EVERY STUDENT HAS A STORY, AND BEING PART OF THAT STORY IS ONE OF MY GREATEST PRIVILEGES. DOCTOR RIVERA AND BOARD OF TRUSTEES, AS THE EXECUTIVE DIRECTOR OF SPECIAL EDUCATION, I AM HONORED TO PRESENT THIS YEAR'S EFFECTIVENESS REPORT AND TO SHARE THE VISION FOR THE FUTURE OF SPECIAL EDUCATION IN MISD, BUILDING UPON A STRONG FOUNDATION OF DEDICATED SERVICE TO STUDENTS AND FAMILIES, OUR FOCUS NOW TURNS TOWARD INNOVATION, EFFICIENCY, AND EXCELLENCE IN EVERY ASPECT OF PROGRAM DELIVERY. WE RECOGNIZE BOTH THE TREMENDOUS GROWTH AND THE EVOLVING CHALLENGES BEFORE US. RISING STUDENT ENROLLMENT IN SPECIAL EDUCATION, STAFFING SHORTAGES, INCREASED BEHAVIORAL AND MENTAL HEALTH NEEDS, AND NEW COMPLIANCE DEMANDS. WE CONTINUE TO GROW AND ADAPT TO MEET THE NEEDS OF OUR STUDENTS BY PROVIDING INDIVIDUALIZED EVALUATIONS AND SERVICES IN THE LEAST RESTRICTIVE ENVIRONMENT TO ENSURE A FREE AND APPROPRIATE PUBLIC EDUCATION. IN ADDITION, WE FOCUS ON STAFF DEVELOPMENT, COMPLIANCE AND RECRUITMENT TO MAKE SURE BOTH STUDENTS AND EDUCATORS HAVE THE RESOURCES AND SUPPORT THEY NEED TO SUCCEED. BEFORE I GO ANY FURTHER, I'D LIKE TO TAKE A MOMENT TO RECOGNIZE THE MEMBERS OF OUR SPECIAL EDUCATION LEADERSHIP TEAM. THIS DEDICATED GROUP OF PROFESSIONALS OVERSEES SERVICES, COMPLIANCE, AND INSTRUCTIONAL SUPPORT ACROSS THE DISTRICT. TOGETHER, THEY ENSURE OUR STUDENTS RECEIVE HIGH QUALITY, INDIVIDUALIZED EDUCATION IN ALIGNMENT WITH STATE AND FEDERAL REQUIREMENTS. LAST SPRING, OUR TRANSITION SERVICES TEAM WAS AWARDED A $10,000 GRANT THROUGH THE TEXAS A&M WORK BASED LEARNING PROJECT. THIS RECOGNITION HIGHLIGHTS THE STRONG WORK BASED LEARNING OPPORTUNITIES ALREADY IN PLACE AT OUR STUDENT SUPPORT CENTER.THE GRANT SUPPORTS STUDENTS WITH DISABILITIES IN BUILDING PRE EMPLOYABILITY SKILLS AND GAINING REAL WORLD WORK EXPERIENCES THAT PREPARE THEM FOR PAID EMPLOYMENT AND GREATER INDEPENDENCE. WE'RE ESPECIALLY PROUD THAT TWO OF OUR FORMER STUDENTS CONTINUE TO WORK IN THE SSC WAREHOUSE, A TRUE SUCCESS STORY THAT REFLECTS THE IMPACT OF THIS PROGRAM. OUR COMMITMENT EXTENDS BEYOND HIGHLIGHTS TO MEASURABLE OUTCOMES, MOVING FROM RECOGNITION TO RESULTS AS WE REVIEW THE DATA THAT DRIVES STRATEGIC ACTION, GROWTH, ACCOUNTABILITY, AND MEANINGFUL STUDENT IMPACT. AS PART OF OUR ACCOUNTABILITY FRAMEWORK, THE TEXAS EDUCATION AGENCY ASSIGNS EACH DISTRICT A SPECIAL EDUCATION DETERMINATION LEVEL FOR EACH YEAR. THESE DETERMINATION LEVELS REFLECT HOW WELL WE ARE MEETING BOTH PERFORMANCE AND COMPLIANCE EXPECTATIONS. UNDER THE RESULTS DRIVEN ACCOUNTABILITY SYSTEM, THERE ARE