RECOGNIZED AS AN OUTSTANDING SWEEPSTAKES COUNCIL BY THE TEXAS ASSOCIATION OF STUDENT COUNCILS AND NATIONAL GOLD COUNCIL OF EXCELLENCE BY THE NATIONAL ASSOCIATION OF STUDENT COUNCILS, AND THEIR SPONSOR IS MICHELLE GRIFFIN.AND NOW I'D LIKE TO ASK COUNSELING SERVICES DIRECTOR CHRISTY DAVIS TO COME FORWARD AND RECOGNIZE M I SDS, COUNSELOR OF COUNCILORS OF THE YEAR AND THE CREST AWARD WINNERS.
THEREBY STUDENTS, PARENTS AND STAFF, UM FOR THEIR OUTSTANDING LEADERSHIP AND COMMITMENT TO PROVIDING BEST CARE ANYWHERE. THERE ARE HUNDREDS OF NOMINATIONS THAT WE GO THROUGH, AND IT'S EXTREMELY HEARTWARMING TO SEE UM THE THINGS THAT ARE SAID ABOUT THESE SERVANT HEARTED COUNSELORS. SO OUR ELEMENTARY COUNSELOR OF THE YEAR IS JACKIE ORR.
JACKIE JACKIE HAS BEEN A MESQUITE ISD FOR 12 YEARS AND IS THE COUNSELOR AT GALLOWAY ELEMENTARY. OUR SECONDARY COUNSELOR OF THE YEAR IS ELIZABETH BAKER.
THESE HUMBLE PEOPLE LOVE ALL OF THE CELEBRATION. UH ELIZABETH HASN'T BEEN IN MESQUITE ISD FOR 14 YEARS, AND SHE'S THE LEAD COUNSELOR AT VANGUARD HIGH SCHOOL. OUR NEXT SPECIAL AWARD IS FOR THE TEXAS SCHOOL COUNSELOR ASSOCIATION SECONDARY COUNSELOR OF THE YEAR. THIS IS THE FIRST TIME A MESQUITE ISD NOMINATION BROUGHT HOME THIS TOP AWARD AT THE STATE LEVEL. UM AND IT WAS ACTUALLY LAST YEAR'S SECONDARY COUNSELOR OF THE YEAR. FOR US, IT IS RICK BENAVIDES.
RICK HAS BEEN IN MESQUITE IT FOR 24 YEARS, AND HE IS THE INTERVENTION COUNSELOR AT NORTH MESQUITE HIGH SCHOOL. SO OUR LAST AWARD IS THE CREST AWARD, WHICH STANDS FOR COUNSELORS REINFORCING EX EXCELLENCE IN TEXAS FOR STUDENTS IN TEXAS. UM IT'S NOT JUST AN HONOR , BUT A MEANS TO ADVOCATE FOR OUR COUNSELING DEPARTMENT, UM, AND DEMONSTRATE HOW WE SUPPORT STUDENT SUCCESS IN SCHOOL. AND SO I'M SO PROUD OF THESE RECIPIENTS. UM, WHY THEY MAKE THEIR WAY UP HERE. WE HAVE A SHORT VIDEO TO PLAY HIGHLIGHTING EVERY CAMPUS THAT WON THIS YEAR. THE IT. A LOT.
[00:30:05]
36 I YEAH.THERE. I'M NOT GONNA KNOW WHEN IT'S DONE. MUSIC. AND SO IN CASE YOU WERE COUNTING THE FIRST YEAR 11 SCHOOL, UH, POTI, ONE CREST IN 2020. IT WAS 36 CAMPUSES THIS YEAR THAT RECEIVED THE CREST AWARD. UM AND SO I ALSO WANNA THANK AMANDA. UH, KA, OUR ELEMENTARY COUNSELING COORDINATOR. SHE PERSONALLY COACHED MANY OF THOSE APPLICANTS THROUGH THE APPLICATION PROCESS TO MAKE SURE THAT THEY GOT THE RECOGNITION THAT THEY WERE DESERVING OF. SO THANK YOU TO AMANDA CARROLL AND THANK YOU ALL VERY MUCH. MOSQUITO SD IS PROUD TO RECOGNIZE OUR SCHOOL NURSES OF THE YEAR AND HERE TO INTRODUCE THEM AND TELL US A LITTLE BIT MORE ABOUT THIS AWARD IS DIRECTOR OF HEALTH SERVICES MACY MELTON. GOOD EVENING, DOCTOR RIVERA. GOOD EVENING BOARD. UM IT IS MY HONOR TO, UM RECOGNIZE THREE NURSES THIS EVENING. I'M SORRY. I NEED TO BE LOUDER. NO ONE HAS EVER TOLD ME THAT BEFORE. DID YOU HEAR THAT, BOSS? UM IT IS MY HONOR TO RECOGNIZE, UM, THREE WONDERFUL NURSES IN OUR DISTRICT THEY GO ABOVE AND BEYOND THE CALL OF DUTY. IT'S NOT JUST ABOUT SEEING, LET'S GO AND HAVE THEM UP SHERRY SUTTON AT MCDONALD MIDDLE SCHOOL. EBONY RUDOLPH. AT GRAY ELEMENTARY. THESE ARE OUR ROOKIE SCHOOL NURSES OF THE YEAR. THIS IS THEIR FIRST YEAR WITH US. AND THESE TWO GO ABOVE AND BEYOND THE CALL OF DUTY.
THEY THEY'VE, REALLY, UM MADE SCHOOL NURSING A PART OF THEIR WHY WHY THEY HAVE FIGURED OUT WHY THEY HAVE BECOME NURSES, AND THAT'S WHAT THEY TOLD ME THIS YEAR, AND IT SHOWED IN THE WORK THAT THEY DID IN THE LOVE THAT THEY'VE GIVEN OUR STUDENTS AND OUR SCHOOL NURSE OF THE YEAR ROBIN HEARST SHE IS OUR SPED NURSE AT OXY ELEMENTARY. SHE'S BEEN IN THE DISTRICT FOR 17 YEARS. OK, WE'LL TAKE A PICTURE.

[IV. CONSENT AGENDA]
[00:35:40]
A SECOND PLACE A SECOND, OK BY MR CARBO AND MISS KER. OK ALL THOSE. IS THERE ANY DISCUSSION AT THIS POINT IN TIME? I'D JUST LIKE TO REMIND THE BOARD MEMBERS ABOUT THE CALENDAR FOR THE YEAR COMING UP. THERE'S A LOT OF ACTIVITIES FOR THE NEXT 12 MONTHS. UH, WE'LL TRY TO ABIDE BY THAT AS MUCH AS WE CAN. UM, ALL THOSE IN FAVOR SAY I SAME MOTION. UH, HO. MOTION CARRIED HEY. NO. WHAT THE SUPERINTENDENT . OK UM, THIS IS NOT AN ACTION ITEM. UH, THIS IS A REPORT, A[V. REPORTS OF THE SUPERINTENDENT]
SUPERINTENDENT'S ADVISORY COUNCIL. THEY'RE GONNA COME FORTH AND TALK. IT'S A GREAT HONOR TO BE A PART OF THAT, I THINK, DON'T YOU? YES I KNOW. YES MADAM PRESIDENT, UM, DOCTOR FIELDS AND I GOT THE HONOR AND PRIVILEGE TO SPEND THE YEAR WITH THE SUPERINTENDENT'S ADVISORY COUNCIL. AND THE PURPOSE OF THIS GROUP IS WE LOOK AT DISTRICT TRANS ISSUES OR STUDENTS ARE EXPERIENCING, AND I TONIGHT. YOU'RE IN FOR A TREAT BECAUSE THEY'RE GOING TO DISCUSS SOME CONCERNS FROM THE STUDENT PERSPECTIVE, BUT THEY'RE ALSO GONNA PROVIDE SOME PROBABLY OPPORTUNITIES FOR SOLUTIONS SO LOOKING FORWARD TO THEIR PRESENTATION TONIGHT. THE. AND I BELIEVE MESQUITE HIGH SCHOOL IS FIRST. HELLO MY NAME IS ZACHARY REGAL, AND I REPRESENT MESQUITE HIGH SCHOOL AND ITS FEEDER PATTERN. UM SO, SADLY TODAY, MY, UH, TEACHER ADVISOR AND MY THE REST OF MY GROUP, UH, COULD NOT MAKE IT DUE TO PERSONAL ISSUES. BUT UM, I AM HERE TO REPRESENT THE VOICE OF MY COMMUNITY TO THE BEST OF MY ABILITY. UM SO THAT THIS IS OUR SCHOOL? UH, THESE ARE SOME OF MY GROUP MEMBERS. UM, SO TO START THIS OFF IN A MORE POSITIVE NOTE, I WANTED TO TALK ABOUT MORE OF THE STRENGTHS OF THE SCHOOLS THAT WE VISITED. SO AS YOU KNOW, UM, UH, DOCTOR RIVERA PICKED A HANDFUL OF STUDENTS FROM EACH SCHOOL AND WE WENT TO EACH OF OUR FEEDER PATTERN AND ASK SOME STUDENTS SOME QUESTIONS LIKE HEY, WHAT DO YOU LIKE ABOUT YOUR SCHOOL? WHAT IS SOMETHING YOU LOOK FORWARD TO? WHEN YOU COME TO SCHOOL AND WHAT IS SOMETHING THAT MAKES YOU FEEL SAFE AT SCHOOL AND A HUGE WAVE OF POSITIVE FEEDBACK THAT WE GOT WAS ACTUALLY THE STAFF AND SO LOT OF THE STUDENTS TALKED ABOUT THE TEACHERS BEING REALLY NICE AND WELCOMING AND JUST BRIGHTENING UP THEIR DAY, JUST A LITTLE BIT MORE TO HELP THEM ENCOURAGE AND LEARN MORE.UM ANOTHER, UH, HUGE POSITIVE RESPONSE WAS ACTUALLY FROM THE CUSTODIAL STAFF AND THE LUNCH STAFF. UM, A LOT OF THEM LOVE TO SEE THEIR SMILES IN THE MORNING OR DURING LUNCH AND JUST SAYING, HEY, HAVE A GOOD DAY. UM JUST A SIMPLE THINGS THAT REALLY HELP STUDENTS WANT TO BE AT SCHOOL AND THAT'S WHAT WE REALLY NEED IN OUR INSTITUTIONS. UM ANOTHER HUGE THING WAS SR OS OF THE STUDENTS REALLY LOVED INTERACTING AND KNOWING THAT HEY, THERE'S SOMEONE HERE TO KEEP US SAFE. UM AND TO MOVE ON TO ANOTHER THING THAT THESE STUDENTS TALKED ABOUT WAS SECURE SECURITY. A HUGE ISSUE AMONG OUR , UH THE PATTERN WAS SECURITY. UM A LOT OF THE STUDENTS TALKED ABOUT OTHER STUDENTS BRINGING, UM, WEAPONS. UH SOME VAPES AND OTHER THINGS THAT AREN'T SUPPOSED TO BE ON CAMPUS. A LOT OF THEM ACTUALLY REPORTED THAT DESPITE THE BACKPACKS AND CLEAR BACKPACKS, IT HASN'T REALLY HELPED. AND IT'S ACTUALLY GONE A BIT UP MORE. UM SO THAT'S A BIG ISSUE THAT I WANTED TO BRING UP TO YOU AND ANOTHER BIG ISSUE WAS FIGHTING. THERE'S A LOT OF FIGHTING IN MY SKEETER PATTERN OF JUST IN THE HALLWAYS OR EVEN OUTSIDE OF SCHOOL, BUT STILL ON SCHOOL PROPERTY OF INCIDENTS OF EVEN BULLYING, SOMETIMES THAT LEAD TO BIGGER FIGHTS AND CONFLICT. SO A COUPLE OF IDEAS THAT US AS A GROUP FROM MESQUITE CAME UP TO SOLVE THESE ISSUES ARE TO TIP NOW. GRANTED THERE ARE ALREADY SCHOOLS THAT HAVE IMPLEMENTED TEXT AIP, UH, INCLUDING MINE, HOWEVER. IT ISN'T REALLY ENCOURAGED AT ALL. UM IN MY BEGINNING OF MY FRESHMAN YEAR, I HEARD IT ONCE LIKE, HEY, THIS IS A QR CODE. YOU CAN SCAN IF ANYTHING BAD HAPPENS. YOU SHOULD PROBABLY SAY SOMETHING. UM BUT I'VE NEVER HEARD ABOUT IT EVER SINCE
[00:40:06]
FRESHMAN YEAR, INCLUDING A LOT OF ELEMENTARY SCHOOLS THAT WERE NOT ELEMENTARY. UH, MIDDLE SCHOOLS THAT HAVE NO IDEA ABOUT ANY OF THIS, SO I THINK IT'D BE A HUGE, HUGE, HUGE THING THAT IF WE IMPLEMENT THIS IN EVERY SCHOOL, A LOT OF FUTURE INCIDENTS COULD BE EITHER INFORMED TO BE PREVENTED AT ALL OR HELP STOP SOONER. ANOTHER IMPLEMENTATION THAT WE THOUGHT ABOUT WAS HALL MONITORS OR TEACHER MONITORS. BASICALLY A TEACHER NEXT TO A BATHROOM. UM JUST STANDS THERE. KIND OF LIKE A SCARECROW OF LIKE, HEY, I KIND OF WANNA DO SOMETHING, UM, BAD IN THE BATHROOM LIKE A FIGHT, OR MAYBE EVEN SMOKE. UM BUT IF I SEE A TEACHER THERE, I'M GONNA SECOND GUESS WHETHER I SHOULD DO THAT. OR NOT, UM, AND THEN ANOTHER IMPLEMENTATION. UM WAS METAL DETECTORS? UH, A LOT OF THESE WEAPONS, ESPECIALLY THE RECENT SHOOTING. IN SCHOOLS COULD BE PREVENTED BY METAL DETECTORS AGAIN. THESE ARE ALL JUST POSSIBLE SOLUTIONS, AND IN THE END WE REALLY JUST AS A COMMUNITY WANT TO GROW STRONGER AND IMPROVE OUR SCHOOL TO MAKE IT A SAFER PLACE. THANK YOU. THANK YOU SO MUCH VERY MUCH SO YOU KNOW, I IT IT'S ONE THING TO SAY SOMETHING THAT YOU KNOW WE'RE NOT MAYBE NEGATIVE ABOUT BUT THEN YOU TURN AROUND AND YOU HAVE SOLUTIONS. I LOVE THAT PART . SO THANK YOU VERY MUCH. MESQUITE HIGH SCHOOL. APPRECIATE IT. EXCELLENT. OK, NEXT. WHO'S NEXT? IS NORTH MESQUITE. NORTH MESQUITE YOU NEXT. I. MHM. HELLO UM, GOOD TO MEET EVERYBODY. HOPE YOU'RE HAVING A GREAT DAY SO FAR . UH, WE WANTED TO FIRST START OFF BY INTRODUCING OURSELVES. UM, I'M NOT SURE IF YOU CAN GO AHEAD TO THE NEXT SLIDE. YES UH, MY NAME IS SOPHIA RAMIREZ. MY NAME IS EMILY GONZALEZ GARCIA. I'M KAYLEE RAFFERTY. I'M S SALINAS. AND NO MAN AND ROMAN WE FIRST CONTACTED OUR OWN FEEDER SCHOOLS TO BE ABLE TO, YOU KNOW, GO TO THEIR CAMPUSES AND ACTUALLY MEET ONE ON ONE WITH THESE KIDS. WE WANTED TO STEP DOWN TO THE LEVEL AND REALLY, UM AND REALLY, YOU KNOW, LISTEN TO THEM WHAT THEY HAVE TO SAY, BE ABLE TO, YOU KNOW, GET EVERYTHING THAT THEY HAVE TO SAY AND PUT IT IN ONE PER, UH, PERSPECTIVE. UM ONE OF US IS ALSO WAS ALWAYS TAKING NOTES SO WE COULD GO BACK TO THAT AND BE ABLE TO PUT IT THIS PRESENTATION THAT WE'RE ABOUT TO DO SO I'LL GO AHEAD AND GD IS GONNA TALK TO YOU MORE ABOUT WHAT WE DID. OK, SO SOMETHING NORTH MESQUITE DOES REALLY WELL IS REACH OUT TO OUR P SCHOOL PATTERN. UM THERE'S ALWAYS GREAT COMMUNICATION BACK AND FORTH. NO HESITATION INVOLVED IT. IT COMES TO STUDENT INVOLVEMENT AND LEADERSHIP ROLES . UM NORTH IS A VERY GOOD WAY TO, UM, TO START THAT WITH THE FEEDER SCHOOL PATTERN, SO WE DO A LOT OF, UM, FALL FESTIVAL ACTIVITIES. SPRING FESTIVAL. UM, WHEN IT COMES TO PLAY DAYS, UM WE GO AHEAD AND NOT EVEN HESITATE AND TAKE GROW ON THAT. SO UM, OUR STUDENTS AT OUR FREEDOM SCHOOL PATTERNS, ESPECIALLY, UM, ELEMENTARY SCHOOL. MIDDLE SCHOOLS REALLY TAKE THAT PLEASURE OF HAVING THAT WELCOME THIS BUT ALSO, UM, HAVING THIS TO LOOK FORWARD TO SO WHEN IT COMES TO HIGH SCHOOL, THEY HAVE THE OPPORTUNITIES OPEN AND AVAILABLE FOR THEM. BUT WHAT THEY REALLY TOOK JOY IN IS HOW CONNECTED WE ARE TOGETHER AS A COMMUNITY, I THINK, UM, OUR PRINCIPLES FROM AROUND OUR FOCO PATTERN AGREED TO THAT AS WELL. UM NO HESITATION WITH THAT, TOO. UM WE JUST REALLY WELL WITH COMMUNICATING AND REACHING OUT, ESPECIALLY WHEN IT COMES TO PUTTING YOUR CHILDREN FIRST. I THINK WE DO THAT VERY WELL. WITH STRENGTHS. WE ALSO HAVE SOME CONCERNS. UM WITH COVID-19.WE'VE HAD A BIG INCREASE ON TECHNOLOGICAL DISPLACEMENT AND NOT ENOUGH TEACHER ENGAGEMENT WHEN IT COMES TO STUDENTS. UM A LOT OF STUDENTS. WHEN WE INTERACTED WITH THEM. THEY GAVE US FEEDBACK THAT WAS MORE TOWARDS THEIR SPECIALS AND MORE TOWARDS FAVORING HANDS ON ACTIVITIES OVER MORE LEARNING ACTIVITIES. WHICH IS COMMON WITH YOUNGER CHILDREN. BUT WE'D ALSO GET FEEDBACK, SAYING THAT THEIR TEACHER WOULD PUT A VIDEO IN FRONT OF THEM AND EXPECT THEM TO KEEP UP. AND THIS WASN'T REALLY SOMETHING THAT WE LIKE TO HEAR. UM AND SO WE CHOSE THIS AS A CONCERN BECAUSE WE FEEL THERE'S NOT ENOUGH TEACHER ENGAGEMENT WHEN IT COMES TO LEARNING BECAUSE OF, UM COVID-19, UM AND WE THINK WITH THINGS KIND OF DYING DOWN MORE, IT WOULD BE
