SO AS YOU KNOW, UM, UH, DOCTOR RIVERA PICKED A HANDFUL OF STUDENTS FROM EACH SCHOOL AND WE WENT TO EACH OF OUR FEEDER PATTERN AND ASK SOME STUDENTS SOME QUESTIONS LIKE HEY, WHAT DO YOU LIKE ABOUT YOUR SCHOOL? WHAT IS SOMETHING YOU LOOK FORWARD TO? WHEN YOU COME TO SCHOOL AND WHAT IS SOMETHING THAT MAKES YOU FEEL SAFE AT SCHOOL AND A HUGE WAVE OF POSITIVE FEEDBACK THAT WE GOT WAS ACTUALLY THE STAFF AND SO LOT OF THE STUDENTS TALKED ABOUT THE TEACHERS BEING REALLY NICE AND WELCOMING AND JUST BRIGHTENING UP THEIR DAY, JUST A LITTLE BIT MORE TO HELP THEM ENCOURAGE AND LEARN MORE. UM ANOTHER, UH, HUGE POSITIVE RESPONSE WAS ACTUALLY FROM THE CUSTODIAL STAFF AND THE LUNCH STAFF. UM, A LOT OF THEM LOVE TO SEE THEIR SMILES IN THE MORNING OR DURING LUNCH AND JUST SAYING, HEY, HAVE A GOOD DAY. UM JUST A SIMPLE THINGS THAT REALLY HELP STUDENTS WANT TO BE AT SCHOOL AND THAT'S WHAT WE REALLY NEED IN OUR INSTITUTIONS. UM ANOTHER HUGE THING WAS SR OS OF THE STUDENTS REALLY LOVED INTERACTING AND KNOWING THAT HEY, THERE'S SOMEONE HERE TO KEEP US SAFE. UM AND TO MOVE ON TO ANOTHER THING THAT THESE STUDENTS TALKED ABOUT WAS SECURE SECURITY. A HUGE ISSUE AMONG OUR , UH THE PATTERN WAS SECURITY. UM A LOT OF THE STUDENTS TALKED ABOUT OTHER STUDENTS BRINGING, UM, WEAPONS. UH SOME VAPES AND OTHER THINGS THAT AREN'T SUPPOSED TO BE ON CAMPUS. A LOT OF THEM ACTUALLY REPORTED THAT DESPITE THE BACKPACKS AND CLEAR BACKPACKS, IT HASN'T REALLY HELPED. AND IT'S ACTUALLY GONE A BIT UP MORE. UM SO THAT'S A BIG ISSUE THAT I WANTED TO BRING UP TO YOU AND ANOTHER BIG ISSUE WAS FIGHTING. THERE'S A LOT OF FIGHTING IN MY SKEETER PATTERN OF JUST IN THE HALLWAYS OR EVEN OUTSIDE OF SCHOOL, BUT STILL ON SCHOOL PROPERTY OF INCIDENTS OF EVEN BULLYING, SOMETIMES THAT LEAD TO BIGGER FIGHTS AND CONFLICT. SO A COUPLE OF IDEAS THAT US AS A GROUP FROM MESQUITE CAME UP TO SOLVE THESE ISSUES ARE TO TIP NOW. GRANTED THERE ARE ALREADY SCHOOLS THAT HAVE IMPLEMENTED TEXT AIP, UH, INCLUDING MINE, HOWEVER. IT ISN'T REALLY ENCOURAGED AT ALL. UM IN MY BEGINNING OF MY FRESHMAN YEAR, I HEARD IT ONCE LIKE, HEY, THIS IS A QR CODE. YOU CAN SCAN IF ANYTHING BAD HAPPENS. YOU SHOULD PROBABLY SAY SOMETHING. THEY GAVE US FEEDBACK THAT WAS MORE TOWARDS THEIR SPECIALS AND MORE TOWARDS FAVORING HANDS ON ACTIVITIES OVER MORE LEARNING ACTIVITIES. WHICH IS COMMON WITH YOUNGER CHILDREN. BUT WE'D ALSO GET FEEDBACK, SAYING THAT THEIR TEACHER WOULD PUT A VIDEO IN FRONT OF THEM AND EXPECT THEM