[I. CALL TO ORDER]
[00:00:08]
GOOD EVENING. WELCOME TO THE MESQUITE BOARD OF TRUSTEES MEETING. APPRECIATE EVERYBODY BEING HERE TONIGHT. WE'LL TRY TO GET THIS OVER BY MIDNIGHT TONIGHT. JUST KIDDING. JUST KIDDING. MOVE TO ADJOURN. WE HAVEN'T EVEN STARTED THE MEETING YET. IN ACCORDANCE WITH THE TEXAS OPEN MEETINGS ACT, I NOW CALL THIS MEETING TO ORDER OF THE MESQUITE INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES. ON THIS MONDAY, OCTOBER THE SEVENTH, 2024 AT 6:01 P.M. I ALSO CONFIRMED THAT A QUORUM OF BOARD MEMBERS IS PRESENT AND THAT THIS MEETING WAS POSTED IN COMPLIANCE WITH THE TEXAS OPEN MEETING ACT. AGAIN, THANK YOU ALL FOR YOUR ATTENDANCE TONIGHT.
WE WILL NOW PROCEED WITH THE AGENDA. WE WILL NOT BE GOING INTO EXECUTIVE SESSION LIKE WE NORMALLY DO. THERE'S NOTHING TO DISCUSS. SO WE'RE GOING TO GET YOU OUT OF HERE EARLIER TONIGHT.
SO BEFORE WE START, WE'RE GOING TO HAVE AN INVOCATION BY THE REVEREND REGINALD JEFFERSON, PASTOR AT NEW HOPE BAPTIST CHURCH, FOLLOWED BY THE PLEDGE OF ALLEGIANCE THAT WILL BE LED BY THE STUDENTS FROM PIRRUNG ELEMENTARY SCHOOL. THE SPONSOR IS TAMMI FRONING. YOU ARE ALL INVITED TO JOIN IN THE INVOCATION AND PLEDGES, IF YOU WISH. PLEASE STAND IF YOU WISH.
I'D LIKE TO SAY GOOD EVENING TO EVERYONE. WOULD YOU PLEASE BOW WITH ME? OUR GRACIOUS FATHER, WE COME BOLDLY TO THE THRONE OF GRACE, SEEKING MERCY AND YOUR GRACE TO HELP IN THIS, OUR TIME OF NEED FOR LORD, WE REALIZE WE NEED YOU EVEN IN SUCH A TIME AS THIS. WE WANT TO FIRST OF ALL, SAY THANK YOU FOR YOUR MANY BLESSINGS, REALIZING THAT EVERY GOOD AND PERFECT GIFT COMES FROM ABOVE. YOU, THE FATHER OF LIGHT, WHERE THERE IS NO VARIANCE AND NOT ONLY DO WE THANK YOU FOR HEALTH AND STRENGTH, THE MEASURE OF PEACE AND PROSPERITY THAT YOU HAVE GRANTED IN THE LIVES OF ALL OF US, THAT ABIDE HERE IN THIS GREAT CITY OF MESQUITE. AS WE COME WITH BOWED HEAD, WE REALIZE THAT ALL HAVE SINNED AND COME SHORT OF THE GLORY OF GOD. SO WE PRAY THAT YOU WOULD FORGIVE OUR SINS AND THAT YOU WOULD CLEANSE OUR HEARTS AND MINDS. AND WE THANK YOU FOR THE BLOOD THAT WASHES AWAY OUR SINS. AND NOW, FATHER, WE INVITE YOU AFRESH IN THIS MEETING. WE PRAY THAT EVERY DECISION THAT'S MADE TODAY WILL HAVE YOUR THUMBPRINT ALL OVER IT, THAT YOU WOULD GUIDE US BECAUSE WE NEED YOUR GUIDANCE, THAT EVERYTHING WE DO WILL GLORIFY YOUR NAME HERE IN THIS MEETING. I PRAY, HEAVENLY FATHER, FOR EACH AND EVERY BOARD MEMBER, YOUR CONTINUED CHOICE, BLESSINGS IN THEIR LIVES AND GOOD SUCCESS. I PRAY FOR THIS ENTIRE ASSEMBLY GOD THAT YOU WOULD GRANT US PEACE AND PROSPERITY AS ONLY YOU CAN. AND FATHER, WE ASK ALL OF THESE BLESSINGS IN THE NAME OF JESUS THE CHRIST AND EVERYONE SAID AMEN, AMEN, AMEN.
GO AHEAD. I PLEDGE ALLEGIANCE. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS. ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. AMEN. HONOR THE TEXAS FLAG. I PLEDGE ALLEGIANCE TO THEE. TEXAS. ONE STATE UNDER GOD. ONE AND INDIVISIBLE. STUDENTS, IF YOU COULD, WOULD YOU GO AHEAD AND INTRODUCE YOURSELVES? STUDENTS, GO AHEAD AND INTRODUCE YOURSELVES. GET NEXT TO THE MIC. MAKE SURE THEY CAN HEAR YOU. HELLO, MY NAME IS JONATHAN. AND I'M FROM LAUREN ELEMENTARY. NEXT. HI, I'M FROM.
