER WE TALKED ABOUT LEVERS LAST TIME WE WERE HERE, AND THOSE ARE THE HIGH YIELD RESEARCH BASED STRATEGIES THAT WE SHARED IN OUR REPORT. THOSE ARE, UM HELP US PRIORITIZE THE IMPORTANCE OF INSTRUCTIONAL MINUTES THAT HELP OUR STUDENTS BECOME READERS. ALL OF THIS DATA HAS BEEN COLLECTED IN OUR CLASSROOM WALKTHROUGH FORM AND IT FEEDS A DATA WEBSITE THAT'S LIVE FOR EACH OF OUR CAMPUSES TO ACCESS WHENEVER THEY NEED TO. WE'RE EXCITED ABOUT THAT. YOU CAN SEE THAT 89% OF THE OBSERVED, UM, LITERACY INSTRUCTION HAS MATCHED THE POSTED SCHEDULE OUTSIDE OF THE CLASSROOM. AND I KNOW THAT MAYBE THAT SOUNDS. WHY ARE WE DOING THAT? BUT THIS MEANS THAT LITERACY IS HAPPENING DAILY, ACCORDING TO THE MINUTES ALLOTTED FOR OUR INSTRUCTIONAL, UM, TIME, THAT'S THAT'S GREAT AND WE'RE SURPASSING OUR EO I GOAL BY 4% WHAT'S INTERESTING TO ME IS THAT THIS HAS BEEN STEADY SINCE ABOUT MID OCTOBER. YEAH YOU, UH, MAY BE WONDERING WHY THERE ARE SO MANY MORE CLASSROOM WALKS IN OUR MONOLINGUAL CLASSROOM VERSUS OUR BILINGUAL ONES. GIVEN THAT WE ONLY HAVE THREE BILINGUAL INSTRUCTIONAL COACHES, UM, DISTRICT WIDE THE NUMBER OF LEARNING WALKS IN BILINGUAL CLASSROOMS CAN'T UNFORTUNATELY BE COMPARED TO THE NUMBER OF WALKS IN MODERN LINGUAL CLASSROOMS. THERE'S LIMITATION OF BILINGUAL STAFFING HAS HINDERED OUR OUR ABILITY TO OFFER COMPREHENSIVE SUPPORT. THIS AREA. WE WILL MAKE SURE THAT OUR PRINCIPLES, THIS DATA AS WELL AND KNOW THAT WE NEED TO BE WALKING IN BILINGUAL CLASSROOMS AS MUCH AS WE ARE IN MONOLINGUALS. HM? ALL RIGHT. AT THIS TIME, THE MAJORITY OF RESPONDENTS REPORTED THAT 92% OF THE OBSERVED INSTRUCTION MATCH THE POSTED LANGUAGE OF THE DAY, AND THAT IS SOMETHING THAT WE CELEBRATE EXPOSING STUDENTS TO TWO LANGUAGES. UH, FROM AN EARLY AGE ALLOWS THEM TO DEVELOP LANGUAGE AND LITERACY SKILLS SIMULTANEOUSLY. ALL RIGHT, SO WE'RE GONNA MOVE ON TO GOAL NUMBER TWO. OUR SECOND GOAL IS USING UNIVERSAL SCREENER DATA. WE WILL INCREASE THE NUMBER OF KINDERGARTEN THROUGH THIRD GRADE STUDENTS WHO ARE AT OR ABOVE GRADE LEVEL BY 20% FROM BOY TO EO. I AND THEN GROWTH WILL BE MONITORED THROUGH THE YEAR USING REGULAR DATA COLLECTION CYCLES. THIS IS ANOTHER ONE OF THOSE LEVERS THAT WE'VE BEEN TALKING ABOUT. SO WHEN WE USE UNIVERSAL SCREENING DATA IT HELP TEACHERS KNOW WHICH STUDENTS HAVE INTERNALIZED OR MADE THOSE LITERACY SKILLS MORE AUTOMATIC, WHILE UNIVERSAL SCREENING DATA IS GOOD FOR OUR PURPOSES HERE TONIGHT, TEACHERS NEED MORE SPECIFIC DATA. SO WE'RE GONNA TALK ABOUT THAT SPECIFIC DATA A LITTLE LATER. FIRST I WANT YOU TO UNDERSTAND HOW WE LANDED ON 20% LAST YEAR