TO KEEP UP. AND THIS WASN'T REALLY SOMETHING THAT WE LIKE TO HEAR. UM AND SO WE CHOSE THIS AS A CONCERN BECAUSE WE FEEL THERE'S NOT ENOUGH TEACHER ENGAGEMENT WHEN IT COMES TO LEARNING BECAUSE OF, UM COVID-19, UM AND WE THINK WITH THINGS KIND OF DYING DOWN MORE, IT WOULD BE [00:45:02] APPROPRIATE TO HAVE MORE INTERACTIVE LESSONS AND HANDS ON MATERIAL. STUDENTS DO NOT ENJOY ONLINE LEARNING. THEY DO NOT ENJOY THE CHROMEBOOK USE, WHICH WAS DISPLAYED WITH THEIR ENTHUSIASM ABOUT THE EXTRACURRICULARS THAT THEY ARE CURRENTLY PARTICIPATING IN. UM CONCERNS THAT OUR STUDENTS HAD WAS OUR STUDENTS NOT ONLY WANT, BUT THEY NEED MORE SUPPORT AND FREEDOM. DRESS CODE, ESPECIALLY, UM MANY STUDENTS FEEL AS THOUGH DRESS CODE IS NO LONGER UH, NECESSARY. UM CLAIMING THAT THEY'RE WASTING, UH, MONEY ON CLOTHING THAT THEY ONLY WEAR DURING SCHOOL AND WOULD SOON OUTGROW ADMINISTRATION OFTEN INTERFERES WITH STUDENTS LEARNING TAKING LEARNING TIME TO CRACK DOWN ON MINOR DRISCOLL. INTERACTIONS UM, AND OUR EMPHASIS ARE ON ACADEMICS. UM, DESPITE THE LOW INCOME BACKGROUND, MANY WEST ME STUDENTS COME FROM WEST MUSK IS THE TOP SCORING SCORE IN STAR AND A P TESTING OF ALL THE MESQUITE SCHOOLS. HOWEVER ALMOST EQUALLY, WE HAVE SEEN THE DEATHS , ARRESTS, OVERDOSE OF WEST MESQUITE STUDENTS AND FEEDER STUDENTS. AS OF RIGHT NOW, JUST AS MUCH AS, UH, PEOPLE I'VE MET THAT ARE ALSO IVY LEAGUE PEOPLE WHO WILL ATTEND IVY LEAGUE SCHOOLS THAT ARE FROM WEST. UM PHONE POLICIES AS WELL. ONLY ONE KID THERE OUT OF THE RANDOM SAMPLE SAID THAT THEY FELT SUPPORTED THROUGHOUT THE SCHOOL SPIRIT AND THAT PEOPLE WERE INVOLVED IN THEIR SCHOOL. SO THE FIRST TOPIC WAS ABOUT STUDENTS NOT BEING ABLE TO, UM THE WHAT THEY WERE WANTING TO DO. ANOTHER SITUATION WE HAVE WITH THESE CONCERNS IS THE OVERALL LACK OF INVOLVEMENT FOR THESE ACTIVITIES . AND JUST OVERALL, NOT ENOUGH KIDS FEEL LIKE GETTING INTO AN ELECTIVE IS IMPORTANT TO THEM OR THAT ANYONE'S EVEN GONNA SUPPORT THEM THROUGH THE DECISION THAT THEY'RE MAKING. AND LASTLY, WE DON'T HAVE ENOUGH PEOPLE GOING TO ATTEND CONCERT AND GAMES FOR THESE STUDENTS TO BE ABLE TO FEEL LIKE THEY'RE DOING SOMETHING IMPORTANT AND REPRESENTING OUR SCHOOL. SO SOME OF THE POSSIBLE SOLUTIONS THAT WE ALL AGREED ON COMING INTO. THIS WAS ONE OF THE BIG THINGS THAT WE ARE TOLD WHEN WE ARE AT A HIGH SCHOOL IS NOT EVERYTHING IS GONNA FIT INTO YOUR SCHEDULE, WHICH IS TOTALLY UNDERSTANDABLE. WE HAVE EIGHT PERIODS IN A DAY. SOME OF THESE ACTIVITIES INVOLVE