FOUR POSSIBLE LEVELS DL1 MEETS REQUIREMENTS DL2 NEEDS ASSISTANCE, D3 NEEDS INTERVENTION, AND DEAL FOUR NEEDS SUBSTANTIAL INTERVENTION. THIS YEAR, OUR DISTRICT RECEIVED A DETERMINATION LEVEL OF DL1 MEETS REQUIREMENTS FROM THE TEXAS EDUCATION AGENCY, WHICH REPRESENTS THE HIGHEST RATING WITHIN THE SPECIAL EDUCATION RESULTS DRIVEN ACCOUNTABILITY SYSTEM. THIS RATING REFLECTS STRONG PERFORMANCE AND COMPLIANCE ACROSS KEY INDICATORS AND FEDERALLY REQUIRED ELEMENTS FOR SPECIAL EDUCATION. LAST YEAR, WE WERE ASSIGNED A DL2 NEEDS ASSISTANCE, SO MOVING TO DL ONE INDICATES MEASURABLE IMPROVEMENT IN OUR DOCUMENTED OUTCOMES, PROCESSES AND SYSTEMS. THIS DEMONSTRATES THAT OUR TARGETED INTERVENTIONS PROGRAM REFINEMENTS, TRAINING AND MONITORING EFFORTS ARE POSITIVELY IMPACTING BOTH PRACTICE AND RESULTS. MISD MAINTAINED THE HIGHEST RATING OF ZERO IN BIOLOGY, US HISTORY AND YEAR AFTER EXIT STAR THREE THROUGH EIGHT MATHEMATICS SPED GRADUATION RATE, SPED ANNUAL DROPOUT RATE, REGULAR EARLY CHILDHOOD PROGRAM RATE, AND REGULAR SPED REGULAR CLASS GREATER THAN 80% RATE. I'M ALSO PLEASED TO SHARE THAT OUR GRADUATION RATE FOR STUDENTS RECEIVING SPECIAL EDUCATION SERVICES CONTINUES TO IMPROVE EACH YEAR, WHILE THE DROPOUT RATE CONTINUES TO DECLINE. IN 2025, STUDENTS RECEIVING SPECIAL EDUCATION SERVICES ACHIEVED A 94% ATTAINMENT RATE, SURPASSING THE DISTRICT'S OVERALL RATE OF 89%, DEMONSTRATING THE EFFECTIVENESS OF THE DISTRICT'S TRANSITION PLANNING, TARGETED SUPPORTS, AND COMMITMENT TO PREPARING ALL STUDENTS FOR POST-SECONDARY SUCCESS. THIS REFLECTS THE HARD WORK OF OUR TEACHERS, TRANSITION STAFF, AND CAMPUS TEAMS WHO ARE DEDICATED TO SUPPORTING STUDENTS AS THEY SUCCESSFULLY COMPLETE THEIR EDUCATIONAL PROGRAMS AND MOVE ON TO POST-SECONDARY OPPORTUNITIES. OVER THE PAST THREE YEARS, MISD HAS MAINTAINED STABLE QUALIFICATION AND CHILD FIND RATES. IN THE FIRST TABLE, YOU WILL SEE THAT WE ARE CONSISTENTLY RANGING FROM 81 TO 85% FOR INITIAL EVALUATION QUALIFICATIONS FOR ENROLLED STUDENTS. IN THE SECOND TABLE, YOU WILL SEE THAT CHILD QUALIFICATIONS FOR STUDENTS WHO ARE NOT ENROLLED REMAIN HIGH, RANGING FROM 90 TO 96%, FURTHER DEMONSTRATING THE DISTRICT'S ONGOING COMMITMENT TO ACCURATE IDENTIFICATION AND EVALUATION OF STUDENTS IN ALIGNMENT WITH IDA REQUIREMENTS. A HIGHER QUALIFICATION RATE IS A POSITIVE INDICATOR BECAUSE IT REFLECTS THAT THE STUDENTS BEING REFERRED TO SPECIAL EDUCATION ARE BEING REFERRED FOR. SPECIAL EDUCATION EVALUATIONS ARE APPROPRIATELY IDENTIFIED BASED ON DATA, OBSERVATIONS AND INTERVENTIONS. THIS MEANS THAT REFERRALS