AFTER LOOKING AT TEXT, WHICH IS OUR UNIVERSAL SCREENING TOOL FOR KINDER. THIS DATA ALIGNS WITH THE DATA ON THE PREVIOUS SLIDE, STUDENTS MUST BE ABLE TO DECODE A PIECE OF TEXT READ WITH SOME FLUENCY BEFORE YOU WOULD EXPECT TO SEE THEM TAKE THAT TO THE COMPREHENSION LEVEL AND AS STUDENT ACHIEVEMENT IN READING, FLUENCY AND INCREASES, WE'RE GONNA EXPECT TO SEE THAT ALSO INCREASE IN FLU IN, UH, COMPREHENSION AS WELL. OK SO LET'S TALK ABOUT THOSE SPECIFIC SKILLS. I WANTED TO REMIND YOU FIRST, BEFORE WE GET INTO THOSE SPECIFIC SKILLS THAT READING SKILLS BUILD ON ONE ANOTHER, AND STUDENTS MUST DEVELOP PREVIOUS SKILLS. UM, THOSE ONES AT THE BOTTOM, RIGHT? SO YOU'VE SEEN THIS BEFORE, FULLY TO ENSURE THAT THEY DON'T HAVE GAPS IN THE FUTURE. GAPS IN THESE SKILLS ARE INTERESTING BECAUSE THE BRAIN MIGHT FIGURE OUT HOW TO OVERCOME A GAP FOR A LITTLE WHILE, BUT EVENTUALLY. FOR MAYBE EVEN SIXTH GRADE. THEY SHOW UP AND THEY HINDER COMPREHENSION. BREAKDOWNS IN COMPREHENSION ARE OFTEN ACTUALLY DECODING SKILL GAPS. SO A FEW SLIDES AGO, I TOLD YOU THAT ONE OF OUR LEVERS WAS TO UNDERSTAND STUDENT NEEDS THROUGH THE USE OF DIAGNOSTIC DATA. DIAGNOSTIC DATA GIVES THE TEACHER INFORMATION ABOUT INDIVIDUAL READING SKILLS IN THE GRAPHIC ON THE SCREEN. YOU CAN SEE THOSE INDIVIDUAL READING SKILLS THAT BUILD ON ONE ANOTHER. INFORMATION AT THAT SKILL LEVEL. ALLOWS THE TEACHER TO FILL IN SPECIFIC GAPS THAT A STUDENT HAS AND USING DIAGNOSTIC ASSESSMENTS IS SOMETHING WE HAD TO TEACH OUR TEACHERS HOW TO DO THIS YEAR. THEY'VE NEVER HAD TO DO THAT BEFORE THEY SO WE TAUGHT THEM HOW TO DO THAT THIS YEAR. WE ALSO HAD TO TEACH THEM HOW TO ADDRESS THOSE NEEDS DURING SMALL GROUP INSTRUCTION IN A VERY DIFFERENT WAY THAN THEY'RE USED TO DOING. THE LAST SENTENCE OF OUR GOAL. SAYS THAT WE WOULD HAVE REGULAR DATA COLLECTION CYCLES, SO WE GAVE OUR TEACHERS A CALENDAR SO THAT WE COULD ENSURE THAT EVERYONE WAS DISCUSSING THE PROGRESS OF OUR EARLY LEARNERS MORE THAN JUST THREE TIMES A YEAR. THE QUANTITATIVE DATA GATHERED INDICATES THAT 95.9% OF TEACHERS OF EB STUDENTS HAVE RECEIVED TRAINING ON B LITERACY AND SECOND LANGUAGE ACQUISITION INSTRUCTIONAL STRATEGIES. 93.9% OF TEACHERS CONSIDER THAT PROFESSIONAL LEARNING SESSIONS HAVE EFFECTIVELY SUPPORTED THEIR BI LITERACY AND SECOND LANGUAGE ACQUISITION INSTRUCTION. 