[00:45:02]
APPROPRIATE TO HAVE MORE INTERACTIVE LESSONS AND HANDS ON MATERIAL. ALL RIGHT. SO UH, BEFORE ACKNOWLEDGING THE POSSIBLE SOLUTIONS THAT WE HAVE TO ADDRESS THE CONCERNS OF THE SYRIANS HAVE, UM, WE ACKNOWLEDGE THAT THE MORE USE OF CHROMEBOOK IT REALLY RESTRICTS THE CAPABILITIES THAT A TEACHER CAN POSSIBLY HAVE ON THE STUDENTS, THE MORE CREATIVE LESSONS THAT CAN THEY THEY CAN GIVE OUT. UH, REALLY DEMONSTRATE. MORE MORE CAPABILITIES. UM ADDING ON TO THAT, UH, KIDS WANT MORE HANDS ON INTERACTIVE ACTIVITIES SUCH AS MY WORD PUZZLES OR TREASURE HUNTS LIKE EDUCATIONAL ACTIVITIES. SO THAT WAY NOT ONLY DOES IT CATCH THE ATTENTION MORE, THEY CAN ACTUALLY PUT MORE EFFORT INTO THOSE LESSONS AND WANNA LEARN MORE INSTEAD OF ON THE TECHNOLOGY ON CHROMEBOOKS, THEY SOMETIMES THEY DON'T DO THEIR WORK BECAUSE I THEY DON'T CATCH THEIR ATTENTION SO MORE HANDS ON ACTIVITIES WILL CATCH MORE OF THEIR ATTENTION AND PUT MORE EFFORT INTO IT. OK? THANK YOU. THANK YOU. I THINK WE HAVE WES MESQUITE COMING UP TO THE MIC. SO APPROACH A LECTERN. GOOD AFTERNOON. UH, WE ARE THE REPRESENTATIVES FOR THE WEST MESQUITE STUDENT ADVISORY COUNCIL. CAN WE GO TO THE NEXT SLIDE, PLEASE? OH THERE'S A CLICKER. OK I'M CYNTHIA COSTA LOPEZ AND I AM ABDI HERNANDEZ.UNFORTUNATELY OUR OTHER TEAM MEMBERS COULD NOT ATTEND. SO WE ARE HERE TO REPRESENT THEM AS WELL. WE WANT TO START OFF FIRST WITH SOME OF THE STRENGTHS THAT WE FOUND, UH, IN OUR FEEDER PATTERNS AND IN OUR INDIVIDUAL WEST ME HIGH SCHOOL, UH, STAFF AND STAFF, INCLUDING TEACHERS, JANITORS AND COUNSELORS ARE HIGHLY VALUED IN ALL OF OUR SCHOOLS. IT WAS A VERY CONSISTENT PATTERN THAT WE SAW WHEN WE SENT OUT SURVEYS TO OUR STUDENTS AND OUR FEEDER PATTERNS . THEY EXPRESS THAT THEY REALLY ENJOYED THE AUTHENTICITY AND THE CONNECTIONS THAT THEY MADE WITH THE ADULTS THAT THEY FOUND AT THEIR SCHOOLS. ANOTHER STRENGTH THAT WE FOUND IS THAT STUDENTS ARE ARE ENJOYING THE EXTRACURRICULARS, THE CLUBS AND THE ACTIVITIES THAT ARE GOING ON IN SCHOOL AS PREVIOUSLY MENTIONED. STUDENTS DO NOT ENJOY ONLINE LEARNING. THEY DO NOT ENJOY THE CHROMEBOOK USE, WHICH WAS DISPLAYED WITH THEIR ENTHUSIASM ABOUT THE EXTRACURRICULARS THAT THEY ARE CURRENTLY PARTICIPATING IN. UM CONCERNS THAT OUR STUDENTS HAD WAS OUR STUDENTS NOT ONLY WANT, BUT THEY NEED MORE SUPPORT AND FREEDOM. DRESS CODE, ESPECIALLY, UM MANY STUDENTS FEEL AS THOUGH DRESS CODE IS NO LONGER UH, NECESSARY. UM CLAIMING THAT THEY'RE WASTING, UH, MONEY ON CLOTHING THAT THEY ONLY WEAR DURING SCHOOL AND WOULD SOON OUTGROW ADMINISTRATION OFTEN INTERFERES WITH STUDENTS LEARNING TAKING LEARNING TIME TO CRACK DOWN ON MINOR DRISCOLL. INTERACTIONS UM, AND OUR EMPHASIS ARE ON ACADEMICS. UM, DESPITE THE LOW INCOME BACKGROUND, MANY WEST ME STUDENTS COME FROM WEST MUSK IS THE TOP SCORING SCORE IN STAR AND A P TESTING OF ALL THE MESQUITE SCHOOLS. HOWEVER ALMOST EQUALLY, WE HAVE SEEN THE DEATHS , ARRESTS, OVERDOSE OF WEST MESQUITE STUDENTS AND FEEDER STUDENTS. UM I PERSONALLY I'VE THERE'S A LOT OF STUDENTS THAT I'VE MET AND INTERACTED WITH WHO HAVE PASSED AWAY WHO HAVE GONE TO JAIL WHO ARE ON MILLION DOLLAR BONDS? AS OF RIGHT NOW, JUST AS MUCH AS, UH, PEOPLE I'VE MET THAT ARE ALSO IVY LEAGUE PEOPLE WHO WILL ATTEND IVY LEAGUE SCHOOLS THAT ARE FROM WEST. UM PHONE POLICIES AS WELL. UM IN MANY THE SCHOOL STUDENTS AREN'T ALLOWED TO USE PHONES DURING LUNCH, AND IF TAKEN UP, THEY HAVE TO BE AN ABSURD AMOUNT OF MONEY TO GET THEIR PHONES BACK. THANK YOU. TO ADDRESS THESE CONCERNS. UH, WE RECOGNIZE THAT IN THE PAST WHEN IT COMES TO DRESS CODE, THERE HAS BEEN A SURVEY SENT OUT TO PARENTS IN ORDER TO SEE WHAT SHOULD BE DONE WITH DRESS CODE. AND I DO THINK THAT THIS WE THINK THAT THIS IS A GREAT IDEA. HOWEVER WE ALSO DO BELIEVE THAT THERE NEEDS TO BE MORE AWARENESS SPREAD AND MORE INCLUSIVITY WHEN IT COMES TO THESE TYPES OF SURVEYS AS MANY, UH PARENTS IN OUR IN MESQUITE, OUR SPANISH SPEAKING NOT VERY WITHIN SCHOOLS. SO PERHAPS, UM, PROVIDING MORE AWARENESS TO STUDENTS TO LET THEIR PARENTS KNOW ABOUT DRESS CODE SURVEY, FOR EXAMPLE, WOULD HELP TO, UH REMOVE ANY RESPONSE BIAS THAT COULD POSSIBLY BE HAPPENING WITHIN THESE SURVEYS. UH,
[00:50:05]
ANOTHER THING THAT WE WOULD LIKE TO IMPLEMENT IS HAVING A STUDENTS BEING ALLOWED TO HAVE THEIR PHONES DURING, UH, DURING LUNCH. WE FIND IT TO BE IMPERATIVE AS IT ALLOWS THEM TO ACCESS SCHOOL CLUB ORGANIZATIONS ONLINE. IT ALLOWS THEM TO CONTACT THEIR PARENTS WHEN IT COMES TO WHEN THEY NEED A RIDE OR LUNCH OR ANYTHING THAT THEY NEED TO CONTACT THEIR PARENTS FOR OR TO EVEN JUST RELAX AND TAKE PICTURES. AND HAVE A GOOD TIME JUST DURING LUNCH. WE DO RECOGNIZE THAT PHONES CAN BE A HUGE PROBLEM WITHIN THE CLASSROOM, SO WE ARE NOT TRYING TO SAY THAT PHONES NEED TO BE JUST ALLOWED WILLY NILLY. WE ALSO WANT TO EMPHASIZE THE IMPORTANCE OF ACADEMICS AND OTHER FUTURE CAREERS OUTSIDE OF JUST COLLEGE AS IT IS IMPERATIVE TO THE SUCCESS OF NOT JUST THE STUDENTS OF WEST AND THEIR FEEDER PATTERNS BUT TO ALL STUDENTS IN THE MESQUITE DISTRICT, UH, EMPHASIZING, UM, THE JOINING OF CLUBS, EMPHASIZING THE CONNECTION BETWEEN TEACHERS FURTHER TO ALLOW STUDENTS TO BUILD A PROPER SUPPORT. AND TO BE ABLE TO FULLY REACH THEIR POTENTIAL WITHOUT HAVING TO UM, UNFORTUNATELY, GO INTO, UM, SOME BAD SIDES OF LIFE. THANK YOU. WELL TEEN HIGH SCHOOL.HELLO, EVERYBODY. WE ARE PO HIGH SCHOOL STUDENT ADVISORY COUNCIL AND START OFF. WE'RE JUST GONNA INTRODUCE OURSELVES. SAY IT IN THE MICROPHONE. GO. THERE YOU GO. I'M CALEB KOEKI. I'M AMY VASQUEZ. I'M CHRIS CORTEZ, AND WE HAVE TWO MISSING MEMBERS TO COLSON AND SOPHIA SCO, WHO ALSO HELPED THE SALVADOR PRESENTATION. THANKS. OUR TOPIC TODAY WAS SCHOOL SPIRIT AND STUDENT INVOLVEMENT. SO TO TALK ABOUT OUR STRENGTHS IS AMY. UM THERE'S A LOT OF THINGS POSITIVE THINGS I COULD SAY ABOUT POTI. BUT TODAY I'M GONNA FOCUS ON SOCIAL MEDIA AND SEND OFFS. UM THIS STRENGTH WITH THE USE OF SOCIAL MEDIA, WE'RE ALLOWED TO RECOGNIZE ALL THE GOOD THINGS THAT HAPPEN AT PO T LIKE WE HAVE A PIT INSTAGRAM PAGE AND OR WE HAVE MULTIPLE SOCIAL SOCIAL MEDIAS ARE PRETTY, BUT IT'S ALL IT'S USED TO RECOGNIZE ALL THE GOOD ACHIEVEMENTS THAT HAPPEN AND WE'RE FOR THE SEND OFFS. WE'RE ALLOWED TO RECOGNIZE THEM AS WELL. AND WE ALL CELEBRATE THEM. ALL THE WHOLE SCHOOL GOES AND CELEBRATE THE PEOPLE THAT WENT TO STAY LIKE SWIM TEAM E-SPORTS AND TRACK AND WITH THESE PICTURES HERE WE SEE ON THE LEFT. UM OUR ATHLETIC BOOK CLUB GOT RECOGNIZED ON THE NEWS. SO THAT'S A GOOD THING. UM THIS THIS IS A FLYOVER ORCHESTRA SPRING CONCERT THAT WAS POSTED AS WELL. AND THEN THIS IS OUR MOSQUITO T PAGE THAT WE HAVE ON INSTAGRAM. OK? SO SOMETHING WE NOTICED WHEN WE WERE SELECTED FOR THIS COMMITTEE. THE FIVE STUDENTS IS SOMETHING WE ALL HAVE IN COMMON IS THE AMOUNT OF EXTRACURRICULARS WE ARE ACTIVE IN AT POSED HIGH SCHOOL. WE'RE ALL GREAT REPRESENTATIVES, AND THAT'S JUST THE ONE THING WE ALL HAVE IN COMMON, SO SOMETHING WE'RE REALLY PASSIONATE ABOUT WAS THE CONCERNS OF YOUNGER STUDENTS AND OTHER STUDENTS AT POST HIGH SCHOOL ABOUT THEIR STUDENT INVOLVEMENT. SO WHEN WE WERE GOING DOWN TO, UM, ASK OUR FEEDER ELEMENTARY SCHOOLS AND FEEDER MIDDLE SCHOOLS QUESTIONS WE DID A RANDOM SAMPLE THROUGHOUT THE SCHOOL OF THE CURRENT EIGHTH GRADERS, AND THEN THE CURRENT FIFTH GRADERS AT THE ELEMENTARY SCHOOLS TO SEE JUST HOW THEY WERE FEELING ABOUT THEIR STUDENT INVOLVEMENT. SO IF WE CAN LOOK AT THE GRAPH THAT'S IN THE MIDDLE OVER THERE. THAT'S THE RANDOM SAMPLE WE HAD. WE SURVEYED EIGHT STUDENTS ON RANDOM QUESTIONS ABOUT HOW THEY'RE FEELING AT KIMBER MIDDLE SCHOOL, AND THAT QUESTION ALONE IS JUST ABOUT HOW THEY FEEL ABOUT THE SCHOOL SPIRIT AT KIMBER MIDDLE SCHOOL. ONLY ONE KID THERE OUT OF THE RANDOM SAMPLE SAID THAT THEY FELT SUPPORTED THROUGHOUT THE SCHOOL SPIRIT AND THAT PEOPLE WERE INVOLVED IN THEIR SCHOOL. SO THE FIRST TOPIC WAS ABOUT STUDENTS NOT BEING ABLE TO, UM THE WHAT THEY WERE WANTING TO DO. ANOTHER SITUATION WE HAVE WITH THESE CONCERNS IS THE OVERALL LACK OF INVOLVEMENT FOR THESE ACTIVITIES . UM COMING INTO POTE HIGH SCHOOL. WE HAVE BEEN STRUGGLING TO KEEP SOME OF OUR ORGANIZATIONS UP AND ALIVE. UM FOR EXAMPLE, I'M PART OF THE ACADEMICS CLO AT MY SCHOOL, AND THIS YEAR WE ONLY HAD SEVEN MEMBERS AND TWO YEARS AGO BEFORE THAT WE WERE ABLE TO COUNT THAT WE HAD 60 PEOPLE COMPETING. UM ORCHESTRA ALONE HAS ALSO BEEN
[00:55:01]
FIGHTING FOR OUR MEMBERS. AND JUST OVERALL, NOT ENOUGH KIDS FEEL LIKE GETTING INTO AN ELECTIVE IS IMPORTANT TO THEM OR THAT ANYONE'S EVEN GONNA SUPPORT THEM THROUGH THE DECISION THAT THEY'RE MAKING. AND LASTLY, WE DON'T HAVE ENOUGH PEOPLE GOING TO ATTEND CONCERT AND GAMES FOR THESE STUDENTS TO BE ABLE TO FEEL LIKE THEY'RE DOING SOMETHING IMPORTANT AND REPRESENTING OUR SCHOOL. SO SOME OF THE POSSIBLE SOLUTIONS THAT WE ALL AGREED ON COMING INTO.THIS WAS ONE OF THE BIG THINGS THAT WE ARE TOLD WHEN WE ARE AT A HIGH SCHOOL IS NOT EVERYTHING IS GONNA FIT INTO YOUR SCHEDULE, WHICH IS TOTALLY UNDERSTANDABLE. WE HAVE EIGHT PERIODS IN A DAY.
