SO WE SERVE STUDENTS ACROSS THE DISTRICT WITH LEARNING DISABILITIES, MENTAL HEALTH CONCERNS, MENTAL HEALTH DIAGNOSES, HEALTH CONCERNS ALL ACROSS THE BOARD THROUGH SECTION 504, STUDENTS RECEIVE CLASSROOM AND CAMPUS ACCOMMODATIONS, TESTING ACCOMMODATIONS ON LOCAL AND STATE ASSESSMENTS. IN 2324, WE IDENTIFIED OVER 3500 504 STUDENTS. AND AS YOU CAN SEE IN THE ATTACHED GRAPH, OUR HIGHEST PERCENTAGE OF 504 STUDENTS ARE IN HIGH SCHOOL, WHICH IS A CHANGE FROM 2223. WE USED TO HAVE ABOUT AN EVEN SPLIT OF ABOUT 33% IN EVERY LEVEL. IT CHANGED THIS PAST YEAR DUE TO THE SPECIALIZED DYSLEXIA INSTRUCTION SHIFTING OVER TO SPECIAL EDUCATION, WHICH NOW HAS DROPPED OUR ELEMENTARY PERCENTAGE QUITE A BIT IN 504. I'D LIKE TO TALK TO YOU ALL ABOUT SOME OF THE CHALLENGES AND A LOT OF CELEBRATIONS THAT WE DO HAVE IN 504. SO FIRST, FOR OUR CHALLENGES, 504 IS A VERY LARGE UNFUNDED MANDATE THAT WE HAVE, MEANING THAT WE MUST PROVIDE SERVICES, ASSISTIVE DEVICES, EDUCATED AND EQUIPPED PERSONNEL, SOFTWARE TO MAINTAIN AND COMMUNICATE STUDENT NEEDS AND ACCOMMODATIONS AS NEEDED. BUT WE DON'T HAVE ANY FUNDING TO CARRY OUT THESE REQUIREMENTS.

THEREFORE, WE MUST RELY ON THE LOCAL BUDGET TO MEET THESE NEEDS. IN THE LAST SEVERAL YEARS, WE HAVE SEEN AN INCREASE IN 504 STUDENTS WITH MENTAL HEALTH DIAGNOSES. AND THEN AGAIN, GOING BACK TO THAT UNFUNDED MANDATE, WE HAVE LITTLE IN THE WAY TO ADDRESS SOME OF THESE NEEDS OUTSIDE OF WHAT WE CAN PROVIDE FOR ANY OF OUR STUDENTS, EVEN THOSE WITHOUT MENTAL HEALTH DIAGNOSES. AND THERE'S A LACK OF GUIDANCE AND CLARITY FROM TO. AND THE FEDERAL GOVERNMENT IN REGARDS TO 504. SO WE MUST PROVIDE SECTION 504 SERVICES. BUT LITTLE INFORMATION IS PROVIDED TO DISTRICTS ABOUT WHAT THAT LOOKS LIKE OTHER THAN IDENTIFYING STUDENTS,

AND THE LAST CHALLENGE THAT WE'VE EXPERIENCED IS THAT WE HAVE AN INTERNAL POLICY HERE IN MESQUITE ISD TO EVALUATE EVERY STUDENT, EVERY YEAR, WHICH CAN BE TIME CONSUMING FOR OUR CASE MANAGERS, BECAUSE A LOT OF THE TIME WHEN WE'RE MEETING, WE'RE ACTUALLY NOT CHANGING ANY ACCOMMODATIONS. WE'VE REALLY SHORED UP OUR PROCESSES WHERE WHEN WE'RE MEETING, WE'VE PREPARED FOR THE NEXT THREE YEARS BECAUSE THE FEDERAL MANDATE IS TO MEET EVERY THREE YEARS. WELL, NOW WE HAVE EXPERTS IN THE FIELD WHO ARE MEETING ON THESE STUDENTS. SO THEY'RE PREPPING FOR THREE YEARS, AND WE'RE MEETING ON THESE STUDENTS EVERY YEAR. AND IT'S VERY TIME CONSUMING FOR OUR CASE MANAGERS AND SO ON TO THE CELEBRATIONS, WHICH ARE GREAT. IN MESQUITE ISD, WE'VE CHOSEN TO FOLLOW THE SAME TIMELINES AS SPED. SO THIS ENSURES THAT OUR STUDENTS AND THEIR