89.8% OF TEACHERS BELIEVE THAT BY LITERACY AND SECOND LANGUAGE ACQUISITION, INSTRUCTIONAL STRATEGIES HAVE CHANGED THE WAY THEY TEACH. AND 93.9% OF TEACHERS AGREE WITH THE FACT THAT BI LITERACY AND SECOND LANGUAGE ACQUISITION INSTRUCTION HAVE HELPED STUDENTS INCREASE THEIR ENGLISH LANGUAGE PROFICIENCY. OTHER QUESTIONS IN THE SURVEY. UM WERE QUALITATIVE. THEY PROVIDED ADDITIONAL CONTEXT TO THE QUANTITATIVE FINDINGS BY HIGHLIGHTING TEACHERS FAMILIARITY WITH THE DUAL LANGUAGE, ONE WAY PROGRAM AND THE 5050 MODEL. PERCEPTION OF BI LITERACY AND THEIR FEELINGS TOWARDS THE RESOURCES AVAILABLE IN CURRICULUM. WE'RE GONNA CONTINUE NOW, WITH GOAL NUMBER FOUR. OUR OBJECTIVE IS TO INCREASE THE READING PERFORMANCE OF BILINGUAL STUDENTS IN KINDERGARTEN THROUGH SECOND GRADE BY THE END OF 2023 2024 SCHOOL YEAR. SO WHEN THESE WHEN THESE TEACHERS GIVE THESE DIAGNOSTIC TEST IT'LL TELL THEM EXACTLY WHAT THE STUDENT NEEDS AND THE CHART. THEY HAVE AN IF THEN CHART THAT SAYS, IF THE STUDENT NEEDS THIS, DO THIS, SO IT'S VERY SPECIFIC WHEN WE USED TO DO GUIDED READING AT THE TABLE. THAT'S A VERY SUBJECTIVE WAY TO TEACH. AND UNLESS YOU ARE A TEACHER WITH A LOT OF KNOWLEDGE ABOUT HOW A STUDENT LEARNS TO READ, YOU'RE GONNA SIT AT THAT, AND THAT'S IMPOSSIBLE KNOWLEDGE TO HAVE UNLESS YOU'VE STUDIED IT FOR YEARS LIKE THESE TWO, AND WE WERE EXPECTING OUR TEACHERS TO SIT AT TABLES AND BE ABLE TO DO THAT. AND THERE WE HAVE SOME THAT CAN BUT NOT EVERYONE CAN. AND SO THIS IS A WAY TO MAKE SURE THAT OUR STUDENTS ARE GETTING AT THE POINT RIGHT WHERE THEY NEED AND NOT JUST HAVING A TEACHER WHO'S JUST DOING THEIR BEST, AND THEY KNOW EXACTLY WHAT THEY NEED. SO HOW LONG HAVE YOU BEEN DOING THIS JUST THIS YEAR, SO IT'S THIS IS KKK TWO. SO IF YOU FOUND A KID THAT HAD THE GAP BECAUSE I REMEMBER HEARING THE DECODING THAT IT SHOWS UP LATER ON. WHAT DO YOU DO? YOU GO BACK AND RE SCAFFOLD LIKE THIS? YES. SO OUR TEACHERS USE AND ANYBODY HAS ACCESS TO THE IF N CHART, UM, THAT HAS ALL OF THE LESSONS ATTACHED TO IT. OURS IS A CREATED TOOL THAT HAS ALL OF THE SKILLS ON IT, SO ANYBODY HAS ACCESS TO A MOSQUITO SD, AND SO IF THEY NEED TO FILL IN A GAP FOR A PARTICULAR STUDENT, BUT THEY'RE A THIRD GRADE TEACHER. THEN THEY HAVE ACCESS TO THAT THEY HAVE ACCESS TO THE LESSONS AS WELL. UM SO IT IT IS A PLACE A WAY THAT THEY CAN FILL GAPS FOR STUDENTS. THAT WHAT WE CAN TRY TO DO IS FILL AS MANY GAPS AS POSSIBLE BEFORE STUDENTS LEAVE ELEMENTARY SCHOOL. WELL IN SMALL GROUP INSTRUCTION, YOU KNOW? WITH TWO KIDS LISTENING TO HIM READ OR WHATEVER. HOW DOES THAT WORK IN THIS SYSTEM? BECAUSE I KNOW WHAT GUIDED READING DID. YEAH, SO IT'S VERY SIMILAR TO GUIDED GREEN, BUT IT FOCUSES MOSTLY ON PHONOLOGICAL AWARENESS FIRST, AND EVERY DAY THEY HAVE A LITTLE BIT OF PHONOLOGICAL AWARENESS, WHICH YOU'VE HEARD IS VERY KEY, RIGHT? AND THEN THERE'S A