SOME OF THESE ACTIVITIES INVOLVE BEING DOUBLE BLOCKED. SOME OF THESE ACTIVITIES TAKE UP MOST OF THE TIME THAT YOU HAVE, BUT THERE IS SOME WAYS THAT WE COULD WORK AROUND IT. SOMETIMES STUDENTS JUST INSTANTLY GIVE UP SO WE ENCOURAGE COUNSELORS TO PUSH THE STUDENTS TO BEING LIKE.
HEY THIS MIGHT NOT WORK THIS YEAR, BUT YOU KNOW WHAT? AT SOME POINT YOU CAN BE ABLE TO ACHIEVE THIS AS THIS. WHAT YOU ARE WANTING. ANOTHER ONE OF OUR TOPICS, IS BEING ABLE TO TRANSFER STUDENTS TO GAMES AND OTHER ACTIVITIES REVOLVING THE SCHOOL. UM THIS YEAR AT POTI. WE ACTUALLY DID START UM, TRANSFERRING STUDENTS TO HOME GAMES, AND WE'VE ACTUALLY HAD AN INCREASE IN THE AMOUNT OF STUDENTS BEING ABLE TO SUPPORT. WE'RE JUST HOPING WE CAN FURTHER THAT OUT TO SOME OF THE AWAY GAMES IF THAT'S POSSIBLE, BECAUSE THAT WAY, EVEN IF IT'S A HOME OR AWAY GAME, THE PO T FOOTBALL TEAM BASKETBALL TEAM AND ALL THEM STILL WANT THE SUPPORT OF EVERYONE AT PT. AND THEN OUR LAST TOPIC IS BEING ABLE TO PROVIDE A SHOW OFF NIGHT OR JUST SOMETHING WE ARE ABLE TO DO TO SHOW THE UNDERCLASSMEN, THE MIDDLE SCHOOLERS AND THE ELEMENTARY SCHOOLS THAT POST HIGH SCHOOL IS A SAFE PLACE FOR THEIR EXTRACURRICULARS, AS SOME THINGS THAT WERE KNOWN FOR AND THAT THIS IS A SAFE ENVIRONMENT FOR THEM TO BE ABLE TO JOIN.
EVEN IF THEY THINK IT'S NOT GONNA FIT IN THEIR SCHEDULE. WE CAN SHOW THEM HOW DIFFERENT WE ALL ARE AND HOW WE'VE BEEN ABLE TO FIT EVERYTHING INTO OUR SCHEDULES. THANK YOU VERY MUCH.
APPRECIATE IT. BORN IN HIGH SCHOOL. RIGHT YES. GOOD EVENING. BEAUTIFUL WEATHER WE'RE HAVING, ISN'T IT? UM MY NAME IS JACOB HAMMETT. AND I AM A REPRESENTATIVE OF THE ONE AND ONLY JOHN HORN HIGH SCHOOL AND OUR THEATER PATTERNS JAGS FOR LIFE. UH, JOHN HORNE HIGH SCHOOL ARE KEY PRINCIPALS IDEALS FALL UNDER THE ACRONYM OF ROAR. THE POINT OF STRETCHING THE WORD IS TO HIGHLIGHT THE FOUR RS BEING ROLL, RESPONSIBILITY, RELATIONSHIP AND RESPECT. AS YOU CAN SEE, OUR SCHOOL TAKES CONNECTIONS VERY SERIOUSLY. WHETHER IT'S STUDENT TO STUDENT TEACHER TO TEACHER OR STUDENT TO TEACHER AND OUR SURVEY WE SENT OUT TO OUR FEEDER MIDDLE SCHOOLERS. THESE BEING TERRY BARRY AND WOODY. WE ASKED SEVENTH TO EIGHTH GRADERS. WHAT THEY FELT LIKE WERE THE STRENGTHS OF THEIR SCHOOLS OR IN SIMPLER TERMS WHAT THEY LIKED OR LOOKED FORWARD TO IN COMING TO SCHOOL. THE THREE MOST PREVALENT RESPONSES WERE FRIENDSHIPS, EXTRACURRICULARS AND THEIR TEACHERS SLASH STAFF. LIKE HORNS ROAR ACRONYM. WE ALSO DECIDE TO GIVE THESE STRENGTHS AN ACRONYM BECAUSE WE BELIEVE THAT WHEN YOU HAVE SOMETHING THAT WORKS AND BENEFITS OUR STUDENTS, IT CAN BE BENEFICIAL TO HIGHLIGHT AND BUILD OFF OF THOSE STRANDS. THE ACRONYM WE DECIDED TO USE WOULD BE F, WHICH IN ALL HONESTY SEEMS A BIT INCOMPLETE, BUT TRUST ME, REMEMBER IT AND WE'LL TOUCH BACK ON THAT SHORTLY. IN THE SAME SURVEY WE SENT TO OUR FEEDER PATTERNS. WE ASK STUDENTS WHAT WE MOST SOME CONCERNS THEY HAD ABOUT THEIR SCHOOL OR THE FUTURE OF THEIR SCHOOLING. AND SURPRISINGLY OUT OF THE THREE MOST ABUNDANT RESPONSES. THREE MOST ABUNDANT RESPONSES THAT WE RECEIVED TWO OF THEM HAD TO DO WITH THE FUTURE OR THE ACT OF MOVING TO HIGH SCHOOL. WHERE THE TOPICS BEING FEELING, UNDERPREPARED POSSIBLE STRUGGLE OR THE FEAR OF FAILURE AND THEN LAST, BUT CERTAINLY NOT LEAST SAFETY AND FEELING SAFE AT SCHOOL WITH A FAIR MARGIN OF STUDENTS, EVEN MENTIONING SPECIFIC EXAMPLES OR STORIES THEY HAVE HEARD FROM NOT ONLY THEIR CAMPUS, BUT JOHN HORN AS WELL. SO WITH THESE CONCERNS IN MIND, WE DECIDE TO PROPOSE AN ACTIVITY FAIR, DAVE, OR FIELD TRIP FOR EIGHTH GRADERS. AT JOHN HORNE HIGH SCHOOL. KEEP KEEP PART THERE. IT PROVIDES STUDENTS WITH AN OPPORTUNITY TO VISIT THEIR FUTURE HIGH SCHOOL, WHICH TOUCHING BACK ON THAT ALL HIGH SCHOOLS ACROSS MESQUITE DO AN ORIENTATION NIGHT, WHICH THAT'S GREAT, BUT ONE MAIN PROBLEM WITH THAT IS THAT MOST STUDENTS WITH A MAJORITY OF OUR STUDENTS IN OUR SCHOOL DISTRICT RIDING THE BUS HOME. THEY DON'T HAVE RIDES.
THEY CAN'T GO TO SCHOOL AFTER THEY CAN'T GO TO THE ORIENTATION I AFTER SCHOOL OR ON THE WEEKENDS BECAUSE THEY DON'T HAVE SOMEONE TO TRANSPORT THEM THERE, AND SO BY DOING IT DURING THE DAY, IT ENSURES THAT MORE OF OUR POPULATION OUR STUDENT POPULATION CAN ATTEND THESE EVENTS AND SEE THESE OPPORTUNITIES. MORE UM MORE POSITIVES ABOUT THIS WOULD BE INTRODUCING STUDENTS TO ALL CLUBS AND ORGANIZATIONS ACROSS CAMPUS. IT INFORMS STUDENTS ABOUT HORN CULTURE AND PRIDE. IT TAKES AWAY THE NEED FOR FEEDER PATTERNS TO TOURS, WHICH ARE
[01:00:02]
PAIN OF SCHEDULE AND ULTIMATELY TAKE UP MORE INSTRUCTION TIME. IT ALSO BETTER PREPARES STUDENTS FOR MORE DIFFICULT DECISIONS LATER ON IN THE YEAR, SUCH AS CHOOSING A SCHEDULE AND COULD HELP STUDENTS MAKE CONNECTIONS WITH TEACHERS AND STAFF, CREATING A SAFE AND WELCOMING ALL THESE FACTORS HELP DEAL WITH THE CONCERNS PREVIOUSLY MENTIONED AS WELL AS BUILT OFF THE STRENGTHS MENTIONED AS WELL PROMOTING FRIENDSHIP, EXTRACURRICULARS AND TEACHER TO STUDENT INTERACTION, MAKING SURE THOSE STRENGTHS CARRY ON FROM OUR MIDDLE SCHOOLS TO OUR HIGH SCHOOLS. ULTIMATELY REPRESENTING HORNS, KEY PRINCIPLES OF ROAR AND REUSING OUR NEWLY CREATED ACRONYM FROM EARLIER SUPPORTING OUR STUDENT BODY 1 FT. OUT OF TIME. THANK YOU. THANK YOU VERY MUCH. THEN GOD I BELIEVE IT IS BRULAND VANGUARD TIME. HOW ARE YOU DOING TONIGHT? GUYS WE'RE DOING PRETTY GOOD. ALRIGHTY THEN. MY NAME'S LUKE. I'M HERE WITH VANGUARD HIGH SCHOOL. WE GOT VICTORIA FREE US. AND I'M JUSTINE LOZANO SAW THE OTHER MEMBERS WERE NOT ABLE TO MAKE IT THIS THIS EVENING. WE HAVE ANDREAS, UH, APRIL AS WELL AS JULISSA. GOT NEXT TIME. ALRIGHT.THIS IS OUR STRENGTH HERE AT VANGUARD HIGH SCHOOL. ONE BIG THING WE HAVE IS A LOT OF SCHOOL SPIRIT. WHETHER IT'S OUR TURKEY TO OR A DIFFERENT FESTIVAL. WE HAVE A LOT OF PEOPLE COME AND SHOW UP. WE HAVE A ALMOST EVERY PROGRAM WILL CREATE A TEAM FOR TRICK ATTORNEY OR A BOOTH FOR OUR OUR DIFFERENT FESTIVALS. SO EVEN SPEND A LOT OF THEIR OWN MONEY, UH, CREATING THESE PHENOMENAL PROGRAMS FOR OUR STUDENTS TO ATTEND TO. WE ALSO HAVE A LOT OF CERTIFICATIONS.
ALL OF OUR STUDENTS ARE ENROLLED IN OUR VARIOUS CT PROGRAMS. UH, INCLUDING HEALTH SCIENCE. OR COMPUTER SCIENCE MEDICAL TECHNICIAN. UH, ARCHITECTURE, ENGINEERING, ROBOTICS. THEY ALL HAVE A LOT OF REAL WORLD, UH, EXPERIENCES ALONG WITH CERTIFICATIONS THAT CAN HELP GET THEM A JOB. UH, WE ALSO HAVE A LOT OF INDUSTRY BASED, UH, ORGANIZATIONS AND CLUBS. ANOTHER THING WE HAVE A LOT OF HIGH ACADEMICS. WHETHER IT'S AC CMR SCORE CURRENTLY FOR OUR SENIORS.
IT, SAYS 89, BUT IT WENT UP. A COUPLE OF DAYS AGO TO 95% WHICH IS ACTUALLY A ON THE SCALE OR JUST HEY, YEAH. OUR CCMR SCORE FOR JUNIORS CURRENTLY WITHOUT THE ICE. UH, IV, CS OR OUR OUR CERTIFICATIONS. UH, HE'S CURRENTLY 57% WHICH IS PRETTY GOOD WITHOUT YOUR CERTIFICATIONS . UH, THAT'S THE MAJORITY OF WHAT OUR CCMR IS, ARE ALSO CONSIST OF CONSIST IN THE HIGHEST STAR SCORES IN ALL AREAS, INCLUDING HIGHEST IN THE DISTRICT. UH WELL, OUR FIRST IT ALSO BEING OUR FIRST YEAR WE RECEIVED SIX OF THE SEVEN POSSIBLE DISTINCTIONS FOR STAR SCORES. WE ALSO HAVE THE ONLY NATIONAL MERIT COMMITTED SCHOLAR IN THE DISTRICT OF CHRISTIAN. TO A PERSONAL FRIEND OF MINE. WE ARE PRETTY GOOD WHEN IT COMES TO NOT JUST OUR SCHOOL SPIRIT, BUT OUR OUR CERTIFICATIONS AND OUR ACADEMICS. ALL RIGHT, SO NOW TO THE CONCERNS, SO VANGUARD COMPETES IN VARIOUS EVENTS SUCH AS FFR, CJ, RT, C, JOSA, VEX AND BP A SO EACH OF THESE EVENTS NEEDS TRANSPORTATION TO THEIR COMPETITIONS. HOWEVER VANGUARD IS A NEW SCHOOL AND WE DON'T HAVE TINY BUSTLES SORRY. SHUTTLE BUSES THAT OTHER SCHOOLS MAY HAVE, SUCH AS PO T. THE WHITE SHUTTLE BUSES PARKED OUT FRONT TO TAKE US TO OUR VARIOUS, UH, COMPETITIONS THAT ARE SORRY IF THAT'S MY NEED. OK SO THE POSSIBLE SOLUTION THAT WE CAME UP WITH AS A TEAM WAS THAT VANGUARD SHOULD BE GRANTED, UM THE FUNDS OR JUST JUST GENERALLY A SHUTTLE BUS TO HAVE AND THIS WOULD HELP? UM, MAKE OUR TRANSPORTATION MORE EFFICIENT FOR THE CLUBS TO GET TO THEIR EVENTS AND IN CASE OF ANY LATE, UM, CHANGES OR ANY EMERGENCIES THAT NEED TO BE TRANSPORTED TO, IT WOULD BE MORE EFFICIENT FOR OUR CLUBS TO GET FROM AT LEAST ONE PLACE TO ANOTHER. THANK YOU.
THANK YOU APPRECIATE IT. DOCTOR UH, THE VERY, UM, I KNOW YOU WANNA COMMENT ABOUT THIS, BECAUSE THESE ARE AWESOME KIDS, AND THEY BOUGHT SOME REALLY GOOD IDEAS, BUT THEY HAVE POWER THINGS HAPPENING IN OUR FEEDER PATTERNS. UH YES, MADAM PRESIDENT. I MEAN, WHEN I SAID THAT DOCTOR FIELDS AND I SPENT, UM A LOT OF TIME WITH THESE YOUNG YOUNG ADULTS. UM WE DID.
AND WE WERE VERY IMPRESSED. AND THIS IS JUST A SAMPLE OF WHAT MOSQUITO SD HAS TO OFFER IN THE QUALITY OF KIDS THAT WE SERVE IN OUR COMMUNITY. AND SO WE LIKE TO THINK SOMETIMES OF SOME OF OUR OLDER GENERATIONS THAT THE FUTURE IS IN JEOPARDY, RIGHT? AND I LIKE TO SAY THAT THE FUTURE IS BRIGHT BECAUSE THESE STUDENTS ARE GONNA TAKE WELL CARE GREAT CARE OF THE WORLD IN THE FUTURE, AND THIS IS AN EXAMPLE OF THAT, AND SOME OF THE AND RECOMMENDATIONS THAT THEY MADE WERE ACTUALLY LOOKING INTO TO SEE WHICH ONES WE CAN ACTUALLY IMPLEMENT NEXT YEAR.