FAMILIES RECEIVE VERY PROMPT SERVICE WHEN THE NEEDS ARISE. WE WORK VERY CLOSELY WITH OUR SPECIAL EDUCATION DEPARTMENT AND OUR RESPONSE TO INTERVENTION PROCEDURES. WE LIKE TO ENSURE A SEAMLESS PROCESS FOR SERVICES WE DON'T WANT ANY LAPSE OF SERVICES. SO WHEN A STUDENT IS EXITING SPECIAL EDUCATION AND THEY NEED TO COME TO 504, WE DON'T NEED WEEKS AND WEEKS BETWEEN THEM COMING TO THAT. WE DON'T NEED WEEKS OF THEY DON'T, THEY'RE COMING. THEY'RE LEAVING 504. WE WANT THEM TO IMMEDIATELY GO TO RESPONSE TO INTERVENTION. SO WE MAKE SURE WE HAVE A SEAMLESS PROCESS THERE. IN 2022, WE ADDED MY POSITION 504 COORDINATOR, WHICH IS ALSO SPLIT WITH THE ELEMENTARY GUIDANCE COORDINATOR AND WHILE IT'S NOT A FULLY DEDICATED POSITION, IT DOES ALLOW FOR CAMPUS SUPPORT AND FREQUENT AUDITS OF CAMPUSES, WHICH HAS HELPED TO STREAMLINE OUR PROCESS AND WHICH HAS ALSO HELPED WITH OCR THINGS. SO OCR IS GOING TO ALWAYS ASK TWO QUESTIONS. ONE, DID YOU HAVE A PROCESS AND TWO, WAS THE PROCESS FOLLOWED? AND WE CAN ANSWER BOTH OF THOSE QUESTIONS VERY WELL BECAUSE WE DO HAVE A PROCESS AND WE ARE FOLLOWING IT. SO WE HAVE AN AMAZING PROCESS AROUND AUDITING. WHEREAS BEFORE THE LOAD OF SECTION 504 WAS SOLELY ON THE CAMPUS COUNSELOR, AND IT WAS A LOT OF PAPERWORK, A LOT FOR ONE COUNSELOR IN SECONDARY, ALL THE COUNSELORS TO MANAGE. SO AS THE NUMBER OF IDENTIFIED STUDENTS GREW, IT KIND OF BECAME UNMANAGEABLE FOR THE SCHOOL COUNSELORS TO HANDLE.

SO WHAT WE WHAT WE DID IS WE IDENTIFIED STAFF IN EACH AREA THAT THEY'RE EXPERTS IN TO MANAGE THAT AREA. SO NURSES SERVE AS THE CASE MANAGERS FOR THE HEALTH, THE STUDENTS WITH HEALTH DISABILITIES COUNSELORS STILL SERVE, BUT THEY SERVE THOSE STUDENTS WITH MENTAL HEALTH DIAGNOSES. AND THEN VARIOUS LEADERS ON CAMPUS. ACADEMIC LEADERS SERVE THOSE STUDENTS WITH ACADEMIC AND LEARNING DISABILITIES. SO EACH ONE IS HANDLING THEY'RE AN EXPERT IN THEIR AREA, WHICH IS ABSOLUTELY STREAMLINE THE PROCESS. SO WHEN WE'RE MEETING, WE HAVE PEOPLE WHO ARE ADVOCATING FOR STUDENTS, AND THEY REALLY KNOW THAT CONTENT AREA. AND IT'S REALLY, REALLY BEEN VERY BENEFICIAL FOR OUR KIDS. IT ALSO TOOK THE TYPICAL CASELOAD OF 80 PLUS STUDENTS FOR ONE COUNSELOR. AND NOW EACH CASE MANAGER HAS 15 STUDENTS OR LESS FOR THEIR CASELOAD. SO IT'S VERY MANAGEABLE TO FOR A CASE MANAGE. WE ALSO EMPLOYED IN 2022 SUPPORT PERSONNEL. THESE ARE PART TIME RETIRED OR FORMER EDUCATORS WHO WORK FROM HOME. AND THEY HANDLE ALL THE PAPERWORK. THE PRE AND POST PAPERWORK. THERE IS A LOT OF PAPERWORK INVOLVED WITH 504, AS WE HEAR WITH A LOT OF THINGS, 504 SPECIAL EDUCATION, A