BEING DOUBLE BLOCKED. SOME OF THESE ACTIVITIES TAKE UP MOST OF THE TIME THAT YOU HAVE, BUT THERE IS SOME WAYS THAT WE COULD WORK AROUND IT. SOMETIMES STUDENTS JUST INSTANTLY GIVE UP SO WE ENCOURAGE COUNSELORS TO PUSH THE STUDENTS TO BEING LIKE. HEY THIS MIGHT NOT WORK THIS YEAR, BUT YOU KNOW WHAT? UM IN OUR DC LEGAL POLICY WE INDICATE AND THIS IS A RELATIVELY STANDARD ACROSS PROBABLY THE UNITED STATES IF THE DISTRICT EMPLOYS AN INTERNAL AUDITOR, THAT THERE'LL BE AN INDEPENDENCE RELATIONSHIP BETWEEN THE, UH THE WORK AND THE PROCESSES IN THE DEPARTMENTS. AND THAT THE INTERNAL AUDITOR WILL IMPORT IN FACT, REPORT DIRECTLY TO THE BOARD. UH, AS YOU WELL KNOW, I REPORT TO AN AUDIT COMMITTEE OF TWO, MR SEWARD, MR BINGHAM AND HAVE A, UH AND, UM THANK THEM FOR THEIR, UH, PARTNERSHIP FOR THE MANY YEARS AND THEIR ENCOURAGEMENT AND WE HAVE A GOOD WORKING RELATIONSHIP, I WOULD SAY. THERE ARE DIFFERENCES IN AUDITORS, SO WE HAVE AN EXTERNAL AUDITOR AS THE STATE MANDATES FOR OUR FINANCIAL SO WE HAVE WHITLEY PENN THAT DOES THAT THEY ARE COMPLETELY INDEPENDENT. THEY ARE A VENDOR. WE HAVE, UM, REVIEWED THEM AND HAD DIFFERENT EXTERNAL AUDITOR PROGRAMS FOR SEVERAL YEARS. I MYSELF AND EMPLOYEE OF MISD. AND I COME IN TO AUDIT AND WORK IN PARTNERSHIP WITH PRIMARILY OUR FINANCIAL OPERATIONS. IT COMPLIANCE CONSTRUCTION. UH APPLY, UH, COMPLIANCE UM OR DALLAS ISD. THEY HAVE 20 PEOPLE, SOME THAT WORK SPECIFICALLY JUST WITH CERTAIN CAMPUSES. UM THAT THE STRUCTURE OF MY WORK IS LARGELY ON THE FINANCIAL ROLE. SO I'M IN THERE LOOKING AT, UH UH, MONEY, NOT NECESSARILY FROM THE FINANCIAL STATEMENT STANDPOINT, FROM THE OPERATIONAL STANDPOINT AT THE CAMPUSES AND DEPARTMENT LEVELS I AM BOUND BY AN AUDIT CHARTER, WHICH IS REVIEWED AND APPROVED EACH YEAR. IT BUILDS THE EXPECTATIONS FOR THE INTERNAL AUDITOR ROLE, AND IT WANTS TO CARVE OUT SPECIFICALLY BASED ON THE, UH, INTERNAL AUDIT STANDARDS OF INDEPENDENCE, OBJECTIVITY AND SKILL. SO I HAVE TO MAINTAIN ALL OF THOSE IN THE AREAS THAT I, UH LOOK AT, AND IF I DON'T HAVE ANY ONE OF THOSE, THE RESULTS COULD POTENTIALLY BE COMPROMISED. BUT WE TAKE A LOOK AT THE PROPER HANDLING OF THAT, ESPECIALLY AT THE CLUB LEVEL STUDENT ATTENDANCE. WE DO SOME SAMPLING SINCE A LOT OF OUR FUNDING IS BASED ON THAT. SO I PARTNER ON THE SKYWARD TEAM FIXED ASSET OVERSIGHT. AND SO WHAT? THAT WOULD MEAN, UH IN THE TEACHER POOL WOULD BE WE WOULD RECOMMEND A $62,000 STARTING SALARY FOR TEACHERS NEXT YEAR, SO AT ZERO YEARS EXPERIENCE, A