[01:05:02]
BECAUSE WHY DO WE ASK HIM TO COME UP WITH STRENGTH AND CONCERNS AND SOLUTIONS THAT WE'RE NOT GOING TO ACT ON THEM. WE ACTED ON THE ONES LAST YEAR AND WE'RE GONNA CONTINUE TO DO SO. BUT I WANNA THANK THEM FOR THEIR DEDICATION AND I WANT TO THANK THEM FOR THEIR COMMITMENT AND FOR BEING HERE TONIGHT, SO PLEASE GIVE EVERYBODY A ROUND OF APPLAUSE. VERY PROUD OF HER VERY PROUD OF HIM. UH NOT PERSONNEL. THE OTHER? YEAH UH, REPORT FROM THE DALLAS COUNTY TAX OFFICE CONVERSION UPDATE. STRATO. UH, GOOD EVENING. UM ARRESTED IN HORNSBY BOARD OF TRUSTEES, DOCTOR RIVERA. UH, TONIGHT WE'LL HAVE A QUICK UPDATE RELATED TO OUR CONVERSION OF TAX COLLECTIONS AND FOR THE QUICK UPDATE, MARY SUE DANIEL AND EDWARD LOPEZ FROM LE BURGER GOIN , BLAIR WILL COME UP TO THE PODIUM. THERE YOU ARE. YEAH. AND IF THIS ONE SPEAKING OF READY.GOOD EVENING, MADAM PRESIDENT BOARD OF TRUSTEES AND DR RIVERA. THANK YOU SO MUCH FOR HAVING US THIS EVENING AND GIVING US JUST A BRIEF OPPORTUNITY TO GIVE YOU AN UPDATE. UM LAST FALL, THE DALLAS COUNTY TAX OFFICE CAME BEFORE THE BOARD, UM, IN ORDER TO COLLECT YOUR PROPERTY TAXES, BOTH CURRENT AND DELINQUENT AND THEN BECAME THE TRANSITION PROCESS. AND SO IT TOOK A FEW MONTHS FOR THAT ALL TO COME TOGETHER. BUT ON APRIL 1ST, WE DID GO LIVE. AND SO NOW YOU TAXPAYERS RECEIVE ONE. CONSOLIDATED STATEMENT THAT HAS THEIR CITY SCHOOL AND COUNTY TAXES ON ONE STATEMENT, UH, FOR THE FIRST TIME, SO THERE'S BEEN A LOT OF PUBLICATION AND INFORMATION OUT THERE TO MAKE SURE THAT WE'RE EDUCATING THE PUBLIC ON HOW THEY COME FORWARD AND PAY THEIR TAXES BOTH FROM THE COUNTY AND THE CITY. SO TONIGHT WE JUST REALLY WANT TO TAKE A MINUTE TO SHARE OUR THOUGHTS WITH, UM ABOUT THE PEOPLE THAT REALLY MADE THIS HAPPEN. SO THE SAMPLES WE WANNA GIVE YOU YOUR OWN ROUND OF APPLAUSE BECAUSE SHE WAS THE HISTORIAN. OH, MY GOSH. SHE WAS THE HISTORIAN. SHE HAD TO SEARCH AND SEEK AND FIND RECORDS FROM WAY BACK LIKE 19 SEVENTIES AND SO THANK YOU SO MUCH FOR ALL YOUR HELP IN MAKING THAT HAPPEN.
UH, MR PRADO AND ALSO MISS CHAPPELLE. THEY THEY WERE ALSO HAD TO DO THEIR PART TO MAKE THIS HAPPEN. WE HAD A LARGE GROUP OF PEOPLE FROM THE CITY THAT THAT STEPPED FORWARD. WE HAD TWO LADIES COME OUT OF RETIREMENT TO MAKE THIS HAPPEN. SO WE'RE SO THANKFUL FOR THEM AS WELL. AND I'M GONNA LET ED SHARE. UM, THE OTHER SENSE. GOOD EVENING, I. I NOTICED WHEN, UH, GILBERTO SAID WE'RE GONNA GET A REPORT ABOUT TAXES. HALF THE ROOM LEFT, AND SO I DID NOT TAKE PERSONAL OFFENSE TO THAT, BUT, UH, I NOTICED A LOT OF FOLKS GOT OUT OF THE WAY. UH, FIRST OF ALL, I WANNA JUST CONGRATULATE ALL THESE YOUNG PEOPLE THAT CAME UP AND SPOKE, UM, THEY THEY HAVE SUCH A GREAT PRESENCE ABOUT HIM. UH I LOVE HEARING THEIR COMMENTS AND ENTHUSIASM. AND UH, LIKE THE SUPERINTENDENT, SAID I. I HAVE A LOT OF FAITH IN OUR FUTURE OF OUR COUNTRY, AND I KNOW THE YOUTH OF TODAY HAVE A LOT OF OBSTACLES, BUT I, FOR ONE BELIEVE THAT THEY'RE GONNA DO A GREAT JOB IN THE FUTURE AND MY FUTURE AND MY RETIREMENT DEPENDS ON THEM. SO GO KIDS. UM WE WANTED JUST TO SAY THANK YOU TO THE WHOLE TEAM THAT HAD HELPED IN THIS EFFORT. AND LAST WEEK WE RECOGNIZED THAT THE CITY OF MESQUITE RECOGNIZE THE CITY FOLKS, UH BY NAME, UM, AND THEN, THIS EVENING, OF COURSE, RECOGNIZED IN THE SCHOOL BOARD AND SCHOOL DISTRICTS, UH, FOLKS THAT HELPED US AT THE COUNTY TAX OFFICE. WE HAD A MR JOHN AMES. THE TAXES ARE COLLECTOR, HIS CHIEF DE DEPUTY, PEGGY MCCORMICK , UH, CHRISTINA BENEDICT, AMBER, WHITE, ASHLEY, RICHARD ROSA ROMERO AND DIANE WYNN. THIS WAS ALL PART OF THE TEAM WE MET WITH THIS TEAM OR COMPONENTS OF THE TEAM, UH, ON A WEEKLY BASIS AS THIS TRANSITION WAS GOING THROUGH BOTH AT THE LINEBARGER FIRM, THE CITY, THE COUNTY AND THAT COURSE REACHING OUT TO THE ISD WHEN WE NEEDED THEIR HELP AS WELL. UM, THIS WAS A WEEKLY UPDATE TO MAKE THIS TRANSITION HAPPEN. UH, WE ALSO HAD TWO FOLKS WITH THE APPRAISAL AND COLLECTION TECHNOLOGIES AT THE COUNTY. UH, TWE THAI AND CARLOS RINCON. THEY WERE, UH, ALSO INVOLVED. UM WE ALSO WANNA RECOGNIZE MARK GOLD, WHO IS WITH SPINDLE MEDIA SPINDLE MEDIA PROVIDED THE SOFTWARE FOR THE, UH, CITY TAX COLLECTION SERVICES . AND ALTHOUGH THE CITY AND THE SCORE NOW GOING INTO THE COUNTY, THEY WERE A BIG PART OF KIND OF TYING IN TO LOOSE ENDS, UM AND HELPING THE CITY GATHER SOME DATA AND INFORMATION. SO WE WANNA RECOGNIZE SPINDLE MEDIA AND, OF COURSE, UH, RECOGNIZE GARY GRIMES AND MARY GRIMES. UH
[01:10:03]
THEY WERE PART OF THE TRANSITION AS WELL. WE HAD REACH OUT TO THEM AND GATHER DOCUMENTS. UH, FROM TIME TO TIME, WE WOULD SAY, UH, WHAT DID THE SCHOOL BOARD DO BACK IN 2002? WHAT WAS? WHAT WERE THEY THINKING IN 1975, AND, UH, GARY GRIMES WAS VERY HELPFUL IN THAT IN ALL, UM, JUST THE SCHOOL DISTRICT, THE CITY, THE COUNTY AND THE SOFTWARE FOLKS WE HAD ABOUT 25 PEOPLE ON THE TEAM THAT MADE THIS HAPPEN NOT INCLUDING THE FOLKS AT AT MY LAW FIRM AT LEBAR, SO WE JUST WANTED TO RECOGNIZE EVERYONE AND SAY THANK YOU FOR THE CITIZENS OF MESQUITE. YOU'RE GONNA BE PAYING YOUR TAXES AT THE DALLAS COUNTY TAX OFFICE THAT'S HERE LOCAL LATER IN THE YEAR, THE NEW COUNTY TAX OFFICE IS GONNA OPEN SO YOU'LL HAVE A BRAND NEW FACILITY TO WALK INTO. IT'LL BE BUSINESS AS USUAL. FOR THE FOLKS TO TAKE CARE OF THEIR TAXES. THEY'LL ONLY RECEIVE ONE LETTER.IT'LL HAVE THE COUNTY, THE CITY AND THE SCHOOL TAXES ALL INCLUDED AND THEN REACH OUT TO OUR LAW FIRM. IF YOU HAVE ANY QUESTIONS OR CONCERNS, UM, WE'RE ON THE, UH UH UM OR WE HAVE AN OFFICE HERE LOCALLY AS WELL. SO IF ANYBODY HAS ANY QUESTIONS THEY CAN REACH OUT TO US. AND OVERALL, WE JUST WANT TO SAY THANK YOU. THANK YOU FOR TRUSTING THE PROCESS. THANK YOU FOR ALLOWING US TO BE PART OF IT, AND WE'RE HERE TO ANSWER ANY QUESTIONS. IF YOU HAVE ANY OTHERWISE WE'LL GET OUT OF THE WAY. APPRECIATE IT VERY MUCH. THANK YOU SO MUCH. WELL, MADAM PRESIDENT BEFORE THEY LEAVE. I KNOW, UM THEY'VE BEEN VERY MODEST. BUT UM, ED AND, UM, MARY SUE, I WANNA THANK YOU FOR OUR PARTNERSHIP, AND NOT ONLY HAVE YOU GUYS HAVE TAKEN CARE OF THE TAX COLLECTION FOR US IN TERMS AND DEALING WITH IT. UH BUT YOU'VE BEEN VERY INFORMATIVE IN THE PROCESS, AND WE'VE BEEN LEARNING A LOT THROUGH THAT. SO I WANT TO PERSONALLY THANK YOU FOR OUR PARTNERSHIP AND LOOKING FORWARD TO CONTINUE TO COLLABORATE. ALL RIGHT. THANK YOU VERY MUCH. APPRECIATE IT. THANK YOU ALL SO MUCH. THIS JOB. IS THERE ANYONE TO SPEAK TO AUDIENCE TODAY? OK THANK YOU. ALL RIGHT. HERE'S WHAT WE'RE ALL WAITING FOR. PERSONNEL, ALL RIGHT? NO, I DON'T THINK SO. BUT WE'RE GLAD THEY'RE HERE. YEAH. GO, SIR. YES, MADAM PRESIDENT.
SO YOU HAVE, UM, ON THE AGENDA, A LIST OF POSITIONS AND RECOMMENDATIONS FROM ADMINISTRATION. UM YOU'VE LOOKED AT THE BIOS AND AT THE CANDIDATES AND, UM THIS IS AN ACTION ITEM. I WILL PREFER TO ENTERTAIN, UM, THE GROUP AS A WHOLE UNLESS ANYONE WANTS TO PULL AN INDIVIDUAL POSITION. NO THIS IS AN ACTION. ADAM I NEED A I MOVE THAT WE ACCEPT THE RECOMMENDATIONS AS WRITTEN. MR ROSE IS IN OUR SECOND. UH, MR CARBO. ALL RIGHT. UM, IS THERE ANY DISCUSSION ALL THOSE PROOFS. THEY ARE ALL THOSE POSTS. SAME SIDE. GUESS WHAT MOTION CARRIED.
ALL RIGHT, ALL RIGHT. SO LET'S SO NOW WE'RE GONNA MEET WHO WE JUST APPROVED, RIGHT? SO THEY GOT APPROVED, SO I BELIEVE WE'RE GONNA START WITH, UH, DOCTOR, KAREN MORRIS IS GONNA INTRODUCE HER CANDIDATE. YEAH. GOOD EVENING, EVERYBODY. YEAH. BUT THIS THING I THREE.
GOOD EVENING, MADAM PRESIDENT, SCHOOL BOARD. SUPERINTENDENT RIVERA. THANK YOU ALL FOR HAVING ME THIS EVENING TO SHARE THE DISCIPLINE OF FAITHS REPORT. I APPRECIATE THE OPPORTUNITY.
HERE'S MY CLICKER. THANK YOU. SO WHAT DO WE DO? WHAT DO WE DO? I WENT BLANK. HI THE REASON WE HAVE, WHAT DO WE DO? WE'RE HERE TO IDENTIFY DISCIPLINE PROGRAMS IN OUR DISTRICT TO MANAGE THESE PROGRAMS, UM, AND TO IDENTIFY THE REASON WE HAVE THEM. I'LL START OVER. WELL, EXCUSE ME. I JUST GOT NERVOUS. I DON'T KNOW WHY. ALL RIGHT, SO WE MUST REMEMBER THE REASON WE HAVE DISCIPLINE PROGRAMS AND THAT IS TO PREVENT MISBEHAVIOR AND TO IMPROVE BEHAVIOR. AND TO KEEP STUDENTS IN CLASS TO RECEIVE QUALITY INSTRUCTION FROM OUR FROM OUR TEACHERS. NOW THE GOAL OF M I SDS DISCIPLINE MANAGEMENT PROGRAM. IT'S A COLLABORATIVELY WORK. WITH NOT ONLY THE STUDENTS, THE STAFF AND THE COMMUNITY TO DEVISE A PLAN TO CHANGE THE BEHAVIOR TO SUPPORT
[01:30:03]
STUDENTS AND ENSURE THEIR SUCCESS. NOW. A BIG PART OF OUR GOAL OF IDENTIFYING OUR DISCIPLINE MANAGEMENT PROGRAM IS DATA ANALYSIS. WE ARE DIVING INTO THE DATA TO IDENTIFY SOME OF OUR TRENDS AND SOME OF THE INFORMATION THAT IS LEADING TO SOME OF OUR ROOT CAUSE ANALYSIS OF OUR SITUATIONS THAT ARE HAPPENING WITH OUR STUDENTS. NOW, EVERY QUARTER OF OUR ASSISTANT PRINCIPALS WERE ON DISCIPLINE DATA FOR THE SCHOOLS AND WHAT THEY LOOK FOR. INCLUDES THE TYPE OF REFERRALS THE STUDENTS WHAT THE CONSEQUENCES WERE AND SOME OF THE BEHAVIORS ASSOCIATED WITH THE REFERRALS. THEY THEN DEVELOP A PLAN, UM, TO ADDRESS THE AREAS WITH CAMPUS STAFF AND THROUGH LESSONS ON ACTIVITIES DAILY WITH THE STAFF TO ENSURE THAT THESE TRENDS THAT THEY'RE IDENTIFYING ARE TRANSITIONING AND IMPROVING. NOW. ULTIMATELY DISCIPLINARY ACTION DRAWS UPON THE PROFESSIONAL JUDGMENT OF TEACHERS. ADMINISTRATORS AND IT USES A RANGE OF DISCIPLINE TECHNIQUES TO IMPROVE STUDENT BEHAVIOR. NOW, SOME OF THESE TECHNIQUES THAT WE UTILIZE UH, POSITIVE BEHAVIOR, INTERVENTION AND SUPPORT. SELF REGULATION.RELATIONAL PRACTICES. AND INTENSIVE SUPPORT FOR OUR ASSISTANT PRINCIPAL. NOW, PB IS LOOKS DIFFERENT ON EVERY CAMPUS. BUT A VARIETY OF THINGS WITHIN OUR SCHOOLS. OUR ELEMENTARY SCHOOLS FOCUS ON THE HEALTH SYSTEMS AND OUR HOUSE SYSTEMS THAT ARE ELEMENTARY AND MIDDLE SCHOOLS HAVE PB IS WORK AS WELL. THEY CONTINUE TO THRIVE EACH YEAR WITH THAT POSITIVE BEHAVIOR INTERVENTION SYSTEMS. IN ADDITION, OUR SELF REGULATION SE REGULATION IS ANOTHER TOOL THAT OUR STUDENTS LEARN AT A VERY YOUNG AGE. THROUGH GUIDANCE LESSONS. COUNSELORS TEACH STUDENTS HOW TO PROACTIVELY IDENTIFY WHEN THEIR EMOTIONS ARE DEREGULATED, OR IF THEY ARE BELOW ARE THEY LEADING TO LOSE CONTROL? NOW STAFF WORKS HARD TO FIND THE REASON BEHIND THE MISBEHAVIOR, WHICH IS PART OF THE DATA ANALYSIS. NOW AND FINALLY IN THE MISBEHAVIOR TO ENSURE APPROPRIATE ACTION IS TAKEN TO IMPROVE THE SITUATION AND TO NOT JUST GIVE A PUNITIVE CONSEQUENCE. ONE THING WE DON'T WANNA DO IS TAKE AWAY THE DIGNITY OF OUR STUDENTS, AND WE TAKE AWAY THE DIGNITY OF OUR STUDENTS. THAT'S WHEN IT TURNS INTO JUST PUNITIVE ACTIONS, AND I DIDN'T IN HELPING TO RESTORE THOSE DIFFERENT THINGS. NOW ROOT CAUSES ARE F ARE FOUNDATIONAL RELATIONAL PRACTICES AND RELATIONAL PROCESSES CENTER AROUND OPEN DIALOGUE, RESTORATIVE CIRCLES, RESPECT AGREEMENTS AND REPAIR AND HORN. RELATIONAL PRACTICES INCLUDE BOTH PROACTIVE AND REACTIVE MEASURES TO IMPROVE STUDENT BEHAVIOR. WELL, WHAT HAPPENED TONIGHT? NOW SEVERAL YEARS AGO, A BEHAVIOR FRAMEWORK WAS CREATED . THE BEHAVIOR FRAMEWORK CONSISTED OF PREVENTION, INTERVENTION, RESTORATION AND ACCOUNTABILITY. NOW HALF OF THE MODEL FOCUSES ON PREVENTION. THE OTHER HALF FOCUSES ON REACTION AND THEN A QUARTER OF IT WILL FOCUS ON ACCOUNTABILITY WHICH IS NECESSARY BECAUSE THE ACCOUNTABILITY PART IDENTIFIES WHETHER WE ARE SUSPENDING KIDS AND THEY AND IT PERTAINS TO THE INFORMATION AND THE DATA THAT WE REPORT BACK TO TE, A IN THE END, WE UNDERSTAND THE IMPORTANCE OF BEING PLUGGED IN IN SCHOOL. AND OUR STUDENTS NEED TO BE INVOLVED. A BIG PART OF BEHAVIOR FRAMEWORK INVOLVES ENGAGING STUDENTS AT SCHOOL. KIDS DON'T WANT TO. KIDS DON'T WANNA LET THEIR FRIENDS DOWN. THEY WANNA MAKE SURE THEY SHOW UP ON A DAY TO DAY BASIS IF THEY'RE INVOLVED IN AN ORGANIZATION, A CLUB OR ANY OTHER EXTRACURRICULAR ACTIVITIES. SO MY KIDS JOINING OUR CLUBS AND ORGANIZATIONS, IT FITS RIGHT INTO OUR BEHAVIOR FRAMEWORK. THE MESQUITE PROMISE WAS DEVELOPED. FEW YEARS AGO.