AND I'M FROM. JACKSON OVER CAMP. AND I'M FROM VERONA ELEMENTARY. HI. MY NAME IS. THANK YOU VERY
[00:05:07]
MUCH. THANK YOU. STUDENTS, WE APPRECIATE IT AND APPRECIATE PARANG ALSO AS WELL AS REVEREND[V. TEAM OF EIGHT MOMENT]
JEFFERSON. THANK YOU VERY MUCH. NEXT ON THE AGENDA IS OUR TEAM OF EIGHT MOMENT. AND I BELIEVE WE HAVE A COUPLE MEMBERS THAT HAVE SOME COMMENTS THEY WANTED TO MAKE TONIGHT. MISTER, ARE YOU STILL WANTING TO MAKE SOME COMMENTS TONIGHT? OF COURSE. THIS IS THE SUMMER AND WE TAKE A LOT OF SCHOOLING AND EDUCATION CLASSES AND ALL OF THAT. I DID WANT TO TALK ABOUT ONE OF THE THINGS THAT INTERESTS ME THE MOST, WHICH IS THE PARENT PARTICIPATION AND COMMUNITY ENGAGEMENT THAT WE DO. ONE OF THE CLASSES THAT WE THAT I ATTENDED WAS FROM THE CHARLES BUD FOUNDATION. THEY SPONSORED THAT, AND THEY WERE TALKING ABOUT SERVICE THAT THEY HAVE DONE WITH PARENTS OVER 1400, TALKING ABOUT HOW IT'S USUALLY PARENTS THAT HAVE KIDS IN THE SCHOOLS THAT ATTEND ALL THE ACTIVITIES. WE DID GO. WE HAVE GONE TO SOME GAMES THIS YEAR, AND WE SEE THAT THE THAT THE STANDS ARE NOT COMPLETELY FULL. WHEN 20 YEARS AGO IN MESQUITE, THOSE STANDS WERE ALWAYS FULL SUPPORTING OUR KIDS. AND I KNOW THINGS HAVE CHANGED. BUT THE QUESTION WAS, WELL, ARE WE COMMUNICATING PROPERLY AND THE SURVEY TOLD TOLD US THAT LIKE 55% OF THE PARENTS ARE USING SCHOOL WEBSITES, 46%. THE MESSAGE PLATFORM, 44% FLIER NEWSLETTERS. SO THE QUESTION IS, HOW EFFECTIVE ARE WE WITH OUR COMMUNICATION AND HOW IS IT THAT WE'RE GOING TO BE ABLE TO GO OVER THAT THRESHOLD AND FIND OUT WHAT WE'RE DOING FOR THE PARENTS? SO I'M GOING TO ENCOURAGE US TO KEEP TALKING ABOUT THAT. AND MAYBE TRY TO FIND A WAY TO BETTER COMMUNICATE, GET THOSE NUMBERS HIGHER HERE IN MESQUITE. THAT'S MY MOMENT. THANK YOU, MISS COLLIER. MY MOMENT WAS I HAD GOT TO SIT IN ON SOME TEACHER TRAININGS THIS WEEK AND FOOTBALL AND SOME THINGS, BECAUSE YOU KNOW, HIGH SCHOOL KID. BUT HERE'S WHAT I SAW. I SAW TEACHERS EXCITED. I SAW KIDS EXCITED. I SAW PEOPLE LOOKING FORWARD TO FEEDING EACH OTHER, WHICH WAS AWESOME, WHICH WAS ONE OF THOSE THINGS WHERE, YOU KNOW, YOU READ THE NEWS, YOU HEAR THE NEWS, AND IT'S KIND OF DEPRESSING. AND THEN YOU GET TO SEE THE PEOPLE WHO ARE ACTUALLY DOING THE WORK AND YOU'RE LIKE, GOOD GRACIOUS, YOU ARE AMAZING.AND NOT DOING IT FOR THE SPOTLIGHT, BUT JUST DOING IT AND DOING THE WORK DAY IN AND DAY OUT. BUT THEN I GOT TO SIT AND LISTEN TO SOME OF THE CONVERSATIONS THAT TEACHER AND PRINCIPAL AND ADMINISTRATOR TO ADMINISTRATOR WERE HAVING WITH EACH OTHER. AND I JUST KIND OF SAT THERE AND LISTENED. YOU WOULD BE SO SURPRISED BY THE MAGIC THAT'S ALREADY HAPPENING.
AND THE BIG DREAMS THAT PEOPLE ARE HOLDING FOR YOUR KIDS AND THEIR KIDS AND THIS COMMUNITY WITHOUT LIKE, BUT THEY'RE NOT POSTING IT ON SOCIAL MEDIA. THEY'RE NOT POSTING ON INSTAGRAM OR TIKTOK OR THOSE THINGS. THEY'RE JUST DOING THE WORK AND THEY'RE INVESTING IN THE KIDS.
LIKE DAY AFTER DAY AFTER DAY. SO I JUST WANTED TO SAY IT IS WITNESSED, IT IS SEEN. AND IN CASE NOBODY TOLD YOU TODAY. YEP. YEAH. YOU DID IT. ALSO WE WENT TO TRAINING LIKE AS A BOARD. WE WENT TO OH BOARD DOWN IN SAN ANTONIO TREKKING DOWN THERE, ONE OF THE THINGS I SAW THERE WAS MESQUITE HAS A LOT OF SOLIDS. OKAY. WE DO A LOT OF REALLY GOOD THINGS HERE. OF COURSE, THERE ARE THINGS WE NEED TO WORK ON, BUT WE DO A LOT OF REALLY, REALLY GOOD THINGS THAT OTHER PEOPLE WANT TO COME AND LEARN ABOUT. SO IF YOU HAVE THE OPPORTUNITY BECAUSE YOU KNOW, MORE THAN JUST TWO PEOPLE TELL THE GOOD STUFF, SHARE THE GOOD STUFF TOO, NOT JUST THE OTHER STUFF YOU SEE ON THE NEWS, OR YOU MIGHT HEAR ON FACEBOOK. SHARE THE GOOD STUFF AND MAKE IT A POINT TO TELL SOMEBODY THE GOOD STUFF. THAT'S MY BOARD MOMENT. MISS HORNBY. YES WE DID.