TEACHER WOULD COME INTO OUR DISTRICT AND MAKE 62,000 ANNUALLY. THEY ALSO RECOMMENDED THAT WE ALIGN OUR MIDPOINTS OUR SAL. MID POINTS WITH THEIR MARKET. UH, FINDINGS. RECOMMENDATION NUMBER TWO. THEY RECOMMENDED THAT WE ADOPT A GENERAL PAY INCREASE, ALSO KNOWN AS GP. I TO MAINTAIN MARKET POSITION. AND SO WHAT? THAT WOULD LOOK LIKE FOR US, AND WE'RE MAKING THIS RECOMMENDATION AS A PART OF THE BUDGET PROCESS THAT MR PRADO WILL PRESENT. UM 2% OF MIDPOINT RAISES FOR ALL JOB GROUPS. WHAT THIS EQUATES TO IS A $1300 RAISE PER CONTINUING TEACHER, UH, FOR 100 AND 87 DAYS, TEACHERS WHO WORK ABOVE 100 AND 87 DAYS THAT WOULD BE PRORATED ACCORDINGLY. FOR OUR TEACHER STRUCTURE, THE GP. I IS CALCULATED AS A PERCENTAGE OF THE MARKET MEDIAN SALARY, WHICH IN OUR MARKET IS $64,670. FOR OTHER PAY GROUPS. WHAT THIS WOULD MEAN IS GP. I WOULD BE CALCULATED AS A PERCENTAGE OF THE EMPLOYEES PAY GRADE MIDPOINT. UH MR MACKLEMORE ALSO TALKED TO US THIS EVENING ABOUT THE BENEFITS OF, UH OF A MARKET BASED PAY SYSTEM. AND SO THIS IS AGAIN. UM RAISES BASED ON MID POINTS, WHETHER THAT BE MARKET MEDIAN MIDPOINT OR PAY GRADE MIDPOINT. AND SO THE BENEFITS OF THAT PAY SYSTEM ARE IT ACCELERATES PAY TO MARKET VALUE MORE QUICKLY. AVOIDS EXTREME POLARIZATION OF PAY FOR THOSE DOING THE SAME OR SIMILAR JOB WITHIN A PARTICULAR PAY GRADE. MAINTAINS PAY DIFFERENTIATION BETWEEN EMPLOYEES IN THE SAME PAY GRADE, FOR EXAMPLE, IF DIFFERENCE IN SALARY BETWEEN TWO AIDES IS $500, THAT DIFFERENCE IS MAINTAINED. EMPLOYEES BENEFIT FROM A MARKET BASED PAY INCREASE AND THEN REWARDS EMPLOYEES DOING THE SAME JOB IN EQUAL AMOUNT FOR THE SAME YEAR OF SERVICE. ALSO PUT ON THIS SLIDE. UM, HOW IT LOOKS, AND THIS IS THE INFORMATION THAT WE WOULD COMMUNICATE TO STAFF MEMBERS ON HOW THEY COULD CALCULATE THEIR RAISES BECAUSE IT IS DIFFERENT THAN JUST CALCULATING IT AS 2% OF YOUR CURRENT SALARY, AND SO I WON'T READ THIS SLIDE. BUT I WANT YOU TO KNOW THAT THIS IS PART OF THE COMMUNICATION THAT WE WOULD PUT OUT TO ALL OF OUR EMPLOYEES TO HELP THEM [02:15:04] UNDERSTAND EXACTLY HOW TO CALCULATE THEIR, UH, PAY PAY INCREASE AS A PART OF THE MARKET MEDIAN OR MIDPOINT OF THEIR PAY. RECOMMENDATION THREE WAS PROVIDE ADJUSTMENTS TO ADDRESS MARKET DIFFERENCES AND MAINTAIN EQUITY AND SO AGAIN, THOSE WERE PART OF THE CALCULATIONS THAT WE ALL SAW AS FAR AS THE IMPACT TO THE OVERALL BUDGET. IT'LL BE BASED ON THE PAY GRADE THE MIDPOINT OF THE PAY GRADE THAT THEY ARE CURRENTLY UNDER. YES, SIR.