AND IT AIDS ITSELF IN A IN ASSISTING WITH OUR BEHAVIOR FRAMEWORK TO THE ESCAPE PROMISE HAS PROVIDED THE DISTRICT WITH AN AMAZING BOTTLE AND HOW TO ENSURE OUR STUDENTS RECEIVE DIGNITY AT ALL TIMES. AND WITH THAT DIGNITY IT COMES WITH ENSURING OUR STUDENTS TO SELL.
BUT WHEN OUR STUDENTS IN SALE, IT BEGINS WITH A LOT OF THINGS THAT WERE CENTERED AROUND THAT, AND IT BEGINS WITH SUPPORT FROM US. WHEN STUDENTS ARE INVOLVED IN THAT CREATIVITIES. THEY HAVE A SENSE OF BELONGING AND ACT. IN ADDITION, IT PROVIDES A CHANNEL FOR REINFORCING THE LESSONS LEARNED IN THE CLASSROOM. OFFERING STUDENTS THE OPPORTUNITY TO APPLY THE SKILLS THEY LEARNED IN A REAL WORLD CONTEXT. BUT THE SELLING TAKES A VILLAGE AND PROVIDING POSITIVE BEHAVIOR. SUPPORT IS CRITICAL IN OUR STUDENTS DEVELOPMENT. OUR COUNSELORS ARE TRAINED IN REPAIRING HARM DUE TO TRAUMA AND SELF REGULATION. BY PROVIDING MULTI TIER SYSTEMS AND SUPPORT.
WE ARE MEETING THE STUDENTS WHERE THEY ARE COMING FROM AND PROVIDING THE SUPPORT THAT THEY NEED. WE BELIEVE THAT ALL STUDENTS BELONG HERE. BUT AN ENSURING THAT WE KNOW THAT ALL STUDENTS BELONG HERE. IT BEGINS WITH COMMUNICATION. AND IT'S ALL ABOUT INVESTING. OUR STUDENTS HAVE TO KNOW THAT WE'VE INVESTED IN THEM. AND INVESTING IN STUDENTS THAT BEGINS WITH THE
[01:35:03]
PROCESS OF PARENT STAFF STUDENT CONFERENCES. THIS ENSURES THAT OUR STUDENTS KNOW THAT OUR CAMPUS IS CARE ABOUT THEM THAT THE FACULTY CARES ABOUT THEM THAT THE ADMINISTRATION CARES ABOUT THEM. THESE CONFERENCES ARE ESSENTIAL IN DEVELOPING PROCESSES TO RESTORE OUR STUDENTS AND TO ENSURE THAT THEY ARE IMPROVING UPON WHATEVER MISSTEPS THEY MAY TAKE. YOUR DIGNITY IS A GIVEN. THAT IS ONE OF THE MOST CRITICAL PARTS OF OUR WHOLE PROMISE. THAT'S WHERE IT BEGINS IN. AND THAT'S ONE THING THAT WE TAKE PRIDE IN IN OUR TRAINING AND PREPARATION OF OUR OF OUR ADMINISTRATIVE STAFF HERE IN MESQUITE ISD. LAST YEAR, WE DID A BOOK STUDY WITH OUR ADMINISTRATIVE STAFF. ALL THE ASSISTANT PRESS WAS IN THE DISTRICT. THAT BOOK STUDY WAS DISCIPLINED WITH DIGNITY. THAT ALLOWED OUR A PS TO IDENTIFY NEW WAYS ON HOW THEY CAN RESPOND TO THE NEEDS OF OUR STUDENTS. AND WE KNOW THAT OUR STUDENTS HAVE DIFFERENT NEEDS IN THE YEAR 2024. IT'S CHANGED OVER THE COURSE OF TIME AND WHERE IT IS NOW IS SOMEWHERE NEW, BUT WITH THAT WE HAVE TO IDENTIFY AND REMEMBER THAT IT STARTS WITH DIGNITY. AND OUR DIGNITY BEGINS WITH ENSURING WE HAVE RELATIONAL PRACTICES IN PLACE. THERE'S NOTHING MORE IMPORTANT THAN A RELATIONSHIP, A RELATIONSHIP THAT OUR STUDENTS HAVE WITH THEIR STAFF WITH THE UM PRINCIPAL WITH THE ASSISTANT PRINCIPAL IS ESSENTIAL IN ENSURING THAT THEY HAVE SUCCESSFUL IN SCHOOL. THINKING ABOUT A STUDENT'S DIGNITY INTENTIONALLY WILL ENSURE THAT DISCIPLINE IS NOT PUNITIVE. THIS HELPS WHEN THEY CONVENE TO ANALYZE THE DISCIPLINE DATA. TO IDENTIFY TRENDS TO IDENTIFY, UM OTHER AREAS OF CONCERN THAT HAVE BEEN IDENTIFIED DURING THAT PARTICULAR QUARTER. AND IT ALL BEGINS WITH THERE. IT ALL BEGINS THERE. IT ALLOWS US TO IDENTIFY THE ROOT CAUSE OF SOME OF THEIR ACTIONS. THE FINAL COMPONENT OF THE PROMISE WHICH TIES BACK TO OUR BEHAVIOR FRAMEWORK IS THAT EVERY STUDENT IN MOSQUITO ISD IS A DIFFERENCE MAKER. ULTIMATELY OUR STUDENTS ARE DIFFERENCE MAKERS AND IT BEGINS WITH MAKING INFORMED DECISIONS AND NOT BEING REACTIVE TO PEER PRESSURE. UNDERSTANDING THE WHY, BEHIND SETTLING YOUR GLITTER SO YOU CAN BE THE BEST THAT YOU WANT TO SO YOU CAN BE SO THIS OUR STUDENTS CAN BE THE BEST THAT THEY CAN POSSIBLY BE WHEN THEY PRESENT THEMSELVES TO OTHERS. SO WITH OUR POSITIVE BEHAVIOR SUPPORTS OUR RELATIONAL PRACTICES AND OUR BEHAVIOR FRAMEWORK THIS AIDS IN THE DEVELOPMENT OF INSURANCE THAT OUR STUDENTS ARE DIFFERENCE MAKERS. IT ENSURES THAT OUR STUDENTS ARE BEING PROVIDED WITH EVERY POSSIBLE TOOL AND RESOURCE NECESSARY SO THAT IT CAN MAKE INFORMED DECISIONS AS OPPOSED TO BEING REACTIVE. WE KNOW THEY WILL BE REACTIVE AT TIMES, BUT BY THESE PARTICULAR MEASURES AND ENSURE THAT THEY HAVE A PROCESS OF A RELATION TO RELATIONSHIP WITH OTHERS THAT THE DECISION THAT THEY MAKE CAN BE ALIGNED WITH WHAT THE PROMISE AND WHAT OUR DISTRICT IS LEADING TWO. SO WHAT IS NEXT? WE WILL CONTINUE TO EVALUATE OUR DISCIPLINE DATA. WE WANNA LOOK AT CAMPUSES THAT MAY NEED SOME HELP AND CAMPUSES THAT ARE SEEING SUCCESS. ULTIMATELY WE WANT MIRROR OUR STRENGTHS AND IMPROVE OUR WEAKNESSES. WE WILL CONTINUE TO FOCUS ON RELATIONAL PRACTICES AND POSITIVE BEHAVIOR SUPPORTS. NOW, WHILE IT IS DIFFICULT TO ISOLATE THE EFFECTS OF THIS WORK WHAT WE DO KNOW IS THERE HAVE BEEN PLENTY OF SUCCESS STORIES FROM OUR CAMPUSES AND OUR SEX STORIES IS WHAT CONTINUE TO DRIVE US ON A DAY TO DAY AND YEAR TO YEAR BASIS. ADDITIONALLY WE COLLABORATE BETWEEN DIFFERENT DEPARTMENTS THAT CONTROL THE VERY COMPONENTS OF OUR MTSS OUR MULTI TIER SUPPORT SYSTEMS. THE GOAL IS TO ENSURE THAT OUR PROCESSES OF IDENTIFYING NEEDS AND ADDRESSING THOSE NEEDS IS EFFICIENT. SO THAT OUR STUDENTS, UM GET THE SUPPORT THEY REQUIRE AS SOON AS POSSIBLE. WE ARE CONSTANTLY REVIEWING METHODS FOR PREPARING OUR A PS WITH TRAINING AND INFORMATION, SO THEY FEEL SUPPORTIVE IN THEIR DECISION MAKING AS IT PERTAINS TO STUDENT MANAGEMENT. AND THAT IS WHERE PANORAMA COMES IN. PANORAMA PROVIDES AN EXCELLENT TOOL TO MAKE AN INFORMED DECISION WITH THE AMOUNT OF DATA THAT IS POURED AND DUMPED INTO PANORAMA.IT ALLOWS OUR ADMINISTRATORS TO USE DIGNITY AND IDENTIFYING WHAT'S BEST FOR OUR STUDENTS.
PANORAMA UH INCLUDES ATTENDANCE DATA. IT INCLUDES BEHAVIOR DATA. IT INCLUDES ACADEMIC DATA, SO WE'RE NOT JUST LOOKING AT ONE PIECE OF THE STUDENT. WE'RE LOOKING AT ALL COMPONENTS OF THE STUDENT WHEN WE'RE MAKING AN INFORMED DECISION. IN THESE METHODS OF REVIEWING, UM WHAT WE ARE CONTINUOUSLY DOING TO IMPROVE WILL ENSURE THAT OUR DISCIPLINE DATA CONTINUES TO HAVE AN UPTAKE TO CONTINUE TO IMPROVE WHAT OUR STUDENTS ARE PRESENTED WITH IN OUR DISTRICT AND PROVIDED AS A FORM OF SERVICES AND AS A FORM OF, UM SUPPORT. THAT DOES INCLUDE THE INFORMATION THAT I HAVE TO PROVIDE TODAY AT THIS TIME. I APPRECIATE YOUR TIME. IS THERE ANY QUESTIONS OR CLARIFICATION THAT I CAN PROVIDE? AND I CANNOT . THEN IN THREE OF OUR, UH P SUPERINTENDENT ADVISORY COUNCIL PRESENTATIONS, THREE OF THE SCHOOL'S MEN, SOME ALTERCATIONS
[01:40:05]
THAT THEY HAVE SEEN IN THE HALLWAYS BETWEEN CLASSES AND THINGS OF THAT NATURE. HOW PERVASIVE IS THAT PROBLEM THROUGHOUT THE DISTRICT? IS THAT? IS THAT SOMETHING WHEN SOMETHING LIKE THAT OCCURS, OR ARE YOU ARE YOU AND JEFF MADE AWARE OF THOSE THOSE TYPES OF ISSUES, NOT NECESSARILY THOSE TYPE OF ISSUES. THEY FALL INTO OUR, UM, GENERAL AREA OF DISCIPLINE. UM, WE DO IDENTIFY ME TO ENSURE THAT THAT'S WHAT PBS COMES INTO PLAY POSITIVE, POSITIVE BEHAVIOR INFORMATION SYSTEMS THAT ENSURES THAT THE CAMPUS IS INTENTIONALLY ADDRESSING THOSE CONCERNS, PUTTING, PUTTING STAFF MEMBERS IN PLACE TO PROVIDE MENTORING OPPORTUNITIES TO PROVIDE TO SMALL GROUP WITH THE KIDS THAT ARE DOING THESE PARTICULAR ACTIONS THAT LEAD THEM TO MISSING CLASS BECAUSE I'M NOT GONNA LIE SINCE THE PANDEMIC, UM STUDENTS, MISSING CLASS AND SKIPPING AND BEING IN THE HALLWAYS HAS BEEN AN INCREASED PROBLEM. SO THE SOCIAL RELATIONAL I BELIEVE THANK YOU. NO, NO. THANK YOU. SORRY FOR THE OK, MISS. UH IS OUR. YEAH, MR MARKS. YOU. GREAT THING IS I DID NOT BRING MY RED FOLDER UP HERE TODAY. I'VE PRETTY MUCH MEMORIZED THIS SPEECH AT THIS POINT, AND, UM, GOOD NEWS FOR MOSQUITOES, D AND FOR THE TEXAS EDUCATION AGENCY, THEY PROMISED THAT 100% OF OUR SCHOOLS WOULD BE AUDITED WITH THESE INTRUDER AUDITS THIS YEAR AND THEY FULFILLED THEIR OBLIGATIONS. WE ARE COMPLETE WITH OUR INTRUDER AUDITS, ALL 50 OF OUR TRADITIONAL CAMPUSES. UM HAVE BEEN AUDITED. UH, WE WERE ESPECIALLY THE SECOND HALF OF THE YEAR. VERY SUCCESSFUL. UM WE PUT DIFFERENT THINGS IN PLACE. UM VERY PROUD OF WHAT JEFF AND WILLIE WILKINS HAVE BEEN ABLE TO DO THIS YEAR WITH OUR CAMPUSES. AND UM SOME OF YOU ON THE BOARD WERE PART OF THE SAFETY AND SECURITY COMMITTEE MEETING RECENTLY, AND YOU GOT TO SEE SOME OF THE THINGS THAT ARE COMING UP. UM, I APPRECIATE THEIR PROACTIVE APPROACH TO SAFETY AND SECURITY. THEY LATER LAYERED APPROACH TO SAFETY AND SECURITY, AND, UH, IS NOT STOPPING WITH THE RANDOM INTRUDER AUDITS. THEY'RE COMING WITH THE DISTRICT VULNERABILITY ASSESSMENTS NEXT YEAR. UM THAT IS A LITTLE BIT BIGGER OF A THING. IT'S A LITTLE BIT MORE PERVASIVE. I THINK TO THE SCHOOL DISTRICTS, BUT IT'S SOMETHING THAT THEY'VE, UH, PILOTED THIS YEAR THROUGHOUT THE STATE AND SOMETHING THAT WE WILL BE A PART OF NEXT YEAR. SO THAT'S ALL I HAVE FOR YOU TONIGHT. THANK YOU APPRECIATE IT. OUR NEXT IS AN ACTION ITEM TO APPROVE THE ESSK 12 SUBSTITUTE MANAGEMENT DOCTOR HENSLEY. THANK YOU FOR BEING PATIENT. WE APPRECIATE IT. THANK YOU. PRESIDENT HORNSBY, DR RIVERA, MEMBERS OF OUR BOARD OF TRUSTEES, SO I'D LIKE TO PRESENT TO YOU THIS EVENING. UH, A PROPOSED PARTNERSHIP WITH AN ORGANIZATION CALLED ESS. I'D ALSO LIKE TO RECOGNIZE TWO MEMBERS OF THAT POTENTIAL PARTNERSHIP IN OUR AUDIENCE. UH, MR FRED BENSON IS HERE THIS EVENING. UH, AND MISS JENNA CRUZ IS HERE AS WELL TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE OF THEM. SO THANK YOU ALL FOR BEING HERE. SO I WANNA START WITH OUR CURRENT STATE SUBSTITUTES AND PHIL RATES AND THAT SORT OF THING IN OUR DISTRICT. UH, SO IN THE YEAR 2223. WE HAD 53,923 SUBSTITUTES REQUESTED IN MESQUITE. I SEE WE WERE ABLE TO FILL 29,794 OF THOSE WHICH LEFT US WITH A FILL RATE OF 55.3. THIS SCHOOL YEAR. WE TOOK DATA DATA. UH AS OF FEBRUARY, 9TH AND SO 2324 SCHOOL YEAR AS OF FEBRUARY, 9TH. UH, WE HAD 31,850 SUBSTITUTES REQUESTED. AT THAT POINT WE WERE WE WERE ABLE TO FILL 18,587 OF THOSE. AND SO AT THAT POINT IN THE YEAR WE HAD AN AVERAGE FILL RATE OF 58.3. JUST ALSO FOR YOUR INFORMATION, UH, ON AVERAGE IN OUR DISTRICT. UH WE ARE FEELING ABOUT 300 DAILY SUBSTITUTES REQUESTED. WE HAVE 600 IN OUR OVERALL POOL ON AVERAGE 600 SUBSTITUTES. ALL RIGHT. SO OUR PARTNERSHIP WITH ES SS, UH, WOULD BASICALLY PROVIDE US A RESOURCE. UH, WITH THEM, THEY WOULD RUN OUR SUBSTITUTE SYSTEM THEY WOULD[01:45:02]