LOT OF PAPERWORK. WE WANTED TO HELP EASE THAT BURDEN FOR PEOPLE BECAUSE WHEN WE'RE ADDING SOMETHING IN LIKE THIS NEW CASE MANAGER MODEL, IT CAN BE OVERWHELMING TO HEAR YOU'RE GOING TO GET A NEW ROLE. WELL, WHEN WE CAN ALLEVIATE THAT AND SAY, YOU'RE NOT GOING TO HANDLE THE PAPERWORK SIDE, WE ARE GOING TO HANDLE, YOU'RE GOING TO BE THE EXPERT. WE'RE GOING TO HANDLE THE PAPERWORK. WHAT THESE SUPPORT PERSONNEL HAVE DONE IS THEY WORK 18 HOURS A WEEK REMOTELY, AND THEY HAVE SAVED CAMPUS PERSONNEL 4943 HOURS, WHICH IS THE EQUIVALENT OF 44 FULL TIME STAFF WHO WORK 40 HOURS A WEEK. SO WE'VE SAVED A LOT OF POSITIONS, A LOT OF MONEY. SO THAT'S ALSO GOOD LOVE THAT. LET'S LOOK REALLY QUICKLY AT THE DYSLEXIA CHANGES. SO I KNOW YOU ALL HAVE A COPY OF THE BOARD REPORT. AND I KNOW THAT YOU SAW THAT 504 SPED AND DYSLEXIA ARE ALL INCLUDED IN THAT. SO YOU'RE AWARE THAT A COUPLE OF YEARS AGO, WE DID BEGIN REFERRING STUDENTS FOR DYSLEXIA TESTING THROUGH SPED INSTEAD OF THROUGH 504. SO YOU CAN ABSOLUTELY SEE THE DRAMATIC REDUCTION THAT THIS HAS CAUSED IN OUR ELEMENTARY LEVEL. BY THE END OF THIS SCHOOL YEAR, ALL OF

WE'RE STILL IN THE PROCESS. SO BY THE END OF THE 2425 SCHOOL YEAR, EVERY STUDENT WHO'S RECEIVING SPECIALIZED DYSLEXIA INSTRUCTION SO MTA WRAP READING LAB, IT HAS TO BE PROVIDED UNDER SPECIAL EDUCATION. SO BY THE END OF THIS YEAR, THAT WILL STILL THAT WILL BE IN PLACE WHEN THIS WAS HAD, WAS IN PLACE THIS CHART WE HAD DONE THAT THROUGH KINDERGARTEN, FIRST, SECOND, THIRD, FOURTH. SO YOU CAN SEE FIFTH THROUGH 12TH WAS STILL RELATIVELY HIGH AT THE END OF THIS YEAR. THAT WILL GO DOWN ONE STUDENT, ONE STUDENTS HAVE COMPLETED THEIR SPECIALIZED DYSLEXIA INSTRUCTION. THEY WILL COME BACK MORE THAN LIKELY TO 504 FOR THEIR CLASSROOM. AND TESTING ACCOMMODATIONS. SO AT THE END OF THIS SCHOOL YEAR, WE'RE GOING TO HAVE A PRETTY GOOD PICTURE OF WHAT OUR 504 NUMBERS ARE GOING TO LOOK LIKE, AND THEY'LL STAY PRETTY MUCH THE SAME. AND I WOULD SAY PRETTY CONSISTENT FOR THE FORESEEABLE FUTURE. AND I ANTICIPATE IT BEING AROUND 2800 TO 3000, GIVE OR TAKE. AND THAT'S PRETTY MUCH PROBABLY WHERE WE'LL STAY. SO LOOKING TO THE FUTURE, HERE ARE SOME THINGS THAT WE WOULD LOVE TO JUST TALK ABOUT. LOOKING TO THE FUTURE. HERE ARE A FEW GOALS FOR OUR PROGRAM. WE, OF COURSE, WILL CONTINUE TO SET A HIGH STANDARD OF SERVICE TO OUR 504 STUDENTS AND THEIR FAMILIES. 504 IS A DIFFICULT SYSTEM TO NAVIGATE, AND OUR FAMILIES SHOULD BE ABLE TO RELY ON US TO NAVIGATE IT WITH THEM. WE WANT TO COME ALONGSIDE OUR FAMILIES, AND WE WANT TO CONTINUE TO PROVIDE THAT SERVICE WITH THEM.