ARE PURPOSEFUL AND TARGETED, LEADING TO FEWER UNNECESSARY EVALUATIONS AND ENSURING THAT STUDENTS WHO NEED SPECIALIZED SUPPORTS RECEIVE THEM WITHOUT DELAY. HIGH AND STABLE QUALIFICATION RATES ALSO SUGGEST THAT CAMPUS BASED INTERVENTION AND REFERRAL PROCESSES ARE ACCURATELY IDENTIFYING STUDENTS WHOSE EDUCATIONAL NEEDS CANNOT BE MET THROUGH GENERAL EDUCATION SUPPORTS ALONE, REDUCING UNDER IDENTIFICATION AND MINIMIZING MISSED OPPORTUNITIES FOR EARLY INTERVENTION. THE SPECIAL EDUCATION DEPARTMENT HAS IMPLEMENTED SEVERAL PROACTIVE MEASURES TO ADDRESS SIGNIFICANT DISPROPORTIONALITY AND STRENGTHEN BEHAVIORAL AND ACADEMIC SUPPORTS ACROSS OUR CAMPUSES. WE HAVE PURCHASED PANORAMA AND RETHINK TO ENHANCE DATA SYSTEMS THAT INFORM INTERVENTIONS AND TRACK STUDENT PROGRESS. WE HAVE ALSO CONTRACTED BOARD CERTIFIED BEHAVIOR ANALYSTS TO REFINE PLACEMENT PROCESSES AND TRAIN STAFF IN DE-ESCALATION STRATEGIES AIMED AT REDUCING DISCIPLINARY REMOVALS. ADDITIONALLY, REGISTERED BEHAVIOR TECHNICIANS ARE NOW PROVIDING HANDS ON CLASSROOM SUPPORT TO ASSIST WITH BEHAVIOR MANAGEMENT AND BEHAVIOR BEHAVIOR INTERVENTION PLAN IMPLEMENTATION. TOGETHER, THESE EFFORTS ARE HELPING TO PROMOTE EQUITABLE PRACTICES, INCREASE STUDENT ENGAGEMENT, AND SUPPORT ACADEMIC AND BEHAVIORAL SUCCESS IN THE LEAST RESTRICTIVE ENVIRONMENT. LAST YEAR, MISD WAS IDENTIFIED WITH HAVING SIGNIFICANT DISPROPORTIONALITY IN THE IDENTIFICATION OF STUDENTS WITH AUTISM WHO ARE OF ASIAN DESCENT. AS A RESULT, WE DEVELOPED A GOAL TO ADDRESS DISPROPORTIONALITY IN THIS AREA WITH THE SUPPORT FROM THE AMERICAN INSTITUTES FOR RESEARCH, WE MET THAT GOAL. THE 2025 RDA REPORT SHOWS OUR RISK RATIO DECREASED TO 2.3, AND WE ARE NO LONGER IDENTIFIED AS HAVING SIGNIFICANT DISPROPORTIONALITY IN THIS AREA. MOVING FORWARD, WE'LL CONTINUE TO CLOSELY MONITOR THIS DATA AS EARLY ESTIMATES FOR 2026 SUGGEST A SLIGHT INCREASE THAT WE'LL NEED TO ADDRESS PROACTIVELY. LIKE MANY SCHOOL DISTRICTS ACROSS TEXAS, MESQUITE ISD IS FACING FISCAL CHALLENGES DUE TO RISING COSTS, DECLINING ENROLLMENT, AND LIMITED FUNDING. OUR GOAL IS TO MAKE RESPONSIBLE DECISIONS THAT KEEP CLASSROOMS STRONG AND PROTECT STUDENT LEARNING, AS WELL AS PRESERVE THE FINANCIAL SECURITY OF THE DISTRICT. FOR THE LAST TWO YEARS. JUST FOR SOME CONTEXT, MESQUITE ISD HAS ADOPTED A DEFICIT BUDGET, AND WE KNOW THAT THAT CURRENT TRAJECTORY CANNOT CONTINUE BECAUSE WE CANNOT CONTINUE TO USE OUR FUND BALANCE TO COVER THE DEFICITS. WE ALSO KNOW THAT THERE'S A KEY FACTOR OF THE DECLINING ENROLLMENT THAT WE'RE EXPERIENCING IN THE DISTRICT.