WE ALL WENT TO SAN ANTONIO AS A BOARD, AND THAT SO'S OTHER BOARDS. YOU BE SURPRISED WHEN ALL OF US SHOW UP AT A STATE CONFERENCE? NOT EVERY BOARD DOES THAT. BUT WE DID IT, AND WE WENT TO ALL DIFFERENT KINDS OF SESSIONS. ONE ONE OF THE I WENT TO I WENT TO A COUPLE OF THEM ABOUT POLITICAL THINGS THAT ARE GETTING READY TO HAPPEN IN THE STATE OF TEXAS AND WHAT WE AS BOARD MEMBERS, BECAUSE WE REPRESENT THIS BOARD IN AUSTIN AND WE MAKE TRIPS THERE. ET CETERA. ET CETERA. TO TALK TO OUR REPRESENTATIVES. AND SO WE HAVE TO HAVE AN AGENDA. AND
[00:10:01]
DOCTOR GLASS IS SORT OF WORKS WITH THE DISTRICT AND OUR LEGISLATIVE PRIORITIES. WE HAVE A COMMITTEE WITH THIS THAT WE HAVE THAT TALKS ABOUT OUR PRIORITIES AS MISD AND WHAT IS IMPORTANT THAT WE NEED OUR LEGISLATORS TO UNDERSTAND ABOUT OUR EDUCATIONAL PROCESS. SO I BET YOU WANT TO TALK MORE ABOUT THAT MAYBE A LITTLE BIT. YES. THAT'S GREAT. YEAH. WELL, I DO WANT TO RECOGNIZE THE BOARD WAS VERY ENGAGED IN TRAINING DOWN IN SAN ANTONIO DURING THE PROCESS.BUT EVERY YEAR THE BOARD SENDS DOWN A DELEGATE. MR. CARVER WAS THE DIRECTOR. SO HE'S AUTOMATICALLY A DELEGATE WHEN THEY VOTE ON CORNERSTONE PRINCIPLES, LEGISLATIVE PRIORITIES AND RESOLUTIONS TO HELP THE ORGANIZATION, TO HELP FIGHT FOR PUBLIC EDUCATION IN OUR SCHOOL DISTRICTS. AND WE ALSO GET THE HONOR OF SENDING IN A DELEGATE AND AN ALTERNATE AND OURS ARE VERY ACTIVE IN SO MUCH. SO ONE OF OUR ROOKIE DELEGATES THIS YEAR, MISS COLLIER, ON A RESOLUTION THAT SOMEBODY TRIED TO AMEND, DID NOT AGREE WITH THAT, THAT AMENDMENT AND ACTUALLY A FEW OTHER PEOPLE TOO. BUT SHE GOT UP AND SHE SPOKE TO THE ENTIRE DELEGATION TO GET THEM AND CONVINCE THEM TO VOTE AGAINST THAT PARTICULAR AMENDMENT TO THAT RESOLUTION, WHICH IT DID GET DEFEATED. AND I WANT TO JUST RECOGNIZE HER FOR HAVING THE COURAGE TO STAND UP AT ONE OF THE MIKES AND TO SPEAK HER MIND ON OUR BEHALF. AS MESQUITE ISD, AS WELL AS REGION TEN AND ACROSS THE STATE. SO THANK YOU, MISS COLLIER. THANK YOU. YES, MR. PRESIDENT, SO I TOO, WENT TO SAN ANTONIO WITH THE BOARD. AND I WILL TELL YOU, I WAS SO PROUD. OUR BOARD, YOUR ELECTED OFFICIALS, WERE ENGAGED THROUGHOUT THE ENTIRE TIME LEARNING AND SPEAKING TRUTH INTO WHAT WE'RE DOING IN MESQUITE ISD. SO I WANT TO THANK THE BOARD FOR THAT. BUT THE SECOND THING I WANT TO BRING UP TO LIGHT, IF YOU MISSED IT LAST MONDAY, THE JOHN KLEIN BAND PERFORMANCE AND MEMORIAL, WHERE ALL OUR MIDDLE SCHOOLS AND ALL OUR HIGH SCHOOLS AND I KNOW DOCTOR FIELDS, DOCTOR MORRIS, MR. SEWARD, MR. CARVER WERE THERE WITNESSING IT WAS A TESTAMENT TO THE AMAZING WORK THAT OUR BAND DIRECTORS AT THE MIDDLE SCHOOL AND AT THE HIGH SCHOOL LEVEL DO TO MAKE OUR KIDS LOOK SO GOOD AND SOUND SO GOOD. IT WAS JUST IMPRESSIVE. AND I JUST WANT TO LIFT THAT AND RECOGNIZE THE STUDENTS AND OUR ENTIRE FINE ARTS PROGRAM. SO THAT'S WHAT I HAVE TO DO. ANYTHING ELSE? BOARD MEMBERS, IF NOT, WE WILL NOW MOVE ON TO
[VI. STUDENT AND STAFF GUESTS]
STUDENT STAFF, RECORD GUEST. WE'LL START WITH MISS SABRINA SMITH. OH, BRENDA. I'M SORRY.BRENDA IS GOING TO HANDLE IT TONIGHT. WE BEGIN TONIGHT'S SPECIAL RECOGNITION PORTION OF THE MEETING WITH THE PRESTIGIOUS APPLE CORPS PROGRAM. THE APPLE CORPS AWARD IS MADE POSSIBLE BY A NEW PARTNERSHIP BETWEEN THE MESQUITE EDUCATION FOUNDATION AND CLAY COOLEY OF MESQUITE. SO WE'D LIKE TO THANK THEM BOTH FOR THE SUPPORT FOR OUR OUR AMAZING TEACHERS. OUR 1ST OCTOBER APPLE CORPS HONOREE IS THE DEWBERRY OF THE LEARNING CENTER. THE VITTRA IS A MIDDLE SCHOOL SCIENCE TEACHER WITH 26 YEARS OF EXPERIENCE IN MESQUITE ISD. PLEASE TURN YOUR ATTENTION TO THE SCREENS TO LEARN MORE ABOUT MISS DEWBERRY. MISS DEWBERRY HAS BEEN A PHENOMENAL ADDITION TO THE LEARNING CENTER. SHE HAS BROUGHT A LOT OF FRESH INITIATIVES TO OUR PROGRAM THAT ALLOW OUR STUDENTS TO SEE THEMSELVES AS A VALUED PART OF OUR DISTRICT. I JUST THINK THAT IT JUST SPEAKS TO HER COMMITMENT TO EDUCATION. IT SPEAKS TO HER LOVE FOR CHILDREN. AND I CAN'T THINK OF ANYONE BETTER TO WELCOME INTO THE APPLE CORPS. PADRE DE MISS DEWBERRY.