WE UNDERSTAND A LOT IS ASKED EVERY DAY OF OUR CAMPUS STAFF, AND WE CONTINUE TO TRY TO FIND NEW WAYS TO LIGHTEN THE LOAD AND THE BURDEN OF THEIR PAPERWORK SO THAT THE QUALITY OF THEIR DIRECT SERVICE TO STUDENTS DOES NOT SUFFER. SO WE WOULD IDEALLY LIKE TO DO IS MOVE TO EVERY THREE YEAR MEETINGS AND AT PARENT REQUEST FOR REEVALUATIONS, WHICH IS THE FEDERAL MANDATE. AGAIN, AS I MENTIONED BEFORE, NOW THAT WE HAVE CASE MANAGERS WHO ARE EXPERTS, WE USED TO MEET EVERY YEAR BECAUSE WE DIDN'T HAVE PEOPLE WHO WERE EXPERTS TALKING ABOUT THE NEEDS OF THESE STUDENTS. WELL, NOW WE DO. SO NOW THAT WE'RE MEETING EVERY YEAR, WE'RE REALIZING WE DON'T HAVE TO CHANGE THEIR ACCOMMODATIONS EVERY YEAR. WE'VE ALREADY MET ON THAT, AND SO WE'RE REALIZING WE'RE JUST MEETING FOR MEETINGS SAKE AND NO ONE WANTS TO DO THAT, WHICH ACTUALLY, WITH THE IDEAL DECREASE IN MEETINGS, WE WOULD WE WANT TO CONTINUE TO EMPLOY THE SUPPORT PERSONNEL, BUT AT A LOWER RATE BECAUSE WE WOULDN'T NEED AS MANY, WHICH YOU KNOW, ADDS A LITTLE BIT OF MONEY BACK INTO THE BUDGET. AND THEN WE HOPE AT SOME POINT TO MAINTAIN FULL TIME 504 STAFF WHO CAN MANAGE ALL OF THE MEETINGS SO THAT WE CAN JUST HAVE SCHOOL PERSONNEL ATTEND MEETINGS AND ADVOCATE FOR STUDENTS RATHER THAN BE CASE MANAGERS AT ALL.

THAT IS A WONDERFUL GOAL THAT WE HAVE ONE DAY, AND THEN WE'D ALSO LIKE TO ADD A FULL TIME 504 FACILITATOR. HOPEFULLY AT SOME POINT WHEN WE ADDED THIS POSITION, THE 504 COORDINATOR WITH ELEMENTARY GUIDANCE COORDINATOR, WE JUST DIDN'T KNOW NECESSARILY HOW MUCH TIME IT WOULD TAKE TO DO TWO COORDINATOR POSITIONS. AND, YOU KNOW, IT TURNS OUT A LOT TO DO TO COORDINATOR POSITIONS. SO IDEALLY ONE DAY WE WOULD LOVE TO HAVE A FACILITATOR. SO NOT A COORDINATOR. AND ANOTHER COORDINATOR, BUT A FACILITATOR WHO WOULD OVERSEE THE EMAILS, HELP WITH THE TRAININGS, THE QUESTIONS TO HELP WITH THE ATTENTION TO DETAIL. BECAUSE WHAT WE DID, WHAT WE HAVE REALIZED IS WE HAVE SAVED THE DISTRICT TIME AND MONEY BECAUSE WE'RE ABLE TO SOLVE ANY CONCERNS AT THE CAMPUS LEVEL BEFORE IT ESCALATES TO OCR. AND CURRENTLY WE HAVE 14. AND THEY ARE ALL MOVE IN STUDENTS TO OUR DISTRICT. SO IT'S REALLY PRETTY NEAT TO SEE THE TRAJECTORY OF OUR 504 PROGRAM SO THAT IS ALL I HAVE FOR OUR 504 DISTRICT REPORT.