SPECIFIC LESSON THAT THEY THEY, THE TEACHER. UM DOES WHAT THE STUDENTS THAT FOLLOWS. I DO WE DO. THE SECOND REQUEST IS ASSOCIATED WITH FINISHING OUT THE, UH, SECURITY INITIATIVE. WE MISSED AN ITEM IN THE FIRST BUDGET AMENDMENT THAT WE BROUGHT TO YOU A FEW MONTHS AGO, AND THAT IS RELATED TO THE DOOR CONTROL PROJECT FOR $257,500. SO THAT IS THE GENERAL OPERATING FUND AMENDMENT. THERE IS A FUNCTIONAL TRANSFER. UH, IT DOESN'T IMPACT THE FUND BALANCE IS JUST MOVING FROM FUNCTION 11 TO 13 TO MAKE SOME CORRECTIONS IN TERMS OF OUR EXPENSES. SO THAT IS THE GENERAL OPERATING FUND. I WILL MOVE ON TO THE DEBT SERVICE FUND AND THE DEBT SERVICE FUND. IF YOU RECALL BACK IN AUGUST, 14TH YOU APPROVED SOME PARAMETERS FOR US TO DO A REFUNDING. UH AND THEN WE HAVE COMPLETED THE REFUNDING, UH, FOR UH FOR, UM. THE 1003 VARIABLE BOND RATE SCHOOL BUILDING A LIMITED TAX TAX BOND. SO WE ARE RECOGNIZING THE TRANSACTION. WE CLOSED THE DEAL BY FEBRUARY, 1ST AND SO ALL, UH, THE TRANSACTION ASSOCIATED WITH THAT REFUNDING IS WHAT WE'RE ASKING YOU TO CONSIDER APPROVING TODAY FOR THE DEBT SERVICE FUND. IN THE FOOD SERVICE FUND. WE ARE ASKING FOR AN AMENDMENT TO THE REVENUE WE ARE SERVING, UH, MORE LUNCHES AND BREAKFAST, WHICH IS A GREAT THING. WE'RE FEEDING OUR KIDS. WE'RE ALSO GENERATING A SIGNIFICANT MORE DOLLARS TO THAT PROGRAM TO THE TUNE OF ABOUT $5 MILLION. SO THAT IS A GOOD ISSUE TO HAVE, UM, AS WELL AS [02:00:02] RECOGNIZING A GRANT FOR $944,000 FROM THE, UM, THE SUPPLY CHAIN ASSISTANCE. AND ACTUALLY, THAT HAS INCREASED, BUT I WILL RECOGNIZE IT AT ANOTHER BUDGET AMENDMENT AND I BELIEVE HAS INCREASED TO $1.4 MILLION. SO WE RECOGNIZE THE ADDITIONAL REVENUE AT A LATER TIME. UH IN THE FOOD SERVICE, UM, BUDGET. UH, YOU CANNOT EXCEED. UH, YOU CAN, BUT YOU HAVE TO HAVE A PLAN TO SPEND DOWN, UH, THREE MONTHS WORTH OF EXPENSES TO KEEP THE NONPROFIT STATUS OF OUR FOOD PROGRAM. IN OTHER WORDS, WE CAN'T REALLY GENERATE, UH AND HAVE A TON OF MONEY IN OUR FUND BALANCE, AND IT'S ONLY USED FOR FOOD SERVICES , SO WE HAVE SURPASSED THAT LIMIT, UH, TO THE TUNE OF A COUPLE OF MILLION DOLLARS OR CURRENT FUND BALANCES. APPROXIMATELY. AUDITED $9.6 MILLION AND WE REALLY SHOULD HAVE ABOUT $7 MILLION IN THAT FUND, SO WE'RE ALSO DOING SOME THINGS THAT WE NEED TO DO. UH, THERE'S A LIST OF ITEMS THAT THAT WE SHARE WITH YOU, UH, BUT IT INCLUDES SEVERAL ITEMS ON THE EXPENSE SIDE, SO HOPEFULLY WE'LL BE ABLE TO DO SOME OF THE THINGS THAT WE REALLY NEED TO GET DONE IN OUR FOOD SERVICE CAFETERIA, SUCH AS REPLACEMENT OF, UH SOME EQUIPMENT, UH, TABLES AND SO ON AND SO FORTH.