HIRE ALL OF OUR CURRENT SUBSTITUTES. THOSE WHO WERE INTERESTED, UH THEY WOULD HIRE THEM INTO THEIR POOL AND THEY WOULD BEGIN MANAGING OUR SYSTEM FOR US WITH OUR CURRENT SUBSTITUTES, AND THEN THEY WOULD BEGIN THE PROCESS OF TRAINING AND RECRUITING EVEN MORE SUBSTITUTES FOR OUR POOL. AND SO WHAT DOES THAT LOOK LIKE? UH, THEY MODEL INCLUDES UM, RECRUITING AND SCREENING FOR US, UH, THEY WOULD DO ALL OF OUR BACKGROUND CHECKS AND THOSE WOULD BE COMPLIANT CERTAINLY WITH STATE AND DISTRICT GUIDELINES. THEY WOULD ALSO TRAIN ALL OF OUR SUBSTITUTES USING LIVE INTERACTIVE TRAINING THAT'S CUSTOMIZED BY OUR DISTRICT. SO WE HAVE DIRECT INPUT INTO THAT WITH THEM, UH, ON AN ONGOING BASIS. THEY WOULD HIRE, EVALUATE, DIRECT AND MANAGE THE ENTIRE SUBSTITUTE POOL FOR US. THEY WOULD HANDLE PAYROLL FOR THE ENTIRE SUBSTITUTE POOL, AND THEY WOULD ALSO OFFER BENEFITS TO OUR SUBSTITUTES THAT THEY'RE NOT CURRENTLY ABLE TO GET THROUGH OUR SCHOOL DISTRICT. THEY WOULD ALSO MANAGE THE LIABILITY. WORKMAN'S COMP UNEMPLOYMENT, AFFORDABLE CARE ACT AND CARES ACT COMPLIANCE FOR OUR SUBSTITUTES THAT WOULD BECOME AGAIN THEIR EMPLOYEES. UH, ANOTHER THING THAT THIS UM PARTNERSHIP WOULD PROVIDE IS LOCAL, REGIONAL AND NATIONAL SUPPORT. AND SO YOU CAN SEE ON THIS SLIDE, UM, THE NATIONAL SUPPORT THE REGIONAL SUPPORT AND ONGOING SUPPORT THAT THEY PROVIDE BECAUSE THEY ARE A NATIONAL ORGANIZATION PROVIDING THESE SERVICES THROUGHOUT THE COUNTRY. ONE OF THE MAIN THINGS THAT I LIKE TO POINT OUT ON THIS SLIDE IS THAT THEY WILL PROVIDE US WITH AN ON SITE TEAM. AND SO IT'S MUCH LIKE WHAT WE GET CURRENTLY WITH OUR HEALTH INSURANCE. BLUE CROSS BLUE SHIELD CURRENTLY PROVIDES US SOMEONE WHO, UH, IS IN HOUSE WITH US. THIS PERSON WORKS FOR A BLUE CROSS BLUE SHIELD, BUT THEY ARE HERE WORKING WITH OUR EMPLOYEES ONLY TO SUPPORT THEM. SAME WITH FFG. A UH THEY ALSO HAVE PROVIDED US A PERSON HERE. UH, WORKS WITH JUST OUR STAFF, BUT THEIR EMPLOYEES OF FFG A. SO THE SAME WOULD HAPPEN WITH ESS THAT WOULD PROVIDE US ACTUALLY AN ACCOUNT MANAGER. UH AND THEN TWO OTHER EMPLOYEES AND SO WE WOULD HAVE AN ON SITE TEAM OF THREE EMPLOYEES OF ESS WHO ARE SOLELY DEDICATED TO MESQUITE, ISD AND OUR SUBSTITUTES HERE. AS FAR AS RECRUITING. THEY'RE ABLE TO DO A LOT MORE IN THE AREA OF RECRUITING THAN WE ARE, AND SO HERE ARE SOME HIGHLIGHTS OF THAT , UH, THEY HAVE DIGITAL OUTREACH AND THEY USE THINGS SUCH AS INDEED GLASS DOOR, LINKEDIN, INSTAGRAM AND FACEBOOK. AGAIN REMEMBER, THEY'RE AT A NATIONAL LEVEL, AND SO THEY HAVE RESOURCES NATIONALLY AND LOCALLY AND REGIONALLY. THEY DO OTHER, UH, RECRUITING TRADITIONAL THINGS LIKE LOCAL PAPERS, FLYERS LAWN SIGNS OUTDOOR BANNERS. THEY ALSO HAVE REFERRAL PROGRAMS. $100 100 DOLLAR REFER A FRIEND PROGRAM AND THEN THEY PARTICIPATE IN DISTRICT ACTIVITIES AND COMMUNITY EVENTS SUCH AS GOING TO FOOTBALL GAMES. PTO MEETINGS, BOOSTER CLUB MEETINGS, CHURCH EVENTS CHAMBER OF COMMERCE EVENTS, ALL OF THOSE THINGS IN AN EFFORT TO RECRUIT UH, SUBSTITUTES FOR OUR DISTRICT. AS FAR AS THEIR TRAINING GOES, THEY FOCUS ON STUDENT ACHIEVEMENT WITH THEIR TRAINING. THEY HAVE A SIX HOUR HOW TO BE A GREAT SUBSTITUTE TRAINING FOR NEW SUBSTITUTES, AND THEY'RE ABLE TO OFFER THAT DAILY, WHICH IS NOT SOMETHING WE'RE ABLE TO DO CURRENTLY. THEY HAVE A 1 TO 2 HOUR DISTRICT SPECIFIC ORIENTATION FOR NEW SUBSTITUTES OFFERED REGULARLY AND AGAIN, UH, THEY WORK WITH US TO MAKE SURE THAT THEY'RE DOING THE KINDS OF THINGS THAT ARE SPECIFIC TO OUR NEEDS AND MESQUITE D. THEY DO, UH, EFFICIENT HIRING, UH SO THAT OUR NEW SUBSTITUTES CAN GET TO WORK VERY QUICKLY. THEY ALSO DO ONLINE TRAINING MODULES OFFERED FOR FURTHER PROFESSIONAL DEVELOPMENT FOR SUBS THAT DESIRE THAT EXTRA LEVEL OF PD SOME OF THE TOPICS COVERED IN THEIR TRAINING INCLUDE CLASSROOM MANAGEMENT, STUDENT AND STAFF SAFETY, PROFESSIONAL TEACHING BEHAVIOR, DISTRICT AND SCHOOL POLICIES AND DIGITAL PLATFORMS FOR VIRTUAL LEARNING. WAYS THAT THEY ARE ABLE TO ENGAGE SUBSTITUTES THROUGH THEIR PROGRAM IS THEY ARE ABLE TO PAY WEEKLY. UM AND SO THAT'S A GREAT INCENTIVE FOR THE SUBSTITUTE POOL. UH, THEY DON'T HAVE TO WAIT FOR A COUPLE OF WEEKS OR SOMETIMES A WHOLE MONTH. UM DEPENDING ON HOW DISTRICTS PAY, BUT THEY'RE ABLE TO DO THAT.THEY DO DIRECT DEPOSIT EVERY FRIDAY. UH AND THE DISTRICT DETERMINES THE PAY RATES. SO WE DETERMINE WHAT OUR SUBS WILL BE PAID. BUT E SS SS TAKES OVER ALL OF THE PROCESSES IN THAT. AND
[01:50:03]
THEY'RE ABLE TO OFFER BENEFITS, HEALTH VISION, DENTAL LIFE INSURANCE AND 401K. THEY DO TARGETED INCENTIVES THAT WE ALSO ARE NOT ABLE TO DO, WHICH ARE THINGS LIKE GIFT CARDS, GIVING PRIZES AWAY KEURIG MACHINES. THAT KIND OF THING TO INCENTIVIZE, UH, THE SUB POOL TO COME TO WORK. THEY HAVE REWARDS PROGRAMS AGAIN. WE MENTIONED THE $100 REFER FRIENDS, UM THEY HAVE A CAREER KICKSTART INCENTIVE AND THEN THEY HAVE OTHER CU OPPORTUNITIES FOR THE SUB POOL.THESE ARE, UM, THE DISTRICTS IN THE DALLAS FORT WORTH METROPLEX WHO CURRENTLY HAVE PARTNERED WITH ESS. AND SO YOU CAN SEE A LOT OF DISTRICTS. UH, THAT WE RECOGNIZE IN THAT GROUP. AND THEN I WANNA GIVE YOU A SNAPSHOT OF TRACK RECORDS OF SUCCESS WITH SOME OF THESE DISTRICTS, AND SO THE FIRST ONE YOU'LL SEE IS FRISCO ISD, UH, THEY HAVE AN OVERVIEW OF STUDENT ENROLLMENT.
63,500 DAILY SUBSTITUTES REQUESTED ON AVERAGE OF 460. THEY HAVE AN ESS ON SITE TEAM LIKE OURS WOULD BE WITH THREE FTES. THEIR CURRENT FILL RATE IS 96. AND THEIR ACTIVE SUBSTITUTE POLL IS OVER 1700 INDIVIDUALS. DIDN'T ISD, I THINK WAS ONE OF THEIR EARLIEST, UH, PARTNERSHIPS IN TEXAS AND THEIR STUDENT ENROLLMENT. THERE IS 29,900. I HAVE DAILY SUBSTITUTES REQUESTED AVERAGING ABOUT 350. THEY HAVE AN ESS ON SITE TEAM AGAIN, LIKE OURS WOULD BE WITH THREE FTES.
AND THEN, CURRENTLY, THEIR FULL RATE IS AT 95% WITH AN ACTIVE SUBSTITUTE POOL OF OVER 1150.
UH, MEMBERS. NOW WE GO TO RICHARDSON ISD. I HAVE A STUDENT ENROLLMENT OF 39,500. DAILY SUBSTITUTES REQUESTED ON AVERAGE IS 200. THEY HAVE AN ON-SITE TEAM OF TWO FTES. THEY'RE FILL RATE IS 86% AND THEY HAVE AN ACTIVE SUB POLE OF OVER 900 PEOPLE. ME AND FISD IS THE LAST THAT WE'LL TALK ABOUT THIS EVENING. THEIR STUDENT ENROLLMENT IS 35,200. THEY HAVE ON AVERAGE 250 SUBS REQUESTED. THEY HAVE AN ON SITE TEAM OF TWO FTES. THEIR CURRENT FILL RATE IS AT 88% AND THEY'RE ACTIVE SUBSTITUTE POOL CONSISTS OF OVER 800 PEOPLE. SO AT THIS TIME, I'D LOVE TO ENTERTAIN OR UH, FRED AND JENNA. WE'D LOVE TO ENTERTAIN ANY QUESTIONS THAT YOU LIKE. LET ME ASK YOU, DR HENSLEY . UH, THE SUBS WE CURRENTLY HAVE . THEY WILL ALL GO THROUGH THIS PROGRAM IF THEY WANT TO JOIN IN OTHERWISE, YES, ONE OF THE FIRST THINGS THAT THAT THEIR TEAM WILL DO IS REACH OUT DIRECTLY TO ALL OF OUR CURRENT SUBS AND WORK ON ON BOARDING THEM INTO THIS SYSTEM. HERE. THE CONTRACT. WAS IT A ONE YEAR THREAD THAT WE CORRECT. OUR CONTRACTS ARE ONE YEAR WE HAVE TO EARN OUR KEEP EVERY YEAR. THE IS DEDICATED TO THIS DISTRICT. OR IS IT SPREAD ACROSS MULTIPLE DISTRICTS? THIS IS A GREAT QUESTION, SO THE ACTIVE SUB POOL WILL BE THE SUBSTITUTES THAT HAVE SIGNED UP TO WORK IN MESQUITE ISD. WE DO HAVE A FEW THAT WILL CROSS UP, BUT WHAT WE TRADITIONALLY SEE IS THAT SUBSTITUTES ARE PRETTY LOYAL TO THE DISTRICT THAT THEY SERVICE. SO WHILE THERE MAY BE A HANDFUL THAT ARE CROSS DISTRICT SUBS, A GOOD MAJORITY OF THOSE NUMBERS ARE GOING TO BE SOLELY DEDICATED TO WORKING IN MOSQUITOES DAY. IT SOUNDS LIKE ONE OF THE BIG SUCCESSES OF ESS IS RECRUITING NEW SUBS. IS THAT RIGHT? YES. YES, ABSOLUTELY. S A VERY DIFFICULT THEY ARE TO GET SO, YES. UH, SO THIS IS AN ACTION, ADAM. SO Y'ALL ARE GUARANTEEING 96% YEAH, YEAH, I THINK THAT WE WILL EASE INTO THAT NUMBER. BUT THAT WOULD ULTIMATELY BE THE GOAL. IT'LL PROBABLY TAKE US. IT'S USUALLY A FEW YEARS, ISN'T IT BEFORE WE GET TO THAT OPTIMUM? TRADITIONALLY IT'S ABOUT A YEAR TO CYCLE THROUGH ALL OF THE BEST PRACTICES THAT YOU CAN SEE, UM THE NUMBERS THAT WERE PRESENTED. SO FOR EXAMPLE, MANSFIELD WAS ON THERE. MANSFIELD WAS A NEW START FOR US THIS YEAR. UM, HERE TO DATE DATA IS IN THE EIGHTIES. IF YOU LOOK AT THE LAST THREE MONTHS, THEY CONSISTENTLY BEEN SO YOU WILL SEE THAT INCREMENTAL INCREASE GOOD AT THE END OF THE I CAN SAY THOSE WHAT WE ARE PRAYING TODAY. IT. WE WILL GO WITH WHAT WE'RE CURRENTLY PAYING TODAY. UM BUT WE CERTAINLY WILL ALWAYS LOOK AT THAT ANNUALLY.