CONGRATULATIONS AND WE ARE SO HAPPY FOR YOU. TEACHING IS SO IMPORTANT TO ME BECAUSE YOU BUILD SO MANY RELATIONSHIPS WITH YOUR STUDENTS AND YOU'RE ABLE TO SEE ALL THE THINGS THAT YOU GIVE THEM IN THE CLASSROOM. YOU LOOK AT WHAT THEY'RE DOING ON A DAILY BASIS. YOU SEE THEIR STRENGTHS, YOU SEE THEIR WEAKNESSES, AND MANY TIMES, JUST LIKE ADULTS, KIDS JUST WANT TO BE LOVED, BE NURTURED, BE GIVEN ALL THE OPPORTUNITIES THAT THEY CAN HAVE TO BE SUCCESSFUL. AND THAT'S WHAT I TRY TO DO IN MY CLASSROO.
[00:15:02]

THEREFORE, BE IT RESOLVED THAT THE BOARD OFFICIALLY WELCOMES YOU.WOW. I'M GLAD MY BACK IS KIND OF TURNED TO EVERYBODY, BUT I SAW SOME FACES DOWN THERE, SO I'LL TURN BACK AROUND. GOOD EVENING. THANK YOU, DOCTOR RIVERA AND BOARD MEMBERS FOR THIS SPECIAL RECOGNITION. I AM TRULY HONORED. AS EDUCATORS, WE OFTEN REFLECT AND THINK ABOUT ALL THE STUDENTS WE'VE IMPACTED OVER THE YEARS. IF I COULD DESCRIBE MY JOURNEY, I WOULD SAY IT'S LIKE A ROLLER COASTER. IT'S HAD ITS UPS AND DOWNS, BUT IT'S BEEN A WONDERFUL RIDE. I'VE HAD THE OPPORTUNITY TO WORK UNDER ABOUT FOUR SUPERINTENDENTS HERE AND BE A PART OF MESQUITE ISD'S VISION FOR THE MESQUITE PROMISE. IT ENCOMPASSES MY DAILY MANTRA TEACH, LOVE, INSPIRE. I CHALLENGE MY STUDENTS DAILY TO DO BETTER, BE BETTER, DREAM BIG, BE KIND AND GENUINE, AND MOST IMPORTANTLY, BE PRODUCTIVE CITIZENS OF THIS COMMUNITY OR WHEREVER THEIR JOURNEY TAKES THEM. I WILL CONTINUE TO KEEP POURING INTO THIS DISTRICT THAT I LOVE SERVING AND CONTINUING TO BE A DIFFERENCE MAKER WITH DIGNITY AND EXCELLENCE. CHANGE IS INEVITABLE, BUT I'VE STAYED SO LONG BECAUSE I FEEL LIKE I BELONG AND VALUED. I ALWAYS WANT MY STUDENTS TO FEEL THE SAME WAY. MESQUITE ISD IS MY EXTENDED FAMILY AND I WANT TO GIVE SPECIAL THANKS TO A FEW OF MY COLLEAGUES. SO I. KAREN CUMMINGS, COULD YOU STAND UP OVER THERE AND DIANE NIX, THESE ARE ALL MY LIKE, KIMBLE, I HAVE SOME KIMBLE PEOPLE IN THE HOUSE. MY VEGETABLE DOCTOR, VALERIE NELSON, AND DOCTOR JOHNSON. I'M JUST SO ELATED TO SHARE THIS MOMENT WITH YOU AND MOST OF ALL, I GOT MY LITTLE CREW RIGHT HERE. MY CREW. THAT'S MY MOM. MOM, STAND UP, MISS SADIE AND SHEILA, MY GOOD FRIENDS. THESE ARE THE PEOPLE THAT SEE ALL YOUR SACRIFICE AND HARD WORK YOU PUT IN. I JUST LOVE AND APPRECIATE YOU ALL. THANK YOU SO MUCH. OUR NEXT HONOREE THIS EVENING IS SHELBY HERMES OF HUGO ELEMENTARY. SHELBY IS A FIFTH GRADE TEACHER WITH EIGHT YEARS OF EXPERIENCE IN MESQUITE ISD. LET'S TAKE A LOOK AT WHAT MAKES MISS HERMES AN APPLE CORE TEACHER. MISS HERMES CONSISTENTLY IS DEDICATED HERSELF TO HELPING OUR STUDENTS REACH THEIR HIGHEST POTENTIAL. SHE'S ALWAYS LOOKING FOR NEW WAYS TO IMPROVE OUR CAMPUS AND MAKE IT A BETTER PLACE FOR ALL STUDENTS. SHE IS COMMITTED TO OUR SCHOOL CAMPUS AND SEEKING OUT OPPORTUNITIES TO ENHANCE STUDENT SKILLS AND KNOWLEDGE IN ANY WAY THAT SHE CAN.
CONGRATULATIONS, MISS SERVICE, ON THIS HONOR. WE'RE SO PROUD OF YOU AND EXCITED FOR YOU TO BE OUR APPLE CORP TEACHER OF THE YEAR. SO TEACHING IS IMPORTANT TO ME BECAUSE IT PREPARES OUR STUDENTS FOR THE FUTURE AND WE'RE ABLE TO GIVE THEM THE FUTURE PROOF SKILLS THAT THEY CAN TAKE ON TO ANY CAREER THAT THEY CHOOSE, SUCH AS CRITICAL THINKING AND THAT SOCIAL ASPECT.