WHILE OPERATIONAL COSTS HAVE BEEN INCREASING. SO MESQUITE ISD IS AIMING TO REDUCE EXPENDITURES BY AT LEAST 24 MILLION FOR THE 2627 SCHOOL YEAR AND PRESENT THE BOARD OF TRUSTEES WITH A BALANCED BUDGET FOR THAT SCHOOL YEAR. AS A REMINDER TO OUR COMMUNITY MEMBERS WHO ARE WATCHING THIS PRESENTATION, THE DISTRICT HAS ESSENTIALLY TWO FUNDING BUCKETS THE MAINTENANCE AND OPERATION FUND AND THE INTEREST AND SINKING FUND. AND JUST FOR A POINT OF CLARIFICATION, WHAT WE'RE GOING TO BE TALKING ABOUT TONIGHT IS ONLY THE MAINTENANCE AND OPERATION FUND. THAT'S WHAT TAKES CARE OF STAFF SALARIES, UTILITIES, SUPPLIES, FUEL. THE INTEREST IN SINKING FUND IS WHAT WE USE FOR PAYING OUR PRINCIPAL AND INTEREST PAYMENTS ON DEBT. THOSE FUNDS CANNOT BE USED FOR ANYTHING OVER ON THE MAINTENANCE AND OPERATIONS SIDE.
SO WE JUST WANT TO MAKE THAT POINT OF CLARIFICATION, BECAUSE SOMETIMES WE KNOW THAT CAN BE CONFUSING FOR INDIVIDUALS WHO ARE TALKING SCHOOL FINANCE, BECAUSE THIS IS SOMETHING THAT WE HAVE SEEN COMING. WE MADE SOME REDUCTIONS FOR THIS PARTICULAR SCHOOL YEAR'S BUDGET.
WHAT WE'VE ALREADY DONE INCLUDES SIGNIFICANT SUPPLY BUDGET REDUCTIONS FOR DISTRICT DEPARTMENTS AS WELL AS CAMPUSES. OUR PERSONNEL DEPARTMENT SAW A $200,000 REDUCTION IN THEIR BUDGET, TEACHING AND LEARNING 1 MILLION, FINANCE AND OPERATIONS 1.8 MILLION. WE'VE ALSO MADE SOME ADJUSTMENTS TO OUR TECHNOLOGY PLAN, HAVE REDUCED DEVELOPMENT OF ARTIFICIAL INTELLIGENCE, AND HAVE REMOVED SOME OF OUR REFRESHMENT CYCLES OVER TO BOND FUNDS, AND THAT HAS HELPED US WITH $7.5 MILLION OF EXPENDITURES THAT WERE SLATED FOR THIS YEAR, AS WELL AS CENTRAL OFFICE STAFFING REDUCTIONS. COMING INTO THIS SCHOOL YEAR, WE REDUCED 13 CENTRAL OFFICE POSITIONS, MADE SOME SECONDARY STAFF REALIGNMENTS, AND WE ALSO CLOSED OUR PRINT SHOP THAT TOTALED $17.7 MILLION OF REDUCTIONS FOR THE 2526 SCHOOL YEAR. AND YOU CAN SEE MOST OF THOSE ARE NON PAYROLL EXPENSE REDUCTIONS. WE TRIED TO STAY AS FAR AS WE COULD FROM CLASSROOMS, FROM INSTRUCTION, FROM SCHOOLS, THINGS THAT WOULD HAVE THE

LEAST IMPACT ON STUDENT INSTRUCTION. WHEN YOU TAKE A LOOK AT THE MAINTENANCE AND OPERATION FUND, 85.5% OF THOSE FUNDS GO TOWARD PAYROLL. AND IT'S IMPORTANT TO KNOW THAT BECAUSE THE REDUCTIONS THAT WE'VE ALREADY MADE HAVE MOSTLY COME OUT OF THAT 14.5% NON PAYROLL. SO THAT'S TRANSPORTATION FOOD SERVICES MAINTENANCE, SECURITY AND MONITORING. 