WHAT'S THE PROCESS? JUST SHORT ON AS FAR AS WHEN YOU HAVE A SUB THAT YOU NEED TO GET RID OF, YOU
[01:55:01]
KNOW THEY'RE NOT WORKING OUT OR SOMETHING HAPPENS ON THE CAMPUS. DOES THAT COME THROUGH THE DISTRICT OR DOES THAT GO THROUGH ESS OR? YES UM, ANOTHER GREAT QUESTION. SO ANY DISCIPLINARY ACTIONS THAT NEED TO BE TAKEN WITH THE SUBSTITUTE THAT'S EMPLOYED BY ESS. WE DON'T MIND HANDLING THOSE. WHAT WE DO WE ASK IS FOR, UM, THE CAMPUS TO LET US KNOW WHAT OCCURRED AND ALSO WHAT THEY WOULD LIKE TO SEE FROM AN ACTIONABLE ITEM WILL PARTNER WITH HR TO MAKE SURE THAT THE ACTION IS APPROPRIATE. UM, BUT WE'LL HANDLE ALL THE DISCIPLINARY ACTIONS. HM? I TOOK AND MR ROSE SECOND, MR. UM OK, MISTER SEWARD, IS THERE ANY DISCUSSION? OK UH, THIS IS ABOUT ALL THOSE IN FAVOR SAY AH OPPOSED SAME SIGN. GUESS. WHAT MOTION, CARRIE. THANK YOU. THANK YOU APPRECIATE IT. OK, UM THE AUDITORS ROLE PRESENTATION. HE'S HOOKED, MR AND GOOD EATING, MADAM PRESIDENT. DOCTOR RIVERA BOARD. I UNDERSTAND THAT THE, UH, COMPENSATION PACKAGE IS RIGHT AFTER ME. SO THE SHORTER MY PRESENTATION, THE HIGHER MY SALARY INCREASE. THERE YOU GO.WE'LL WORK THAT IN HERE. SO GOOD EVENING. I'M BRIAN HIN. AND I'M THE, UH, INTERNAL AUDITOR FOR THE SCHOOL DISTRICT. UH, SEVERAL YEARS AGO. 16 PLUS, UM MISD DECIDED IN ITS WISDOM I BELIEVE TO EMPLOY THE INTERNAL AUDITOR. TO SUPPORT THE INTERNAL CONTROLS AND COMPLIANCE PROCESSES HERE IN MESQUITE, ISD. AND I'VE BEEN SERVING THAT ROLE COMING UP ON SEVEN YEARS. UM IN OUR DC LEGAL POLICY WE INDICATE AND THIS IS A RELATIVELY STANDARD ACROSS PROBABLY THE UNITED STATES IF THE DISTRICT EMPLOYS AN INTERNAL AUDITOR, THAT THERE'LL BE AN INDEPENDENCE RELATIONSHIP BETWEEN THE, UH THE WORK AND THE PROCESSES IN THE DEPARTMENTS. AND THAT THE INTERNAL AUDITOR WILL IMPORT IN FACT, REPORT DIRECTLY TO THE BOARD. UH, AS YOU WELL KNOW, I REPORT TO AN AUDIT COMMITTEE OF TWO, MR SEWARD, MR BINGHAM AND HAVE A, UH AND, UM THANK THEM FOR THEIR, UH, PARTNERSHIP FOR THE MANY YEARS AND THEIR ENCOURAGEMENT AND WE HAVE A GOOD WORKING RELATIONSHIP, I WOULD SAY. AUDITORS AUDITORS, AUDITORS, ONE AUDITOR IS THE SAME AS ANOTHER RIGHT WELL APART FROM BEING ALL NEAR SIGHTED. AND HAVING A FLOW CHART OF OUR VACATION PLANS TO BRANSON. THERE ARE DIFFERENCES IN AUDITORS, SO WE HAVE AN EXTERNAL AUDITOR AS THE STATE MANDATES FOR OUR FINANCIAL SO WE HAVE WHITLEY PENN THAT DOES THAT THEY ARE COMPLETELY INDEPENDENT.
THEY ARE A VENDOR. WE HAVE, UM, REVIEWED THEM AND HAD DIFFERENT EXTERNAL AUDITOR PROGRAMS FOR SEVERAL YEARS. I MYSELF AND EMPLOYEE OF MISD. AND I COME IN TO AUDIT AND WORK IN PARTNERSHIP WITH PRIMARILY OUR FINANCIAL OPERATIONS. IF YOU LOOK ACROSS THE FULL GAMUT OF INTERNAL AUDIT OPERATIONS IN OTHER SCHOOL DISTRICTS, YOU SEE SOME THAT WILL BE, UH, INVOLVED IN VARIOUS VERY SPECIFIC AREAS OF, UH, FOR EXAMPLE. IT COMPLIANCE CONSTRUCTION. UH APPLY, UH, COMPLIANCE UM OR DALLAS ISD. THEY HAVE 20 PEOPLE, SOME THAT WORK SPECIFICALLY JUST WITH CERTAIN CAMPUSES. UM THAT THE STRUCTURE OF MY WORK IS LARGELY ON THE FINANCIAL ROLE. SO I'M IN THERE LOOKING AT, UH UH, MONEY, NOT NECESSARILY FROM THE FINANCIAL STATEMENT STANDPOINT, FROM THE OPERATIONAL STANDPOINT AT THE CAMPUSES AND DEPARTMENT LEVELS I AM BOUND BY AN AUDIT CHARTER, WHICH IS REVIEWED AND APPROVED EACH YEAR. IT BUILDS THE EXPECTATIONS FOR THE INTERNAL AUDITOR ROLE, AND IT WANTS TO CARVE OUT SPECIFICALLY BASED ON THE, UH, INTERNAL AUDIT STANDARDS OF INDEPENDENCE, OBJECTIVITY AND SKILL. SO I HAVE TO MAINTAIN ALL OF THOSE IN THE AREAS THAT I, UH LOOK AT, AND IF I DON'T HAVE ANY ONE OF THOSE, THE RESULTS COULD POTENTIALLY BE COMPROMISED. SO WE WANT TO BE UM , MAKING SURE THAT I FOLLOW THOSE AND THE DO PROFESSIONAL CARE. IT'S IMPORTANT THAT AS A SINGLE INTERNAL AUDITOR THAT I PARTNER VERY CLOSELY WITH OUR, UM OUR DIRECTORS, OUR EXECUTIVE DIRECTORS AND OUR ASSISTANT SUPERINTENDENTS TO FULLY UNDERSTAND THE PROCEDURES. UH THE PROGRAMS CHANGE AS LEGISLATION CHANGES AS LEADERSHIP POSITIONS, CHANGE AND PROCESSES CHANGE, SO I'M I'M OFTEN TRYING TO FIND OUT WHAT'S WHAT THE LATEST TRENDS ARE AND HOW OUR, UH PROCESSES ARE ARE CHANGING. HERE'S OUR CURRENT INTERNAL AUDIT STRUCTURE. UH UH, IN TERMS OF WHO I REPORT TO, UH, MY WIFE AND DAUGHTERS AND GRANDDAUGHTERS ARE NOT LISTED HERE. BUT I DO REPORT TO THEM, UH, IN THE MIDDLE THERE, I REPORT TO OUR AUDIT COMMITTEE MEMBERS, UH, WITH A SOLID LINE. I HAVE A DOTTED LINE TO MR PRADO
[02:00:02]
AND THE SUPERINTENDENT OF FINANCE AND OPERATIONS AREA, AND , UH, AS I HAVE NEEDS FOR PARTNERSHIP, UH, LIAISONS TO NEW PROCESSES. I'LL WORK WITH MR PRADO, MISS CHAPPELLE AND THE TEAM TO, UM THE BONE UP ON THE AREAS THAT I NEED TO BE WORKING WITH. THE AUDIT COMMITTEE, WHICH I MEET WITH TWICE A YEAR INCLUDES ALSO THEN DOCTOR RIVERA IN REVIEWS OF MAJOR ITEMS THAT ARE TAKING PLACE GETTING HIS GUIDANCE. UH, HIS UNDERSTANDING OF THE PROCESSES THAT I GO THROUGH AND THEN, MISS. UH ANDREA, UH, HENSLEY ALSO SERVES IN AN ASSISTANT SUPERINTENDENT PERSONNEL ROLE ON THE AUDIT COMMITTEE. SO WHAT DO I TAKE A LOOK AT IN TERMS OF AUDIT, SO THEY'RE THERE ARE RISKS WHEN YOU THINK ABOUT RISK AND AUDIT. PEOPLE THINK FINANCIALLY. WELL WHEN I DECIDE AND, UH, PROPOSE TO THE AUDIT COMMITTEE, THE AUDIT PLAN THERE'S THESE PARAMETERS HERE LISTED ON THE LEFT ARE THE AREAS WHICH TRADITIONALLY LOOK AT IN TERMS OF SLOTTING OUT THE TIME JUST LIKE ANYTHING ELSE IN A DISTRICT . WE DON'T HAVE THE TIME NOR THE MONEY TO DO EVERYTHING. SO WE HAVE TO PRIORITIZE THOSE THINGS THAT I DO. WE'LL TAKE A LOOK AT THE MATERIALITY OF THE AREA AND YOU'D LOOK AT COMPLIANCE. IF THERE'S A LOT OF REGULATIONS THAT HAVE CHANGED THE RISK OF DIVERSION LOSS OF ASSETS. UM PERSONAL STUDENT DEVICES. THAT'S YOU KNOW, THAT'S A BIG GROWING AREA. HOW DO WE MANAGE THAT? SO THAT'S AN AREA WE NEED TO TAKE A LOOK AT, UH TIME SINCE THE LAST AUDIT. MANY THINGS MAY HAVE CHANGED MANAGEMENT PERSONNEL.WHEN WE BRING IN A NEW LEADERSHIP OVER AN AREA WE WANT TO BE IN BE EMBEDDED WITH THAT PROCESS. AND THEN THE LIMITATIONS ON INTERNAL AUDITORS . CAPACITY TO DO EVERYTHING PRIORITIZE THOSE THE THEY'RE RANKED ON A GRID, AND THAT'S WHAT'S PRESENTED AS AN AUDIT PLAN. UH, HERE ON THE RIGHT IS THE BREAKDOWN ESSENTIALLY OF THE LAST CALENDAR YEAR ABOUT 55% OF MY TIME IS WORKING ON CAMPUS AUDITS, AND I DO A THIRD OF THE CAMPUSES EVERY YEAR. UM I DO DO SOME TOUCH POINTS ON MAJOR ITEMS ACROSS ALL CAMPUSES, BUT THESE ARE ANYWHERE FROM A TWO DAY TO A TWO WEEK, UM, WORK WITH THE LEADERSHIP ON EACH CAMPUS TO GO. THROUGH UH AND I'LL SHOW YOU AN EXAMPLE HERE VERY SHORTLY OF WHAT THAT LOOKS LIKE. 27% ABOUT BETWEEN 25 AND 30% OF MY TIME SPENT ON OTHER ITEMS. UH, WAREHOUSE AUDIENCE, PRE K PROGRAMS. BILINGUAL ESL AUDITS.
UM UM AD HOC REQUESTS COME FROM ALSO LEADERSHIP AND FROM THE BOARD. ON OCCASION. I DO SOME TRAINING AND CONSULTING ESPECIALLY WITH NEW A PS THAT ARE IN FIXED ASSET ROLES WHO HAVE VERY LITTLE EXPERIENCE TO THAT I KIND OF PARTNER WITH THEM. SHOWING HOW WHAT MODELS? UH, IN THE IMMUNE SYSTEM ARE USED FOR THAT. OR FRAUD HOTLINE, WHICH I'LL TOUCH ON BRIEFLY TAKES A LITTLE BIT OF OUR TIME OPERATIONAL MIS, UH, RISK MANAGEMENT UPDATES. THIS IS KIND OF A BROAD ENTERPRISE RISK ASSESSMENT OF OUR DISTRICT AND THEN, UH, WORKING WITH THE AUDIT COMMITTEE AND ADMINISTRATION TAKES THE RESIDUAL AMOUNT. VERY HIGH LEVEL OPERATIONAL RISK MANAGEMENT SAYS AGAIN. WE ARE NOT JUST A FINANCIAL RISK. WE HAVE OPERATIONAL RISKS CHANGES IN DEPARTMENT HEADS. WE HAVE CHANGES IN COMPLIANCE. SO ALL THESE THINGS NEED TO BE ASSESSED BY OUR LEADERS. AND I'VE CREATED A GRID. I DON'T MANAGE TO IT. I JUST REPORT ON IT AND ALL OUR DIRECTORS NEED TO BE AWARE OF WHEN THEY HAVE A PROCESS PROBLEM LACKING IN STAFF. LACKING IN FUNDING. THEY NEED TO BE LOOKING AT THE RISKS. POTENTIALLY THAT THEY HAVE IN THEIR AREAS ON THE RIGHT ARE THE DIFFERENT AREAS THEY MAY LOOK AT, YOU KNOW, MOST SPECIFICALLY FINANCIAL AND TECHNOLOGICAL UM, THAT THEY MAY REVIEW JUST ON A HIGH LEVEL. WHAT IS AN INTERNAL AUDIT LOOK LIKE FOR A CAMPUS AUDIT HERE IN THE MAIN FOUR AREAS. FINANCIAL OVERSIGHT, CASH HANDLING. ONE THING OUT OF COVID CASH IS DOWN IN ITS USE ON CAMPUS AS WE GO TO MORE ONLINE, WHICH HAS ITS OWN ISSUES. BUT WE TAKE A LOOK AT THE PROPER HANDLING OF THAT, ESPECIALLY AT THE CLUB LEVEL STUDENT ATTENDANCE. WE DO SOME SAMPLING SINCE A LOT OF OUR FUNDING IS BASED ON THAT. SO I PARTNER ON THE SKYWARD TEAM FIXED ASSET OVERSIGHT. WE HAVE INVENTORY WE HAVE TENS OF MILLIONS OF DOLLARS WORTH OF EQUIPMENT ON OUR CAMPUSES, AND WE WANT TO MAKE SURE IT'S PROPERLY MANAGED AND LOOKING AT GRANTS HANDLING OF GIFTS. PAYROLL SAMPLING FIELD TRIPS ARE ALSO UN VIEWED. SO SOME OF THE MOST RECENT THINGS JUST COMING OUT OF THOSE CAMPUS AUDITS. WE KNOW THAT WE HAVE SMALL CAMPUS ADMINISTRATIVE STAFFS AND TO BE EFFICIENT. WE SHOULD, BUT WE HAVE A PROBLEM AND ON TEAM WITH ONE PERSON ON A CAMPUS DOES VIRTUALLY EVERYTHING FINANCIALLY. THAT'S A THAT'S A THAT'S A RED FLAG. IF WE CAN'T SEPARATE THOSE DUTIES IN TERMS OF CASH, HANDLING AND PAYMENTS WE NEED TO BUILD IN CONTROLS IF OUR ACCOUNTING TEAM IS ON THE BALL, AND THEN THEN WE'RE IN GOOD SHAPE. INVENTORY. YOU KNOW, WE'VE GOT 38,000 STUDENTS 38,000 CHROMEBOOKS OUT THERE. SO HOW DO WE MANAGE TO THAT? ALSO WHEN WE MAKE NEW PURCHASES INTO THE CAFETERIA, ARE WE MANAGING? UH THOSE ASSETS CLUB FUNDRAISING OVER HERE ON THE RIGHT. YOU SEE $1.8 MILLION OF CLUB MONEY WAS SITTING ON THOSE ACCOUNTS FOR THE OUR CAMPUSES AT THE BEGINNING OF THIS YEAR, AND I WAS PLEASED TO HEAR THAT THE KIDS EARLIER TALKING ABOUT DOING EXTRACURRICULAR ACTIVITIES. THERE'S MONEY AVAILABLE IN MOST OF THESE CASES FOR THESE KIDS TO BE INVOLVED IN THE COMMUNITY AND USING SOME OF THOSE MONEY. THAT'S SOME OF THAT MONEY. AND
[02:05:03]