AND JUST THE CONVERSATIONS. AND SO THAT'S JUST REALLY IMPORTANT IN OUR CLASSROOM IS JUST THE DISCOVERY AND THE EXPLORATION. SHELBY, IT'S MY PRIVILEGE TO PRESENT THIS PROCLAMATION.
WHEREAS THE MESQUITE INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES SEEKS TO HONOR OUTSTANDING CLASSROOM TEACHERS WHO DEMONSTRATE LEADERSHIP, INNOVATION AND DEDICATION TO THE STUDENTS OF MESQUITE ISD. SHE DOESN'T JUST MEET EXPECTATIONS, SHE CONSISTENTLY GOES ABOVE AND BEYOND TO ENSURE STUDENTS, PARENTS AND STAFF ARE SUPPORTED. SHE IS PROACTIVE. SHE'S PROACTIVE IN ADDRESSING CHALLENGES, OFFERING SOLUTIONS BEFORE THEY EVEN ARISE. HER KINDNESS AND PATIENCE MAKE HER A GO TO PERSON FOR SUPPORT, AND HER WORK ETHIC IS UNMATCHED. WE THINK WHEN WE THINK OF CASSANDR, WE THINK OF SOMEONE WHO TRULY EMBODIES THE MISD VALUES OF EQUITY, RESPECT AND HONOR, SHE TREATS EVERYONE SHE ENCOUNTERS WITH DIGNITY AND RESPECT, AND HER INFLUENCE EXTENDS FAR BEYOND HER ROLE. SHE IS A SHINING EXAMPLE OF WHAT IT MEANS TO BE POTEET STRONG AND HER RESPECT, HONOR AND PRIDE ARE EVIDENT IN EVERYTHING WE DO. WE LOVE YOU, CASSANDRA. IS THERE ANYONE WHO WISHES TO SPEAK ON AN ITEM ON THE AGENDA? THERE BEING NONE, WE
[VIII. CONSENT AGENDA]
WILL NOW CLOSE THAT SECTION. WE WILL NOW MOVE ON TO THE CONSENT AGENDA. BOARD MEMBERS, ARE THERE ANY ITEMS ON THE CONSENT AGENDA THAT YOU WISH TO PULL AND DISCUSS AND VOTE ON SEPARATELY? THERE BEING NONE, I'LL ENTERTAIN A MOTION. SECOND, I HAVE A MOTION BY MR. ROSE AND A SECOND BY MR. BINGHAM TO APPROVE THE CONSENT AGENDA. ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR, PLEASE INDICATE BY SAYING I. I. THOSE OPPOSED. MOTION PASSES. I DO WANT TO POINT OUT A COUPLE OF THINGS THAT ARE IN THE CONSENT AGENDA. JUST AS A REMINDER, WE DECLARED OCTOBER AS DYSLEXIA AWARENESS MONTH. THESE FOLKS DO AN AMAZING JOB, ESPECIALLY WITH THE INCREASED AMOUNT OF DYSLEXI, DYSLEXIA CHILDREN THAT WE HAVE IN THE DISTRICT. I THINK WE'RE NOW 10.6% AND IT HAS REALLY TAKEN ITS TOLL ON OUR STAFF, AS WELL AS BEING ABLE TO FIND INDIVIDUALS TO HELP OUT IN THAT AREA. THE OTHER IS THAT WE DECLARE OCTOBER 23RD THROUGH THE 31ST OF OCTOBER AS RED RIBBON WEEK, AND I KNOW ALL OF OUR SCHOOL SCHOOLS WILL DO SOMETHING TO MAKE SURE THAT OUR COMMUNITY AND AS WELL AS OUR STUDENTS ARE AWARE OF BEING DRUG FREE. ET CETERA. ET CETERA. SO THANKS TO ALL THOSE THAT ARE GOING TO DO WHAT THEY NEED TO DO TO HELP CELEBRATE AND RECOGNIZE THAT RED[IX. REPORTS OF THE SUPERINTENDENT]
RIBBON WEEK. NEXT, WE'LL MOVE ON TO REPORTS OF THE SUPERINTENDENT. FIRST IS UNDER PERSONNEL. IT'S A REPORT ON RESIGNATIONS, RESIGNATIONS AND NEW HIRES. BOARD MEMBERS. ANY QUESTIONS? THERE BEING NONE, WE'LL MOVE ON TO AFFECTING THIS REPORT FROM TRANSPORTATION. AND I BELIEVE THAT'S GOING TO BE MR. FORSBERG. IS THAT CORRECT? AND HIS TEAM? THAT'S RIGHT. BEEP BEEP BEEP. I DIDN'T HEAR THE BEEP BEEP. OH THE. ALL RIGHT. GOOD EVENING, MR. PRESIDENT.VICE PRESIDENT AND SUPERINTENDENT AND STEAM BOARD MEMBERS. AS YOU KNOW, MY NAME IS RAYMOND FRIEDMAN. I BROUGHT MY LEADERSHIP TEAM WITH ME. THEY'RE GOING TO INTRODUCE THEMSELVES.