69% IS INSTRUCTIONAL STAFF. AND I THINK WE ALL KNOW WHO OUR INSTRUCTIONAL STAFF ARE. AND THEN 3% IS CENTRAL ADMINISTRATION. SO WHAT'S REALLY IMPORTANT TO US WHEN IT COMES TO HOW WE PROCEED IN THIS EFFORT IS OUR RESPONSIBILITY TO OUR COMMUNITY, MAKING SURE THAT WE ARE MANAGING TAXPAYER FUNDS FOR LONG TERM STABILITY AND REALIGNING OUR RESOURCES, AND MAKING SURE THAT WE REMAIN GOOD STEWARDS OF PUBLIC TRUST. WE'RE CONTINUING OUR COMMITMENT TO OUR MISSION, WHICH IS EXCELLENCE ALWAYS FOR EVERY STUDENT THAT'S AT THE FOREFRONT OF OUR MINDS. SO AS WE DO LOOK AT REDUCTIONS, KEEPING THAT EVER PRESENT AND EVER IMPORTANT IN ALL OF OUR CONSIDERATIONS, AND MAKING SURE THAT EVERY DOLLAR WE MANAGE MOVES US CLOSER TO OUR GOAL OF IMPROVING OUTCOMES FOR STUDENTS. AND CERTAINLY ONLY LOOKING AT REDUCTION STRATEGIES AFTER EVERY OTHER POSSIBLE ALTERNATIVE HAS BEEN EXPLORED. BECAUSE WE HAVE SUCH SIGNIFICANT DECISIONS TO MAKE AS WE MOVE FORWARD TO PROPOSE THAT BALANCED BUDGET, WE KNEW IT WAS VERY IMPORTANT FOR US TO ENGAGE A LOT OF DIFFERENT PEOPLE AND MAKE SURE THAT WE HAD INPUT FROM A DIVERSE GROUP OF INDIVIDUALS BEFORE ANY FINAL DECISIONS ARE MADE. SO WE SENT OUT A SURVEY TO OUR ENTIRE DISTRICT STAFF IN OCTOBER, ASKING THEM TO PROVIDE US WITH SUGGESTIONS FOR REDUCTIONS, MANY OF WHICH WERE REALLY GOOD SUGGESTIONS. AND WE'VE INCLUDED THEM IN ALL OF OUR CONVERSATIONS MOVING FORWARD. WE SHARED ALL BUDGET REDUCTION STRATEGIES WITH OUR DISTRICT AND CAMPUS ADMINISTRATORS AT OUR DISTRICT ILT MEETING.THAT'S COMPRISED OF OVER 100 PEOPLE. WE SHARED EVERY POSSIBLE STRATEGY WITH THEM, ASKED THEM TO RANK ORDER BASED ON IMPACT, WHICH ONES THEY HAD THE LEAST HESITATION TO, THE MOST HESITATION, AND THEY ALSO PROVIDED US INPUT, THE ONES THAT THEY HAD THE GREATEST CONCERN ABOUT INPUT, ABOUT HOW TO MITIGATE THOSE STRATEGIES, HOW TO LESSEN THE IMPACT. AND LASTLY, WE CONVENED THIS COMMITTEE THAT WE'RE HERE TO TALK TO YOU ABOUT TONIGHT, THE STRATEGIC BUDGET COMMITTEE. WE MET IN SEPTEMBER, OCTOBER, AND NOVEMBER. WHY ARE WE WHY ARE OUR STUDENTS, WHY ARE WE LOSING STUDENTS BASICALLY. AND IF YOU LOOK MISSED, CLASS OF 2025 HAD 28 2894 GRADUATES AND THEN 2526, THE KINDERGARTEN ENROLLMENT WAS ONLY 2046. THE OTHER THING WE TALKED ABOUT WAS THE OUR RESIDENTS OF MESQUITE, THEY'RE NOT LEAVING THEIR HOUSES. THEY'RE STAYING.THEY'RE STAYING PUT. THEIR STUDENTS ARE GRADUATING AND THEY'RE STILL STAYING IN THEIR HOUSES. I'M A PERFECT EXAMPLE OF THAT. AND THEN WE HAVE THE INCREASED OPTIONS. WE HAVE CHARTER SCHOOLS THAT HAVE BECOME PRETTY POPULAR. WE HAVE THE VOUCHER SYSTEM THAT EVERYONE KNOWS ABOUT, AND THEN THE ONLINE SCHOOL OPPORTUNITY AFTER COVID, THIS KIND OF BECAME A, YOU KNOW, IT KIND OF BECAME A THING. AND SO WE'RE DEALING WITH ALL OF