THEN JUST CLUB OVERSIGHT. MANY OF OUR SPONSORS ARE UNPAID. AS CLUB SPONSORS OTHER THAN OUR CT, FOLKS, THEY'RE THEY'RE THEY'RE TEACHERS, AND SO WE WANNA PARTNER WITH THEM TO HELP GIVE THEM SOME FINANCIAL GUIDANCE ON HOW TO MANAGE THOSE SORTS OF THINGS. LAST TOPIC ARE FRAUD HOTLINE. FIVE YEARS AGO, WE PARTNERED WITH LIGHTHOUSE, UH, INCORPORATED OWNED BY CENTO AND WE HAVE AN ONLINE ON OUR WEBSITE AND ABILITY FOR FOLKS ON AN ANONYMOUS BASIS AS AN EMPLOYEE TO REPORT INFORMATION THAT THEY THINK MAY BE PERTINENT TO POTENTIAL FRAUD, THEFT MALFEASANCE ON OUR CAMPUSES. UH THERE'S ALSO A PHONE LINE, WHICH IS SUPPORTED IN 27 DIFFERENT LANGUAGES. AND, UM ON A PROBABLY ABOUT ONCE OR TWICE A MONTH. I'LL GET SOMETHING INTO THAT SOMETIMES IT'S JUST A AND PERSONNEL ISSUE. WE HAND THOSE OFF APPROPRIATELY TO THE PERSONNEL TEAM. IF THERE'S A PAYROLL CONCERN, SOMETHING LIKE THIS. I WILL PARTNER WITH OUR TEAMS, UH, TO WORK THROUGH THOSE AND THEN ALERT THE BOARD AND THE APPROPRIATE ASSISTANT SUPERINTENDENT IF THERE'S OTHER INFORMATION. A LOT OF THINGS VERY BRIEFLY. I SAID THE LAST THING I DO DO NEW PRINCIPAL AUDIT REVIEWS. SO AS A NEW PRINCIPAL COMES ON TO A CAMPUS OUR NEW NORTH MESQUITE PRINCIPAL, I'LL BE WITH THEM A COUPLE OF HOURS THIS SUMMER. SAY HERE WAS YOUR LAST AUDIT. WELCOME TO OZ. AND HERE ARE THE THINGS YOU CAN HELP. UH, WORK ON. WE DON'T WANNA GET THEM OUT THERE WITHOUT UNDERSTANDING WHERE THEY CAME FROM IN THAT AREA. UH, LAST YEAR, I BEGAN HAVING AN AUDIT INTERN AT COLLEGE. UH YOUNG PERSON COME IN . WE'LL HAVE ANOTHER ONE THIS YEAR. A YOUNG LADY FROM, UH AT EAST TEXAS BAPTIST UNIVERSITY WILL BE PARTNERING WITH ME FOR TWO MONTHS STARTING IN JUNE. I DO ALSO HELP WITH OUR CAMPUS SECRETARY, MENTOR AND SUBSTITUTE SUPPORT PROGRAM. UM WE STARTED BUILDING IN SOME TRAINING AND SOME ABILITIES TO SUPPORT OUR CAMPUS SECRETARIES. AND SO I'VE BEEN HELPING THEM IN THAT REGARD AND THEN OTHER PROJECT WORK WITH MR PRADO FIXED ASSETS FUNDRAISING COMING UP WITH SOME BRAINSTORMING IDEAS TO MAKE THOSE PROCESSES MORE EFFICIENT. OTHER QUESTIONS. I DO HAVE ONE ON THE, UH, CAMPUS AUDITS. CAN YOU TALK ABOUT THE POSS? THE FEEDBACK YOU GET FROM THE DIFFERENT CAMPUSES THROUGH THAT PROCESS. I KNOW THE REPORT'S PRETTY THICK THAT GARY MIGHT GET ON THAT. AND YOU DID A LOT OF WORK ON IT. AND THE AFFECTS OF THOSE REPORTS THAT YOU'VE SEEN OVER THE LAST FOUR OR FIVE YEARS. INVARIABLY THE SECRETARIES OF THE HIGHEST OF FINDING OUT THE SUPPORT. THEY JUST THEY DIDN'T KNOW WHAT THEY DIDN'T KNOW. IN MANY CASES, UH, I HAVE AND WE'LL BE SHARING WITH THE AUDIT COMMITTEE. I'VE ASKED THE THREE HIGH SCHOOLS THAT I, UH UH, DIDN'T EAT O WITH THIS YEAR TO GIVE ME A FEEDBACK SURVEY AND THEY'VE SAID THAT IT'S BEEN VERY HELPFUL TO THEM. UM I THINK IN GENERAL WE TRAIN OUR OUR SUPERINTENDENTS TO BE GOOD MANAGERS OF STUDENTS AND PEOPLE IN CURRICULUM, WE SUFFER SOMETIMES IN JUST IN IN UNDERSTANDING OF FINANCIAL PIECES, SO THEY JUST THEY JUST APPRECIATE HAVING SOMEONE'S KIND OF PARTNERING WITH THEM. ONCE THEY GET THEIR BUDGET TO HELP SHEPHERD THEM IN, UH SOME SOME DIFFERENT QUESTIONS, AND THEN I'LL PARTNER WITH ACCOUNTING AND PAYROLL TO KIND OF BRING THAT TOGETHER, BUT THE I'VE NEVER BEEN TURNED AWAY. YOU KNOW, THEY NEVER LIKE TO HAVE AN AUDITOR COME, BUT I'M NOT COMING TO SAY HEY, I FOUND THESE THINGS I'M COMING TO SAY, HEY, WE CAN HELP WITH THESE THINGS, AND IF THERE'S ALWAYS A FOLLOW UP PROCESS, SOMETHING THAT WAS BROKEN. I SAY, LET'S BE CONSERVATIVE IN GETTING THIS FIXED. I DON'T SAY LET'S GET THIS TOMORROW UNLESS IT WAS LIKE WE GOT A BUNCH OF MONEY TO BE DEPOSITED. BUT I WILL WORK WITH YOU FOLKS TO MAKE SURE THOSE PROCESS GET IN PLACE. I GET REALLY GOOD FEEDBACK FROM CAMPUSES ON YOUR WORK. BRIAN'S BEEN GREAT TO WORK WITH, UH, HE'S DONE A REALLY GOOD JOB OF HELPING TRAIN OUR SECRETARIES OR IN OUR FOLKS ON THEY'RE ALL IN THE EDUCATION BUSINESS. THEY'RE NOT A NUMBER OF PEOPLE MONEY PEOPLE, BUT BRIAN'S HELPING A LOT WITH THAT. SO THANK YOU FOR ALL THAT. THANK YOU VERY MUCH, VERY MUCH. THANK YOU. ALL RIGHT, DOCTOR HENSLEY. OUR COMPENSATION. PLAN PROPOSED COMPENSATION. YES, MA'AM. SO EARLIER THIS EVENING, UH, WE ALL KNOW THAT WE PARTICIPATED IN A BOARDWALK SHOP, UH, WHERE A PRESENTATION WAS GIVEN BY KEITH MACKLEMORE OF TASBY. UH AND SO I'M GONNA SUMMARIZE SOME KEY THINGS FROM THAT PRESENTATION.UH, HERE IN OUR OPEN SESSION. UH, FIRST I WANNA MAKE SURE WE UNDERSTAND THE BACKGROUND. SO TASBY IS THE TEXAS ASSOCIATE ASSOCIATION OF SCHOOL BOARDS AND THAT CONDUCTED SYSTEMS REVIEW OF MESQUITE INDEPENDENT SCHOOL DISTRICT DURING THE 2324 SCHOOL YEAR, SOME OF THE SERVICES AND OR DELIVERABLES INCLUDE AN ANALYSIS OF COMPETITIVE PAY POSITION IN THE LOCAL JOB MARKET AND RECOMMENDED ADJUSTMENTS OF PAY STRUCTURES ALIGNED WITH MARKET RATES. SO AGAIN. WE'RE GONNA GO THROUGH JUST A QUICK SUMMARY. OF WHAT? MR MACKLEMORE, UH, TALKED TO US ABOUT IN OUR,
[02:10:08]
UM, WORKSHOP THIS AFTERNOON, SO THE MARKET DISTRICTS ARE I CALL THEM. OUR COMPETITORS, UH, ARE ON THE BOARD. MR MACKLEMORE TALKED ABOUT THOSE THIS AFTERNOON. AND THESE ARE ESSENTIALLY OUR COMPETITORS. THESE ARE THE DISTRICTS THAT ARE CLOSE TO US THAT OUR TEACHERS TEND TO GO TO OR WE GET TEACHERS FROM AND SO, UM, THESE ARE DISTRICTS FROM REGION 10 AND UH, AND AGAIN, THESE ARE JUST OUR COMPETITORS IN THE MARKET. WE ALSO FOUND OUT UH, THIS AFTERNOON IN OUR BOARD WORK SESSION THAT, UM, WE ARE DOING WELL WITH OUR TEACHER SALARIES IN MESQUITE ISD. UM, THE FIRST ROW IS MESQUITE SALARIES BASED ON THE NUMBER OF YEARS DIVIDED 05, 1015 AND 20, THEN AN AVERAGE SALARY IN THE LAST COLUMN. THE SECOND ROW. IS THE LOCAL MARKET MEDIAN. UH AND SO AGAIN, ALL OF THE MARKET DISTRICTS THAT WE SAW TASBY TAKES AN AVERAGE OR A MEDIAN OF THOSE, UM, DISTRICTS THAT WE COMPETE WITH AND THEY GIVE US THAT NUMBER THERE. UM AGAIN, WE CAN SEE THAT MESQUITE FARES WELL IN EACH OF THE CATEGORIES RELATED TO TEACHER SALARY. THE NEXT ROW IS PERCENT OF MARKET AND SO THIS IS WHERE WE ARE, UM, RELATED TO AGAIN OUR MARKET OR OUR COMPETITORS THAT YOU SAW IN THE FIRST SLIDE. AND SO WHEN YOU LOOK AT THE MEDIA AND THE MARKET MEDIAN, UM ZERO YEARS WE'RE AT 100 AND 2% SO 2% ABOVE THE MARKET. UH, FIVE YEARS WERE 4. ABOVE THE MARKET 10 YEARS OR 6% ABOVE THE MARKET. 15 YEARS WERE 6% ABOVE THE MARKET 20 YEARS OF THE MARKET. AND THEN THE LAST ROW JUST GIVES YOU THAT AMOUNT. THE DOLLAR AMOUNT, UH, WHERE WE STAND ABOVE THE MARKET MEDIAN. HAS BEEN MADE RECOMMENDATIONS TO US THIS EVENING OR THIS AFTERNOON. UH, RECOMMENDATION. ONE IS RECOMMENDED STRONG STARTING SALARIES. AND SO WHAT? THAT WOULD MEAN, UH IN THE TEACHER POOL WOULD BE WE WOULD RECOMMEND A $62,000 STARTING SALARY FOR TEACHERS NEXT YEAR, SO AT ZERO YEARS EXPERIENCE, A TEACHER WOULD COME INTO OUR DISTRICT AND MAKE 62,000 ANNUALLY. THEY ALSO RECOMMENDED THAT WE ALIGN OUR MIDPOINTS OUR SAL. MID POINTS WITH THEIR MARKET. UH, FINDINGS. RECOMMENDATION NUMBER TWO. THEY RECOMMENDED THAT WE ADOPT A GENERAL PAY INCREASE, ALSO KNOWN AS GP. I TO MAINTAIN MARKET POSITION. AND SO WHAT? THAT WOULD LOOK LIKE FOR US, AND WE'RE MAKING THIS RECOMMENDATION AS A PART OF THE BUDGET PROCESS THAT MR PRADO WILL PRESENT. UM 2% OF MIDPOINT RAISES FOR ALL JOB GROUPS. WHAT THIS EQUATES TO IS A $1300 RAISE PER CONTINUING TEACHER, UH, FOR 100 AND 87 DAYS, TEACHERS WHO WORK ABOVE 100 AND 87 DAYS THAT WOULD BE PRORATED ACCORDINGLY. FOR OUR TEACHER STRUCTURE, THE GP. I IS CALCULATED AS A PERCENTAGE OF THE MARKET MEDIAN SALARY, WHICH IN OUR MARKET IS $64,670. FOR OTHER PAY GROUPS. WHAT THIS WOULD MEAN IS GP. I WOULD BE CALCULATED AS A PERCENTAGE OF THE EMPLOYEES PAY GRADE MIDPOINT. UH MR MACKLEMORE ALSO TALKED TO US THIS EVENING ABOUT THE BENEFITS OF, UH OF A MARKET BASED PAY SYSTEM. AND SO THIS IS AGAIN. UM RAISES BASED ON MID POINTS, WHETHER THAT BE MARKET MEDIAN MIDPOINT OR PAY GRADE MIDPOINT. AND SO THE BENEFITS OF THAT PAY SYSTEM ARE IT ACCELERATES PAY TO MARKET VALUE MORE QUICKLY. AVOIDS EXTREME POLARIZATION OF PAY FOR THOSE DOING THE SAME OR SIMILAR JOB WITHIN A PARTICULAR PAY GRADE. MAINTAINS PAY DIFFERENTIATION BETWEEN EMPLOYEES IN THE SAME PAY GRADE, FOR EXAMPLE, IF DIFFERENCE IN SALARY BETWEEN TWO AIDES IS $500, THAT DIFFERENCE IS MAINTAINED. EMPLOYEES BENEFIT FROM A MARKET BASED PAY INCREASE AND THEN REWARDS EMPLOYEES DOING THE SAME JOB IN EQUAL AMOUNT FOR THE SAME YEAR OF SERVICE. ALSO PUT ON THIS SLIDE. UM, HOW IT LOOKS, AND THIS IS THE INFORMATION THAT WE WOULD COMMUNICATE TO STAFF MEMBERS ON HOW THEY COULD CALCULATE THEIR RAISES BECAUSE IT IS DIFFERENT THAN JUST CALCULATING IT AS 2% OF YOUR CURRENT SALARY, AND SO I WON'T READ THIS SLIDE. BUT I WANT YOU TO KNOW THAT THIS IS PART OF THE COMMUNICATION THAT WE WOULD PUT OUT TO ALL OF OUR EMPLOYEES TO HELP THEM[02:15:04]
UNDERSTAND EXACTLY HOW TO CALCULATE THEIR, UH, PAY PAY INCREASE AS A PART OF THE MARKET MEDIAN OR MIDPOINT OF THEIR PAY. AND SO AGAIN, THAT'S COMMUNICATION THAT WE WOULD WORK WITH MISS JOB TO SEND OUT TASBY ALSO, UH, INDICATED, UH, THIS AFTERNOON THAT THEY HAVE SOME OTHER GOOD COMMUNICATIONS THAT WE CAN SEND OUT TO HELP EDUCATE OUR EMPLOYEES ON HOW TO CALCULATE THAT AND CERTAINLY, UH, WE AND THE PERSONNEL SERVICES DEPARTMENT, OUR PAYROLL DEPARTMENT WILL WORK HARD TO WORK WITH OUR EMPLOYEES TO HELP THEM UNDERSTAND AS WELL.RECOMMENDATION THREE WAS PROVIDE ADJUSTMENTS TO ADDRESS MARKET DIFFERENCES AND MAINTAIN EQUITY AND SO AGAIN, THOSE WERE PART OF THE CALCULATIONS THAT WE ALL SAW AS FAR AS THE IMPACT TO THE OVERALL BUDGET. UM AND MR PRADO ALSO HAS THAT INCLUDED IN HIS BUDGET PROPOSAL THAT HE'LL PRESENT TO YOU WHEN THAT TIME COMES. DOES ANYONE HAVE ANY QUESTIONS RELATED TO ANY OF THE TASBY PAY, STUDY OR RECOMMENDATIONS? THAT WE TALKED ABOUT. THIS AFTERNOON.
CLARIFICATION MAYBE YES. JUST FOR THOSE THAT MAY STILL BE LISTENING. SO WHAT THIS MEANS, IF ALL THIS COMES TO FRUITION IS THAT THE WAY I UNDERSTAND. THIS IS A LOT OF THE TEACHER INCREASES WOULD BE SIMILAR BECAUSE THEY'RE ALREADY ON A SET SCALE. YES, SIR. WHAT WE'RE LOOKING AT AFTER THAT, WITH CONTRACTS OF PEOPLE ABOVE, TEACHER AND COUNSELOR ADMIN PEOPLE LIKE THAT EVERYONE'S PAY INCREASE IS GOING TO BE DIFFERENT BASED ON WHERE THEY ARE IN RELATION TO THE NEW MIDPOINT THAT'LL BE SET BY TASBY . IT'LL BE BASED ON THE PAY GRADE THE MIDPOINT OF THE PAY GRADE THAT THEY ARE CURRENTLY UNDER. YES, SIR. SO THE EXAMPLE WOULD BE TWO PEOPLE WORKING ACROSS THE HALL FROM EACH OTHER WITH THE SAME AMOUNT OF TIME THAT MAY BE MAKING A DIFFERENT SALARY FOR WHATEVER PURPOSE THAT'LL EVENTUALLY START TO CORRECT ITSELF AS WE BASE OFF THE MIDPOINT OF WHERE THEY ARE IN RELATION TO THE MIDPOINT.
YES, SIR. PROBLEMS. YES. THANK YOU ALL. YEAH. OK?