I'M EVAN COBB, ASSISTANT DIRECTOR. I'M LIZ OSPINA, ASSISTANT DIRECTOR FOR FLEET MANAGER ANGELO GRAFF, SAFETY TRAINING. OKAY, SO I BROUGHT A POWERPOINT TOGETHER. SO THIS FIRST SLIDE RIGHT HERE IS JUST REALLY ABOUT THE IMPORTANCE OF A SCHOOL BUS. OBVIOUSLY, IT'S A LITTLE BIT MORE THAN JUST BEING YELLOW. AND TRANSPORTING KIDDOS. RIGHT. THE SCHOOL BUS IS THE ONLY VEHICLE THAT'S NOT EMERGENCY VEHICLE THAT CAN STOP AND CONTROL TRAFFIC. SO WITH THAT BEING SAID, IT'S VERY IMPORTANT THAT WE MAKE SURE THAT OUR DRIVERS ARE EQUIPPED AND TRAINED TO OPERATE A SCHOOL BUS, STRENGTHENING EDUCATION THROUGH SERVICE. THE PRIMARY PURPOSE OF TRANSPORTATION SERVICES, OF COURSE, IS TO TRANSPORT STUDENTS TO AND FROM SCHOOL SAFELY AND EFFICIENTLY AND RELIABLY, WHICH CAN BE QUITE CHALLENGING WITH THE TRAFFIC AND CONSTRUCTION THAT WE ENDURE FROM THE MASSIVE GROWTH IN THE AREA, PROVIDING THE GREATEST TRANSPORTATION SERVICES AVAILABLE. AND WE DO THAT BY INVESTING IN PROPER TRAINING OF OUR STAFF TO INCLUDE CPR TRAINING AND CPR TRAINING, WHICH IS CRISIS CRISIS INTERVENTION INTERVENTION, YES, AND TO MEET THE DAILY DEMANDS OF TRANSPORTATION SERVICES. WE OPERATE 117 BUS ROUTES, WHICH ABOUT HALF OF THOSE ARE OUR SPED ROUTES. THEY ALSO REQUIRE MONITORS, AND WE HAVE 15 SUBURBAN ROUTES THAT OPERATE SUBURBAN THAT SERVICE. THE STATE MANDATED MCKINNEY, VENTO OR THE STUDENT DISPLACEMENT ROUTES. WE TAKE GREAT PRIDE IN THE RELATIONSHIPS THAT OUR TEAM HAS
[00:50:06]
CULTIVATED AND CONTINUE TO FOSTER WITH OUR DISTRICT STAKEHOLDERS. WE PARTNER PRIMARILY WITH RISK MANAGEMENT, WHO SUPPORTS OUR TEAM WITH OUR ACCIDENT PREVENTION INITIATIVES.THE BENEFITS DEPARTMENT, SPECIAL NEEDS, AND OUR CAMPUS NURSES WHO PARTNER WITH US ANNUALLY TO ENSURE OUR COMPLIANCE WITH CPR AND CPI, AS WELL AS ATHLETICS AND FINE ARTS, WHO WE WORK VERY CLOSELY WITH TO SUPPORT AND PROVIDE THEIR TRANSPORTATION FOR CAMPUS FIELD TRIPS. WE ARE A TEAM THAT RECOGNIZES THAT THERE IS NO I IN TEAM, AND THEY ARE AT THE VERY CORE OF OUR DEPARTMENT'S EFFECTIVENESS. WE ARE GRATEFUL FOR THEIR SUPPORT. SO I INCLUDED THIS ORGANIZATIONAL CHART, NOT JUST TO SHOW WHAT MY TEAM LEADERSHIP IS, BUT JUST KIND OF TALK A LITTLE BIT ABOUT WHAT THEY DO. SO JULIE STRONG, WHO'S NOT WITH US TODAY, SHE TAKES CARE OF PAYROLL AND ENSURES THAT SHE HANDLES ALL THE ADMINISTRATIVE SERVICES BETWEEN ROY AND ANDY HOFFMAN, WHO'S OUR SHOP SUPERVISOR. THEY MAKE SURE ALL OUR BUSSES IS UP AND RUNNING, AND THAT'S A REAL TOUGH THING TO DO. SINCE MECHANICS FAIL OFTEN. AND BETWEEN LIZ AND EVAN, THEY ENSURE THAT WE ARE IN OPERATION BETWEEN 5 A.M. TO 6 P.M. SO THEY SPLIT THE DUTIES AND THEY SPLIT THE SHIFTS SO WE CAN SHARE IT EVENLY. AND OF COURSE, THERE'S MR. ANGELA, WHO'S OUR SAFETY TRAINER. SO WHEN HE CAME ON BOARD, HE WAS ALREADY A CERTIFIED DPS EXAMINER. AND SO THROUGH HIS APPLICATION PROCESS, WE ARE NOW A THIRD PARTY TESTER. WHAT THIS MEANS IS BASICALLY, INSTEAD OF IT TAKING SEVERAL MONTHS DUE TO THE DPS PROCESS WITH MAKING APPOINTMENTS AND WHATNOT, INSTEAD OF BEING MONTHS IS NOW WEEKS AND WE CAN DO IT IN HOUSE. UNDER HIS GUIDANCE. SO TRANSPORTATION EMPLOYEES ARE OFTEN THE FIRST AND LAST STUDENTS ON SCHOOL OFFICIALS DECEASED STUDENTS ON THE EDUCATIONAL DAY. IT IS CRITICAL PARTNER TO THE EDUCATIONAL EXPERIENCE. THE TRANSPORTATION EMPLOYEES ARE A VITAL RESOURCE IN PROVIDING A POSITIVE CLIMATE.