THAT. NEXT WAS WE TALKED ABOUT THE TOTAL STAFF. WE ALSO LEARNED THAT WHILE ENROLLMENT HAD CONTINUED TO DECLINE, THE DISTRICT'S TOTAL STAFF HAD INCREASED UNTIL THIS YEAR. IN 2023, MESQUITE ADDED 280 POSITIONS DUE TO THE OPENING OF CROSS ELEMENTARY, PUTTING ARMED GUARDS AT ALL THE ELEMENTARY SCHOOLS, AND THEN EXPANDED OPPORTUNITIES FOR SOME ELEMENTARY SPECIALS. WE EXPANDED PRE-K AND ADDITIONAL SPECIAL EDUCATION STAFF. SO WITH THE BAR GRAPH, THAT REALLY JUST WAS VERY EYE OPENING. AND THEN NEXT, IF I CAN TURN THE PAGE, MAYBE I SHOULD PUT MY GLASSES DOWN. I THOUGHT I'D NEED MY GLASSES, BUT I DON'T. SO WE HAVE THE ENROLLMENT AND STAFFING TRENDS 2016 AND 17. STUDENT ENROLLMENT WAS 40,945. THEN ALL EMPLOYEES WAS 5180 2526. STUDENT ENROLLMENT WAS 36,662, AND ALL EMPLOYEE TOTAL WAS 5796. SO YOU DEFINITELY CAN SEE THE DIFFERENCE. THE KEY REVENUE DRIVERS WE TALKED ABOUT THIS, BUT THE MAIN THING THAT WAS STRESSED TO US, OF COURSE, IS ENROLLMENT. LIKE I JUST TALKED ABOUT. BUT ALSO LOOKING AT THE TAX RATE AND THE PROPERTY VALUE. SO WHILE THE DISTRICT SETS THE TAX RATE, CITIZENS HAVE EXPERIENCED INCREASED PROPERTY VALUES. THAT DOES NOT EQUATE TO THE ADDITIONAL FUNDING FOR THE DISTRICT. SINCE THE STATE FUNDING FORMULA KEEPS THE DISTRICT REVENUE UNCHANGED. SO THAT WAS INTERESTING FOR THE COMMITTEE TO HEAR THAT. NEXT, WE HAVE THE KEY COST DRIVERS. WELL, AS DOCTOR FIELDS MENTIONED, PAYROLL IS OUR BIGGEST. AND THEN 85 THAT'S 85% OF THE DISTRICT EXPENSIVE GO GO TO PAYROLL. THIS IS SIMPLY NO WAY TO MAKE CUTS ANYWHERE NEAR 24 MILLION WITHOUT REDUCING STAFF. THE COMMITTEE UNDERSTOOD THIS REALITY, BUT WE WERE ALSO CLEAR THAT OUR CHARGE WAS TO EVALUATE THE IMPACT OF POTENTIAL STAFF REDUCTIONS ON STUDENTS, NOT TO MAKE ANY DECISIONS OR RECOMMENDATIONS.

THE COMMITTEE ALSO REVIEWED FEEDBACK FROM CAMPUS AND DISTRICT LEADERS. AT THIS TIME, WE HAD THE OPPORTUNITY TO DISCUSS THE IMPACT AND SAVINGS FOR EACH OF THESE NEW STRATEGIES, AND WE PROVIDED OUR OWN INPUT BASED ON THE LEVEL OF HESITATION WE HAD TOWARD EACH.FURTHERMORE, WE WERE ALSO ABLE TO SUBMIT SUGGESTIONS FOR MITIGATING THE IMPACT ON STUDENTS AND LEARNING. WE MUST IDENTIFY $24 MILLION IN STRATEGIC REALIGNMENT OF RESOURCES FOR THE 2627 BUDGET. AS YOU ALSO HEARD EARLIER, ENROLLMENT HAS DECLINED FROM 40,900 STUDENTS IN 2017 TO NEXT YEAR'S PROJECTION OF 35,850. THAT'S ROUGHLY 800 STUDENTS, WHICH MEANS WE'RE GOING TO LOSE 5 TO $6 MILLION IN STATE FUNDING. AND BECAUSE 85.5% OF OUR BUDGET IS PAYROLL, MEANINGFUL REALIGNMENTS WILL INEVITABLY INVOLVE RIGHTSIZING OUR WORKFORCE. THIS