TRANSPORTATION SERVICES STRIVES TO ENSURE EMPLOYEES ARE HEALTHY, SAFE, ENGAGED AND HAPPY TO WORK SO THAT THE STUDENTS CAN EXPERIENCE THE SECURING TRANSPORTATION. EMPLOYEES OFTEN SEE AN OPEN DOOR POLICY, AS WELL AS OPPORTUNITIES SUCH AS EMPLOYEES, CONTESTS, HOLIDAY DINNERS, EMPLOYEE APPRECIATION DAYS, EMPLOYEE OF THE MONTH, TEAM BUILDING ACTIVITIES, AND COMMUNITY SERVICE OPPORTUNITIES. SO CONTINUING EDUCATION IS A NECESSITY FOR US, ESPECIALLY IN THIS INDUSTRY. OUR STAFF, WE ARE ALL MEMBERS OF ALL OF THESE ASSOCIATED PUPIL TRANSPORTATION ORGANIZATIONS. THE REASON BEING IS BECAUSE IT HELPS US TO OBTAIN AND MAINTAIN CERTIFICATIONS AS WELL AS NETWORK, AND THOSE NETWORKING OPPORTUNITIES THAT WE GET. YEAH. THANKS FOR THIS MORNING. NEXT ON THE AGENDA UNDER ADMINISTRATION IS AN ACTION ITEM TO APPROVE CAMPUS AND DISTRICT PERFORMANCE OBJECTIVES. MISS ALICIA AUSTIN. GOOD EVENING, DOCTOR RIVERA AND BOARD MEMBERS. SO I'M HERE TO PRESENT OUR CAMPUS AND DISTRICT IMPROVEMENT PLANS FOR YOUR APPROVAL. BEFORE YOU TAKE A VOTE, I WANTED TO GIVE YOU A BRIEF OVERVIEW OF JUST WHAT GOT US HERE. LAST YEAR, WE BEGAN THE WORK OF ALIGNING OUR CAMPUS IMPROVEMENT PLANS TO THE EFFECTIVE SCHOOLS FRAMEWORK. THIS IS A MODEL T ENDORSES AND REQUIRES DISTRICTS TO USE TO SUPPORT SCHOOLS THAT ARE UNDERPERFORMING. BUT THE REALITY IS THIS FRAMEWORK IS A PRIMER ANY SCHOOL CAN USE TO ENSURE THEY HAVE SYSTEMS AND BEST PRACTICES IN PLACE. SO I'M NOT GOING TO GO THROUGH ALL THE GOALS YOU SEE HERE ON THE SCREEN. JUST KNOW THAT THIS MODEL COVERS EVERY FACET OF A CAMPUS AND THERE'S NOT AN AREA OF NEED. THESE GOALS DO NOT ADDRESS THE PROCESS TO DEVELOP. THE STREAMLINED CIP BEGAN IN THE SPRING WITH THE CAMPUS NEEDS ASSESSMENT, AND THROUGH THIS PROCESS, CAMPUSES DEVELOPED THEIR OWN AND SOMETIMES UNIQUE SET OF NEEDS. ONCE THEIR NEEDS WERE IDENTIFIED, GOALS, OBJECTIVES AND STRATEGIES WERE DEVELOPED. SO WE'RE NOW IN THE IMPLEMENT AND MONITOR PHASE WHERE CAMPUSES WILL REVIEW THEIR PLANS QUARTERLY. SO WHAT'S DIFFERENT THIS YEAR IN TERMS OF SCHOOL IMPROVEMENT IS HAPPENING AT THE DISTRICT LEVEL? IN THE PAST, THE DISTRICT HAS OBJECTIVES AND STRATEGIES THAT WE'VE GIVEN TO CAMPUSES TO ADD TO THEIR SIPS AND THESE WERE UNIVERSAL STRATEGIES THAT MAY HAVE BEEN REQUIRED BY TIA OR OTHERS THAT WERE JUST IDENTIFIED AS SOMETHING THAT WOULD BENEFIT EVERY CAMPUS. BUT THIS WAS VERY MUCH A TOP DOWN APPROACH. INSTEAD, THIS YEAR WE HAVE ALSO ALIGNED OUR DISTRICT IMPROVEMENT PLAN TO THE EFFECTIVE DISTRICT FRAMEWORK TO BETTER SUPPORT OUR SCHOOLS. YOU MAY NOTICE A SIMILARITY IN THE ALIGNMENT WITH THE ESF, BUT WHILE THE GOALS MAY USE DIFFERENT VERBIAGE, FOR EXAMPLE, GOAL TWO IS TALENT FOR THE DISTRICT LEVEL, BUT IT'S STRATEGIC STAFFING FOR A CAMPUS. THOSE ARE ALIGNED. THE LANGUAGES MAY BE DIFFERENT, BUT THE GOALS
[01:00:04]
AND STRATEGIES ARE ALIGNED. SO HISTORICALLY, OUR DISTRICT IMPROVEMENT PLAN CONTAINED MANY, MANY STRATEGIES THAT SOMETIMES MADE IT DIFFICULT TO FOCUS ON THE TASK AT HAND. WHAT WE'VE DONE THIS YEAR IS FLIP THE MODEL AND HAVE CAMPUS IMPROVEMENT PLANS DRIVE WHAT'S IN THE DISTRICT, IMPROVEMENT PLAN. SO INSTEAD OF THE DISTRICT TELLING CAMPUSES WHAT THEIR CIP IS NEEDED TO INCLUDE, WE'VE USED THE CIP TO DEVELOP THE SUPPORT PROVIDED BY THE DISTRICT. WE'VE TAKEN THE 52 CIPS CREATED BY CAMPUSES AND USE THOSE TO DRIVE WHAT SUPPORT WILL BE PROVIDED.AND I DO WANT TO MENTION HERE THAT THE BULK OF THIS WORK HAS BEEN DONE BY OUR DIRECTOR OF CONTINUOUS IMPROVEMENT, DOCTOR GRUBBS. SHE'S LED THIS WORK AT EVERY TURN AND HAS BEEN INTENTIONAL ABOUT ALIGNING THE WORK AND MAINTAINING THE FOCUS ON THE GOALS. SO BY OVERHAULING THIS PROCESS, WE CAN BETTER SUPPORT OUR SCHOOLS BY USING PRACTICES THAT ALIGN WITH STATE RECOMMENDATIONS FOR THE EFFECTIVE SCHOOL FRAMEWORK MODEL. SO WITH THAT, I GIVE THEM TO YOU. THANKS. YES, IT DOES. QUESTIONS? COMMENTS. QUESTIONS. THIS IS AN ACTION ITEM. SO SECOND. HAVE A MOTION BY MR. ROSE AND A SECOND BY MR. CARVILLE TO APPROVE THE CAMPUS AND DISTRICT PERFORMANCE OBJECTIVES. ANY MORE DISCUSSION. ALL THOSE. THANK YOU VERY MUCH.