ISN'T JUST A MESQUITE ISSUE. THIS IS A TEXAS ISSUE. STATE FUNDING HASN'T KEPT PACE WITH INFLATION OR STUDENT NEEDS, AND THE ONGOING DEBATES IN AUSTIN CONTINUE TO CREATE UNCERTAINTY AND RECENT LOCAL VOTES AROUND THE STATE FOR TAX INCREASES AND BONDS ALSO REMINDS US THAT THERE ARE LIMITS TO HOW QUICKLY WE CAN INCREASE LOCAL REVENUE. WHAT WE'VE ALREADY DONE MATTERS.THIS YEAR, THE DISTRICT REDUCED ITS BUDGET EXPENDITURES $17.7 MILLION BY DELAYING PURCHASES, TIGHTENING SUPPLY BUDGETS, CLOSING THE PRINT SHOP, REDUCING TECHNOLOGY SPENDING AND ELIMINATING CENTRAL OFFICE POSITIONS ALL TO PROTECT INSTRUCTION. TONIGHT, WE ARE REVIEWING A THOUGHTFUL SET OF OPTIONS TOTALING A LITTLE OVER $30.6 MILLION IN POTENTIAL SAVINGS. THAT GIVES US FLEXIBILITY, BUT IT ALSO REQUIRES CAREFUL PRIORITIZATION TO MINIMIZE HARM TO THE CORE STUDENT LEARNING AND SERVICES THAT WE PROVIDE. AS TRUSTEES, OUR RESPONSIBILITY IS TO GOVERN, TO SET POLICY, AND TO BE GOOD STEWARDS OF TAXPAYERS DOLLARS.
EVERY OPTION, AS YOU HEARD EARLIER, MUST CONSIDER THREE QUESTIONS. DOES IT PROTECT STUDENT LEARNING AND SAFETY? DOES IT MOVE US TOWARD A BALANCED BUDGET? DOES IT SUPPORT LONG TERM FINANCIAL STABILITY AS DIRECTED BY THIS BOARD? THE SUPERINTENDENT WILL BRING FORWARD FINAL RECOMMENDATIONS TO BALANCE THE 20 2627 BUDGET, AND THOSE WILL COME TO THIS BOARD NEXT SPRING FOR APPROVAL. BUT THIS IS AN URGENT ITEM. IF WE DO NOTHING, DEFICITS WILL FORCE US DEEPER, WILL FORCE DEEPER, MORE DISRUPTIVE REALIGNMENTS. LATER, WE WILL MOVE FORWARD WITH EMPATHY, OPENNESS AND RELENTLESS FOCUS ON PROTECTING INSTRUCTION AND SAFETY. AND AS WE CONTINUE ADVOCATING FOR THE FUNDING OF OUR STUDENTS, WE WILL CONTINUE TO ADVOCATE FOR OUR STUDENTS FOR THE FUNDING THEY DESERVE. YES, WE ARE THE CROSSROADS, BUT WE ARE NOT WITHOUT OPTIONS, WITH CLEAR VALUES AND HONEST ENGAGEMENT WITH OUR COMMUNITY, WE WILL PROTECT OUR STUDENTS AND PRESERVE THE FUTURE OF MESQUITE ISD. MR. SEWARD SO ELOQUENTLY STATED, WE HAD CUT ALMOST $18 MILLION FROM THE CURRENT YEAR BUDGET. SO TO CUT AN ADDITIONAL APPROXIMATELY $24 MILLION WAS IT WAS A BIG TASK. HOWEVER, I STARTED FROM THE BEGINNING TELLING THE STAFF THAT ANY DECISION THAT WAS BEING MADE WAS GOING TO BE DELIVERED BY ME. I WENT TO ME.I'VE GONE ON SEVERAL RECORDINGS AFTER BOARD MEETINGS AND THIS WILL BE NO DIFFERENT. YOU KNOW, SOMETIMES YOU SHARE THE GOOD NEWS, BUT SOMETIMES YOU GOTTA SHARE THE REALITY NEWS BECAUSE AND WE ARE GOING TO RIGHT SIZE OUR DISTRICT, IMPLEMENTING THE STRATEGIES THAT GET US TO SAVINGS TO PROPOSE A BALANCED BUDGET TO THIS BOARD.