BECAUSE THAT'S A LOT OF A LOT OF WORK THAT I KNOW YOU PUT INTO THAT YOU'VE VISITED WITH ALL OF US. SO THANKS. GO AHEAD. ALL THOSE IN FAVOR, PLEASE INDICATE BY SAYING AYE. AYE. THOSE OPPOSED SAME SIGN. MOTION PASSES. OKAY. NEXT ITEM IS DISCUSSION. DISCUSSION OF DISTRICT WIDE INTRUDER DETECTION AUDIT REPORT FINDINGS. MR. TAYLOR GOOD EVENING EVERYONE, AND I'M HERE TO TALK ABOUT OUR INTRUDER DETECTION AUDITS. WE ARE THROUGH TWO MONTHS OF SCHOOL. ESSENTIALLY WE'VE HAD NINE AUDITS PERFORMED ALL THAT WERE SUCCESSFUL. BUT WE ARE IN THE MIDDLE OF THAT SEASON. AND IF YOU REMEMBER, THEY WILL AUDIT 100% OF OUR SCHOOLS THROUGHOUT THE YEAR. SO EVERY ONE OF OUR SCHOOLS WILL HAVE A TOUCH POINT AT SOME POINT BY THE T AUDITORS.
IN ADDITION TO THAT, WE ANTICIPATE 25% OF OUR SCHOOLS WILL BE THE VULNERABILITY ASSESSMENTS WILL BE COMPLETED, WHICH IS A MUCH GREATER STUDY THAT WILL BE DONE THAT LIKELY WE ARE NOT IN THE FIRST GROUP THAT WILL HAVE THAT DONE, THAT WILL LIKELY BE IN THE SECOND SEMESTER, BUT THAT THAT IS COMING. THAT'S IT. ANY QUESTION? GOOD. THANK YOU VERY MUCH. THANK YOU. JUST A REMINDER BOARD MEMBERS BEFORE YOU, I PUT A COPY OF NEXT MONTH'S TENTATIVE AGENDA AS WELL AS WELL AS UPCOMING ACTIVITIES. SHOULD YOUR SCHEDULE ALLOW OR UNLESS AN EVENT NECESSITATES AN ADVANCE CONFIRMATION OF ATTENDANCE, PLEASE LET MR. SAMPLES OR MRS. GONZALEZ KNOW OF YOUR INTENTION TO PARTICIPATE. I JUST WANT TO POINT OUT A COUPLE OF THEM REAL QUICK. TOMORROW NIGHT IS THE WEST MESQUITE HIGH SCHOOL CHOIR FALL CONCERT. IF YOU CAN MAKE IT SATURDAY WE HAVE THE NAACP BANQUET. I BELIEVE DOCTOR RIVERA IS THE SPEAKER AND WEDNESDAY, OCTOBER THE 16TH IS GLOBAL DIGNITY DAY. SATURDAY, OCTOBER 26TH IS A REPLAY TALK FESTIVAL AT TOWNEES MALL AND MONDAY, OCTOBER 28TH WE HAVE THE EMERGENCY EMERGING LEADERS FALL SOCIAL AND THEN ON TUESDAY, OCTOBER 29TH AT BROOKHAVEN, OUR DALLAS COLLEGE BROOKHAVEN CAMPUS. SOME OF US HAVE SIGNED UP TO GO SEE MR. KEVIN CARVILLE, GET HIS DALLAS COLLEGE ALUMNI AWARD. YOU WITH THAT? ARE THERE ANY OTHER QUESTIONS OR ANY OTHER ITEMS COMING UP THAT I DIDN'T HAVE ON THE LIST? THE MOST IMPORTANT THING. WHAT'S THAT NEXT WEEK? I DID PUT IT ON HERE.
FALL BREAK. I WISH EVERYBODY A SAFE AND HAVE A FUN FALL BREAK. COME BACK RE RE-ENERGIZED AND READY TO GO WITH THE HISPANIC HERITAGE MONTH CELEBRATION AT WEST MESQUITE. I MEAN WEDNESDAY OF THE WEST MESQUITE HIGH SCHOO. OKAY, JUST TO LET YOU KNOW, JUST THINKING ABOUT MR. CARVER, HE SPOKE WE CAN YES. GO AHEAD. YES. MR. CARVER HAS BEEN NOMINATED UNDER THE CONSENT AGENDA TO SERVE ON THE BOARD OF THE DALLAS CENTRAL APPRAISAL DISTRICT. HE'S ONE OF THE NOMINEES. ALL THE DISTRICTS, ALL THE ENTITIES WITHIN DALLAS COUNTY WILL RECEIVE THE NOMINATIONS LATER THIS MONTH. AND WE ALL THE ENTITIES WILL THEN VOTE ON FIVE BOARD MEMBERS UNDER THE NEW LEGISLATION FOR THAT. AND HE WILL REPRESENT MESQUITE ISD FOR PUBLIC EDUCATION AND, OF COURSE, OUR TAXPAYERS IN MESQUITE, IF HE GETS ELECTED TO THAT. SO. NOW WE AS A BOARD WILL HAVE TO DECIDE
[01:05:08]
IF WE WANT TO VOTE OUR 95 VOTES FOR HIM. BUT THAT'S ANOTHER MATTER. IF THERE'S NOTHING ELSE, THEN IF THERE'S NO OTHER BUSINESS
